As reported by the People's Representative Newspaper, this morning, October 10, Politburo member, National Assembly Chairman Tran Thanh Man and the National Assembly Delegation of Can Tho city met with voters in Tan Hoa commune, Can Tho city.

Continue to issue policies to promote sustainable development and improve people's lives.

At the meeting, voters of Tan Hoa, Thanh Xuan and Truong Long Tay communes highly appreciated the country's drastic implementation of the "Pillar Resolutions" of the Politburo ; expressed their consensus and high agreement with the Party's policies.

Voters highly appreciate the activities of the National Assembly in recent times with many substantive and increasingly effective innovations, issuing many important policies, especially focusing on innovation and perfecting institutions to promote the country's development.

In particular, at the upcoming 10th Session, the National Assembly is expected to consider and pass nearly 50 laws and resolutions, including many important resolutions to promptly institutionalize the Central Government's new policies on education, health care, and international integration; consider and decide on socio-economic issues and other important issues...

Voters expressed their expectation and belief that the National Assembly will successfully complete the contents and working program of the 10th Session, soon perfect the legal system, promote the country's socio-economic development, and increasingly improve people's lives.

Voter Dang Phuoc Loc (Truong Long Tay commune) proposed that the Government have solutions to control electricity prices reasonably, increase transparency in electricity price mechanisms; regularly inspect and monitor and publicize results for people to monitor; research and build a competition mechanism in the electricity industry, promote a competitive and transparent electricity market, as a basis for building electricity prices according to market prices.

Voters also asked the National Assembly and the Government to have solutions to manage the gold market, narrow the gap, and avoid gold speculation.

Voter Le Van Dep (Truong Long Tay commune) said that the Project of 1 million hectares of high-quality, low-emission rice in the Mekong Delta is a major policy of the Party and Government, but in reality, its implementation has encountered many difficulties such as: difficulty in accessing credit capital, unsustainable product output, limited infrastructure and technology for production, harvesting, and post-harvesting, and the failure to build many strong brands to compete in the international market. Voters recommended that Can Tho city leaders pay attention and find solutions to solve this problem.

The grassroots health system is the front line of health care for the people. After merging with the commune level, the quality of the commune health stations' operations has been improved. However, voter Le Hoang Long (Thanh Xuan commune) reflected that currently, commune and ward health stations have not received proper investment attention. Many health stations lack equipment, facilities are degraded, there is a lack of doctors and nurses, and the level and capacity of medical examination and treatment do not meet the increasing needs of the people, leading to people gathering at higher-level hospitals for medical examination and treatment, thereby overloading the higher-level hospitals. Faced with this situation, voters suggested that the city have an investment policy to improve the quality of grassroots health care to help people receive better health care and reduce the burden on higher-level hospitals.

Voter Huynh Van Nhin (Truong Long Tay commune) said that according to Official Dispatch No. 7415/BNV-CCVC dated August 31, 2025 of the Ministry of Home Affairs on the plan to ensure personnel at the commune level, the number of staff in the Office of the People's Council and People's Committee is 6 people, however, there has not been a direct staffing arrangement for the activities of the People's Council, causing difficulties for the activities of the People's Council. Therefore, voters recommend that the City leaders pay attention to directing and have a suitable arrangement plan.

Voters also recommended that the city continue to direct the use of offices of agencies and units after the merger to ensure rationality, efficiency, and avoid waste; promptly deploy investment in route 926C from Vi Tan commune to Can Tho city to help people have more favorable conditions in economic trade, exchange and purchase of agricultural products, contributing to creating a new look for Tan Hoa commune to develop more in the coming time.

At the meeting with voters, Can Tho city leaders discussed and clarified a number of issues of concern and recommendations to voters.

Special session, considering and passing nearly 50 draft laws

Speaking at the meeting with voters, National Assembly Chairman Tran Thanh Man respectfully thanked voters from Tan Hoa, Thanh Xuan and Truong Long Tay communes for attending the meeting and paying close attention to the activities of the National Assembly and the city's National Assembly Delegation.

