The Management Board of Investment Projects for Construction of Traffic and Agricultural Works of Can Tho City said that the project to upgrade and expand the Can Tho - Hau Giang route (National Highway 61C) is more than 37 km long, reaching the scale of a level III plain road, 4 lanes (currently 2 lanes), 23-25m wide. The project passes through 4 districts and cities of Can Tho City and the old Hau Giang province (now 9 communes and wards of Can Tho City). The starting point is at Km10+200 in Nhon Ai commune, the ending point is at Km47+352 in Hoa Luu commune.
The total investment of the project is expected to be more than 5,179 billion VND, of which the loan capital from the Japanese Government (through the Japan International Cooperation Agency - JICA) is more than 3,556 billion VND, the rest is counterpart capital. It is expected that in October 2025, the results of contractor selection will be approved and the consulting contract will be signed, survey will begin, and a pre-feasibility study report will be prepared.
It is expected that the investment policy resolution will be submitted to the Can Tho City People's Council at the end of this year. Construction will start in 2027 and be completed in 2030.

For the Mekong Delta Transport Network Development Project to Adapt to Climate Change in Can Tho City - Project 1 has 2 components. Component 1 is to upgrade and expand National Highway 61C through Can Tho City (old), more than 10 km long, a level III plain road, 23 m wide. The starting point intersects with National Highway 1 in Cai Rang Ward; the end point is at Trau Hoi Bridge (old Can Tho - Hau Giang border).
Component 2 is the road connecting O Mon district, Thoi Lai district, Can Tho city (old) with Giong Rieng district, Kien Giang province (old). The starting point is in O Mon ward (Can Tho); the end point is adjacent to Giong Rieng commune, An Giang province (Giong Rieng district, old Kien Giang province). The total length is more than 25 km, a grade III plain road, 4 lanes, 20.5 m wide...
The total investment of Project 1 is expected to be over VND 8,780 billion, of which ODA loan from JICA is over VND 5,733 billion, counterpart capital is over VND 3,046 billion. It is expected that in September 2025, a consulting contractor will be selected to conduct the survey and prepare a pre-feasibility study report, and submitted for approval at the end of 2025, construction will start in 2027, and completion will be in 2030.
The Management Board of Investment Projects for Construction of Traffic and Agricultural Works of Can Tho City requests the Department of Finance of Can Tho City to promptly review and submit to competent authorities to arrange a capital plan to prepare for investment in the medium term for the period 2021-2025 and in 2025 the local budget source for the above two projects.
According to Mr. Vuong Quoc Nam, Vice Chairman of Can Tho City People's Committee, the two projects, when completed, will contribute to creating momentum to promote rapid and sustainable socio-economic development, creating a premise for shifting the economic structure towards adapting to climate change, promoting Can Tho City to become the center and driving force for socio-economic development in the Mekong Delta region.
