In this context, accelerating the progress of projects according to the housing development plan for the 2021-2025 period, while adding more housing projects from public investment capital, is a practical solution to meet the need for sustainable housing.
Housing rental prices increased about 30% compared to the beginning of the year.
Currently, the rental price of a whole house in central wards such as Tran Bien, Bien Hoa, Tam Hiep, Long Binh... ranges from 7-10 million VND/month, depending on the area and location. Meanwhile, the rental price of social housing apartments ranges from 5-8 million VND/month, commercial housing is about 9-12 million VND/month. Compared to the beginning of 2025 and the same period in 2024, this price has increased by about 30%.
Ms. Le Thuy, who works at a state-owned enterprise in Tran Bien Ward, said that she has a group of friends from Binh Phuoc Province (old) who moved here to work and need to rent a house for 1-2 years with a total need of about 6-8 rooms, near Bien Hoa 2 Industrial Park and with parking space. In the past few days, she has been looking for a house and asking for help from friends on social networks, but has not yet found a suitable place.
Ms. Bui Thi Yen, who works at the Department of Agriculture and Environment, said it took her more than 2 weeks, with the help of her colleagues, to rent a relatively suitable house for 7 million VND/month. With this price, she can only stay temporarily and then find another house, or have to invite more people to live with her to share the cost.
According to the Department of Construction, the central area of Dong Nai province (old) has had a high demand for housing. After the merger of Binh Phuoc province (old) and Dong Nai province (old) into the new Dong Nai province, many officials, civil servants and their families moved here to live, causing the demand for housing to increase sharply. Following the direction of the Provincial People's Committee, the Department of Construction has reviewed surplus public offices, land returned to the State for management, school dormitories... and proposed to renovate and repair them into housing. At the same time, the Department of Construction also reviewed the land fund that can be used to develop social housing projects, and advised the Provincial People's Committee to select investors to implement the project in the form of public investment.
From a market perspective, Mr. Tuan, a real estate broker in Tran Bien Ward, said that since the beginning of the second quarter of 2025, the number of people asking to buy and rent houses has increased significantly, especially apartments and private houses. Therefore, some homeowners have taken advantage of the opportunity to increase prices, in some places increasing by 10-15% in just a few months.
According to Mr. Le Hong Nguyen, General Director of Tan Van Real Estate Joint Stock Company, the unit is implementing the Fresia Riverside Project (Bien Hoa Ward) with a scale of more than 1,100 apartments. Of which, block 1 has just submitted a request for confirmation of eligibility to sell future houses, but 96% of the apartments have been registered to buy.
The sudden and local increase in housing demand has caused housing prices in the new administrative center to increase. Given this situation, many opinions suggest that it is necessary to develop more high-rise apartment projects to meet the housing needs of civil servants, public employees and urban residents.
Need to increase supply
Recently, the Provincial People's Committee has directed relevant departments and branches to review and propose suitable housing development plans. At the same time, it has encouraged businesses to invest in low-cost commercial housing and social housing to increase supply.
Vice Chairman of the Provincial People's Committee Ho Van Ha said that the province is very interested in housing development to meet the needs of civil servants, public employees, workers and people. In the housing development plan for the period 2021-2025, the province sets a target that by the end of 2025, the average housing area in the province will reach 27 square meters of floor space per person; the total number of houses will increase by nearly 111,000 units in the following types of housing: commercial, social, public, resettlement and self-built. The total capital mobilized for housing types is expected to be more than 124,000 billion VND.
In addition, to meet the urgent housing needs after the merger, the province plans to build a number of new social housing areas and renovate redundant agency headquarters. The provincial People's Committee has also worked with investors of social housing and commercial projects around the central area to request them to speed up the progress and put them into use soon.
Mr. Nguyen Minh Hai, Director of An Hung Phat Infrastructure Development Joint Stock Company, said that the company is implementing a social housing project of 1,500 apartments in Phuoc Tan Ward. In order to meet the housing needs of the province, phase 1, including 275 apartments, is about a month ahead of schedule and is expected to be handed over by the end of 2025; phase 2, including nearly 480 apartments, will start construction in August 2025, with a construction period of about 12 months. The final phase is expected to be built in 2026.
Not only speeding up the progress of ongoing projects and promoting investment in the construction of new projects, the Provincial People's Committee has recently issued regulations on standards and priority subjects for purchasing, renting, and hire-purchasing social housing, applicable from July 1, 2025. In this regulation, the subjects are expanded to include groups of enterprises, state agencies, political organizations, socio-political organizations, and public service units that are allowed to rent social housing to arrange for cadres, civil servants, public employees, and workers. Cadres who are subject to provincial mergers and have houses located 20km or more from their workplaces are allowed to buy or hire-purchasing social housing without having to consider their income. The province also specifically stipulates subjects, conditions, and priority policies so that people with housing difficulties can soon have the conditions to settle down. This is also one of the solutions to help reduce housing and land prices in areas with high demand.