The National Assembly Chairman said that the Tenth Session is a session of special significance . This is not only the last session of the 15th National Assembly term but also the session with the largest workload in a session since the beginning of the term, with nearly 50 laws and resolutions expected to be submitted to the National Assembly for consideration and approval, along with many other important tasks.

Informing voters about the country's situation since the 9th Session, the National Assembly Chairman stated that in the context of severe natural disasters, storms on storms, floods on floods in many localities, causing heavy damage to people and property, our country has maintained stability and development. In the first 9 months of this year, GDP growth reached 7.84%; budget revenue was nearly 2 quadrillion VND, equal to 97.9% of the estimate; import and export were over 680 billion USD; FDI attraction was over 28.5 billion USD; ensuring progress in completing over 3,000 km of expressways and 1,700 km of coastal roads in 2025.

The work of preventing and combating corruption, waste and negativity has been stepped up; many long-standing projects have been focused on being resolved. Digital transformation has been taking place strongly.

Independence, sovereignty, and territorial integrity were maintained; national defense and security potential was enhanced; social order and safety were ensured; major celebrations were successfully organized, consolidating the spirit of solidarity, creating new momentum and confidence in society. Foreign affairs and international integration were promoted, many foreign affairs activities of Party and State leaders were deployed, bringing high efficiency.

With those practical results, the National Assembly Chairman pointed out that the people's trust in the Party, the State and the regime has been increasingly strengthened. In particular, through the grand celebrations of the 50th anniversary of the Liberation of the South, the reunification of the country, the 80th anniversary of the successful August Revolution and the National Day on September 2, the image of people from all over the country pouring into Ho Chi Minh City and the capital Hanoi, regardless of the scorching sun and thunderstorms, to watch the parades and marches has deeply demonstrated the national spirit, love for the country and the people's trust in the Party, the State and the regime.

Focus on removing difficulties and improving the investment environment to have more "real eagles"

Regarding Can Tho, the National Assembly Chairman congratulated the city for successfully organizing the City Party Congress for the 2025-2030 term, implementing the merger and arrangement of administrative units, and operating smoothly. In the first 9 months of the year, the city has achieved many positive results, such as: GRDP growth rate increased by 7.39%; state budget revenue reached 19,116 billion VND, of which domestic revenue was 18,497 billion VND; export value of goods and foreign currency revenue is estimated at more than 4.1 billion USD, up 12.1% over the same period...

However, the National Assembly Chairman also noted that the city's economic growth has not met the set scenario and is still low compared to other centrally-run cities.

Emphasizing a number of key tasks for the city in the coming time, the National Assembly Chairman requested Can Tho to urgently implement the Resolution of the 1st City Party Congress, term 2025 - 2030, develop a specific implementation plan and program, ensuring clear people, clear work, clear progress, clear results. In particular, Can Tho thoroughly grasps and resolutely implements the Resolution of the 13th Central Conference and the directions of General Secretary To Lam at the recent 13th Central Conference, making greater efforts, working day and night to promote socio-economic development, maintain growth, and care for the real lives of the people.

The National Assembly Chairman emphasized that Can Tho must "find real eagles" for investment; must focus on removing difficulties for investors and businesses, resolving current backlog projects in the city, ensuring there is no negativity or corruption to attract large investment projects, real investors to come and do real work, then Can Tho can take off.

Along with that, from now until the end of the year, Can Tho must focus on disbursing public investment capital, creating favorable conditions for enterprises to disburse investment capital. There must be a plan to immediately implement the 7 strategic resolutions issued by the Politburo recently, there must be a very specific implementation plan, what to do, how to do it, who will do it, when to complete the tasks, must be very specific.

Agreeing with the voters' proposals that the National Assembly should issue more policies to promote sustainable development and improve people's lives, the National Assembly Chairman also requested Can Tho city to pay attention to cultural and social issues, especially the education of school-age children, not letting any child of school age not go to school; improve the quality of medical facilities at the commune level, ensure conditions for doctors and equipment to take care of people's health right from the grassroots level; solve employment problems, not let youth in rural and urban areas become unemployed.

