Delegate Ha Sy Dong said that there are two things that need to be done immediately, which are to increase communication so that people can understand correctly and fully about this new policy. Along with that is to support business households in procedures, especially tax declaration until they can do it instead of checking when the policy comes into effect, and if any household cannot do it, they will be fined. "I heard a voter who is a small business reflect that if they are late in paying for 1 to 2 days, they will be harassed, so they asked to be transferred from business to business household" - the delegate shared and said that the way of organizing and implementing is extremely necessary and the most important thing is that people and businesses are having to adapt to rapid and numerous policy changes like this time. Looking more broadly, it is to improve Vietnam's investment and business environment in recent times. "I am quite impatient because the process of improving our business environment is slowing down, and in some places, it is even going in the opposite direction" - the delegate said.

The delegate suggested that the Government must be very determined in immediately establishing a working group consisting of many economic and legal experts to propose removing and simplifying procedures for project investment, focusing on cutting, merging or connecting administrative procedures.

"My concern is that institutional reform must be substantial, correct, and meet the requirements of the business community" - the delegate said and said that the National Assembly and the Government are focusing on amending laws, decrees, and circulars to remove obstacles and improve the investment and business environment, but there are directives and official dispatches issued a long time ago that have caused great difficulties for production and business activities.

Delegates cited that at a conference with the business community chaired by Prime Minister Pham Minh Chinh, many businesses proposed to abolish a directive from 2012 requiring investment projects to be concentrated in industrial parks. The application of this directive by many localities has made it difficult to implement some very large investment projects, due to their proximity to ports and rivers, causing many difficulties and obstacles. "There may be more such documents" - the delegate stated and suggested that the Prime Minister review all documents issued by the Government, including directives and official dispatches up to now. Any document that hinders production and business activities should be abolished publicly so that localities and businesses can implement it. “To increase the Prime Minister's initiative in proactively implementing institutional reforms, monitoring the effectiveness, evaluating the effectiveness of reform programs of ministries and branches, and controlling an increased channel to control the quality of newly issued legal documents, in the long term, I still recommend studying the establishment of an institutional reform committee,” the delegate suggested.
