President Luong Cuong presided over the rehearsal for the opening ceremony of the signing of the United Nations Convention against Cybercrime.

On October 23, 2025, President Luong Cuong inspected the preparations and rehearsal for the signing ceremony of the United Nations Convention against Cybercrime, which will take place from October 25-26, 2025 at the National Convention Center (My Dinh, Hanoi).

Also present at the inspection were Deputy Prime Minister Bui Thanh Son, leaders of central ministries and agencies, and the city of Hanoi .

During the dress rehearsal, the President inspected and listened to reports from the units responsible for the overall preparations for the opening ceremony of the United Nations Convention against Cybercrime. These included the script for conducting the opening session, the plan for receiving international delegations, the content and progress of the welcoming artistic program, the detailed script for the opening session, bilateral activities, arrangements for domestic and international journalists and media outlets to cover the event, and other related activities.

Following that, President Luong Cuong chaired a meeting to summarize and draw lessons from the dress rehearsal.

Speaking at the meeting, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu said that in the past period, the Ministry of Foreign Affairs, in its capacity as a coordinating agency with the Ministry of Public Security and other relevant ministries and agencies, has implemented the work very actively and urgently. To date, the progress has been basically completed, meeting the requirements set out in terms of foreign affairs, demonstrating the solemnity, professionalism, and hospitality of Vietnam.

Permanent Deputy Minister of Foreign Affairs, Nguyen Minh Vu, delivered a speech at the meeting.

The Deputy Minister added that currently, about 110 countries and more than 10 international organizations are participating in the Signing Ceremony, with approximately 60 officially registered signatories. It is expected that there will be 60 speeches at the general discussion session, 8 panel discussions by high-level delegates; and about 20 booths and exhibitions from technology companies and corporations. A total of approximately 1,500 foreign delegates are expected to attend the Signing Ceremony.

Reporting further on the security and order arrangements for the signing ceremony, Deputy Minister of Public Security Pham The Tung emphasized: Overall, the security and order arrangements for the signing ceremony are basically stable. Traffic management plans, escort plans, and security and order plans at the event venues and delegates' accommodations have all been implemented according to schedule. After the dress rehearsal, the Ministry of Public Security will coordinate with the Ministry of Foreign Affairs to organize a conference to review and evaluate all related aspects...

Deputy Prime Minister Bui Thanh Son delivered a speech at the meeting.

Speaking at the meeting, Deputy Prime Minister Bui Thanh Son requested that relevant ministries and agencies urgently complete the remaining tasks. He emphasized the need to ensure that each event has its own detailed script; and that the liaison officers and volunteers receive thorough training. Furthermore, he stressed that Hanoi needs to intensify its information and communication efforts regarding the signing ceremony, creating a positive impression and atmosphere for foreign delegations attending the event.

In his concluding remarks, President Luong Cuong assessed this as a particularly important event, carrying profound political and diplomatic significance, marking the first time a global multilateral convention in a field of great international interest has been associated with the name of Hanoi, the capital of Vietnam.

Acknowledging, commending, and highly appreciating the responsibility and proactive, thorough preparation work of the ministries, sectors, and units as assigned; and to better prepare according to the approved plan, the President requested relevant agencies and units, according to their functions and duties, to continue to carefully review the entire scenario, especially the ceremonial, reception, security, and media aspects, ensuring that the signing ceremony takes place solemnly and meticulously, reflecting the image of Vietnam as proactive, professional, and friendly in international integration; and at the same time, promptly handle any arising issues within their authority, ensuring the progress and quality of preparation.

The President also noted that the reception of international delegations should reflect a spirit of hospitality and respect; technical, logistical, and security units must coordinate closely to contribute to the overall success of the event. Furthermore, this signing ceremony is also an opportunity to introduce to international friends the country and people of Vietnam, Vietnam's achievements, and the relationship between Vietnam and the United Nations; affirming Vietnam's role as an active, responsible, and steadfast member of the United Nations. Therefore, information and communication efforts need to accurately and fully reflect the significance and scale of the event, contributing to enhancing Vietnam's image, role, and position on the international stage...


The United Nations Convention on Cybercrime was adopted by consensus by the United Nations General Assembly on December 24, 2024 (New York time, USA).
Accordingly, the Convention will be open for signature in Hanoi on October 25-26, 2025, and will be known as the Hanoi Convention.

This is the first time Vietnam has signed a United Nations convention in this field. It is also a historic opportunity to demonstrate Vietnam's leading role in building a global legal framework to combat cybercrime.