Along with that, Can Tho continues to pay attention to building the local government apparatus. Through contact with voters, there is still a shortage of officials at the commune level. The National Assembly Chairman suggested that the city must immediately calculate to arrange and adjust accordingly. If the city wants to take shortcuts, it must promote digitalization, digital transformation, and the application of artificial intelligence AI.

Whatever is still stuck in the law, the Government will submit to the National Assembly to amend and perfect for the country to develop.

The National Assembly Chairman stated that the Party and State's ideology is to care for and improve the real quality of life for the people. Recently, the National Assembly has focused on perfecting the legal system, fundamentally removing institutional and legal bottlenecks. The Government has issued Decrees and Circulars to guide localities in implementation.

“I also promise my comrades and voters that whatever is still stuck in the law, the Government will submit to the National Assembly to amend and perfect it so that our country can develop. Decentralization and strong delegation of power to localities in the right spirit: locality decides, locality does, locality is responsible; the Central Committee, the Party, the National Assembly, and the Government supervise and create for development,” the National Assembly Chairman affirmed.

Discussing some specific recommendations of voters, the National Assembly Chairman stated that, regarding electricity prices, on August 20, 2025, the Politburo issued Resolution 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045. The Resolution clearly stated: building a synchronous, competitive, transparent energy market, applying market prices, and not cross-subsidizing between customer groups.

“In the coming time, the National Assembly will specify this content. Voters raised the question of why electricity prices increased but the electricity industry reported losses? This issue must be resolved. Currently, there are about 657 renewable energy and solar power projects that investors have invested in, but the mechanism to resolve the price issue has not been completed, so these projects have not been connected to the national grid. We must resolve this issue,” the National Assembly Chairman stated.

Regarding policy solutions for officials after the apparatus reorganization, the National Assembly Chairman said that the Politburo has directed the Government to resolve this issue completely.

" The ultimate goal is a rich people and a strong country. Each citizen must make their land and rice fields truly valuable; they must produce, do business, save and cherish. I hope that each citizen and business will contribute to the development of Can Tho city. In the next 5 or 10 years, the city must aim to develop like other centrally-run cities in the country, and further develop like cities in ASEAN countries," the National Assembly Chairman emphasized.

The National Assembly Chairman also suggested that the city leaders should have specific directives on environmental sanitation, restaurants, hotels, etc., which should be bright, green, clean, and beautiful to attract tourists; directives on new rural construction, which are to take care of the people so that they can enjoy the fruits of development and improve their material and spiritual lives.

In particular, it is necessary to pay special attention to training the staff. It is important to regularly update and improve knowledge to improve professional and technical qualifications, improve knowledge to be proactive and creative in performing tasks, with the goal of best serving the people and businesses.

+ Also this morning, right after meeting with voters, National Assembly Chairman Tran Thanh Man and the Central Working Delegation went to survey Lung Ngoc Hoang Nature Reserve in Phuong Binh commune, Can Tho city (Phuong Binh commune, Phung Hiep district, former Hau Giang province).

The Nature Reserve covers an area of ​​about 2,800 hectares and is considered the precious “green lung” of the Mekong Delta. Lung Ngoc Hoang’s unique feature is its rare pristine and quiet nature. This is the habitat of hundreds of species of flora and fauna, including many rare species of waterfowl, amphibians and reptiles. Some species of freshwater fish that are rarely seen in the wild are still present in this area.

This place preserves more than 330 species of plants and 206 species of animals; some of which are listed in the Red Book of Vietnam and the world. This is a typical wetland of the West Hau River region, a place to preserve typical and unique natural habitats, biodiversity, and habitat of indigenous species, endemic and rare species of flora and fauna.

Lung Ngoc Hoang Nature Reserve is included in the list of potential locations for national tourism development in the tourism system planning for the 2021-2030 period, with a vision to 2045 in Decision No. 509/QD-TTg dated June 13, 2024 of the Prime Minister.

To turn Lung Ngoc Hoang into a world-class eco-tourism area in the Mekong Delta, National Assembly Chairman Tran Thanh Man requested Can Tho City to develop policies to attract investment resources, create a favorable environment for more investors, and attract "real eagles" to make real investments.
