Proactively deploy and resolutely remove obstacles

Implementing the direction of Prime Minister Pham Minh Chinh on "proactively and resolutely implementing the Resolution, Conclusion, and direction of the Central Committee, the Politburo , the National Assembly, and the Government on implementing the two-level local government model", Can Tho city has promptly issued a specific plan to reorganize the administrative apparatus at all levels. Currently, the city has completed the arrangement of 14 specialized agencies, 1 Management Board of Export Processing and Industrial Zones and 354 public service units. The total number of city-level officials, civil servants, and public employees currently present is 25,958 people.

At the commune level, after completing the merger and arrangement, the whole city has 103 communes and wards (including 31 wards and 72 communes), with 1,086 public service units and 37,290 cadres, civil servants and public employees. However, one of the issues raised is that 25% of communes and wards have not yet issued full regulations on functions, tasks and organizational structure, showing the need to continue reviewing and perfecting the apparatus at the grassroots level in the direction of clear people, clear work and clear responsibilities.

Streamlining the apparatus, improving service efficiency

Following the Prime Minister 's direction on "continuing to review and streamline the internal apparatus to ensure the organization operates smoothly, effectively and efficiently according to the motto "the new must be better than the old, words must go hand in hand with actions, solidarity - unity - serving the people", Can Tho city has actively mobilized and rearranged the staff and civil servants in key positions at the grassroots level. Up to now, 480 city-level cadres, civil servants and public employees have been reinforced to communes and wards to take up vacant positions. The positions of Chairman and Vice Chairman of the People's Committee and People's Council at the commune level have basically been fully filled.

However, at present, the commune level is still short of 1,093 civil servants compared to the assigned staff, and there are still 266 positions and areas of work that have not been filled, requiring faster, more synchronous and fundamental solutions to ensure that the grassroots cadre team is truly sufficient in quantity and strong in quality.

Focus on policy resolution and stabilizing staff ideology

Identifying the staff as the decisive factor in the success of the new model, the city has seriously implemented the settlement of regimes and policies for people who have resigned according to the Government's decrees. As of September 30, 2025, there have been 2,719 cases of resignation resolved, of which 2,352 people have received full regimes with a total amount of more than VND 2,464 billion. Along with that, Can Tho has also received 845 new officials and civil servants, thereby contributing to gradually restructuring the team towards youth, capacity, meeting the requirements of tasks in the new situation.

In particular, the city has a support policy of 5 million VND/person/month for cadres, civil servants, public employees and workers from Soc Trang and Hau Giang provinces (old) currently working at the Can Tho City Administrative Center, contributing to stabilizing the ideology and life of cadres during the transition period.

Administrative reform goes into depth

Along with the reorganization of the apparatus, Can Tho city has also promoted administrative reform, improving the quality of service for people and businesses. From July 1 to now, the units have resolved 174,683/190,295 administrative procedure records, of which 169,865 records were resolved ahead of schedule, showing a positive change in spirit, responsibility and service attitude. The rate of records synchronized with the National Public Service Portal reached 165,631 records, the rate of online payment reached 43.68%, contributing to improving the satisfaction level of people and businesses.

Policy bottlenecks still need to be removed

Making a proposal at the meeting with voters before the 10th session of the 15th National Assembly of the National Assembly Delegation of Can Tho City, Mr. Cao Van Ngoan, Chairman of the People's Committee of Thanh Quoi Commune, emphasized the special role of digital transformation in improving the operational efficiency of the two-level government. However, he also pointed out a major problem, which is the delay in issuing the Circular guiding the determination of job positions eligible for support under Decree 179/2025/ND-CP, which is causing difficulties in attracting and retaining specialized staff in digital transformation, especially at the commune level - where there is pressure to deploy many new software and platforms.

From An Binh ward, Mr. Dao Thanh Hieu, Chairman of the People's Committee of the ward, acknowledged the clear changes after implementing the new model: streamlined apparatus, reduced administrative costs, and better service for people. However, he also frankly pointed out a shortcoming after the administrative merger, which is: people of the old My Khanh commune - now part of An Binh ward - have not yet enjoyed the Safe Zone policy like the old households of the ward, because they have not yet recognized the ATK before the merger. "This is a policy disadvantage, directly affecting the rights of people with meritorious services", Mr. Hieu suggested, and at the same time proposed the need to supplement appropriate regulations to ensure fairness and consistency in policies.

Practices from Thanh Quoi and An Binh, two typical localities of Can Tho, show that the effectiveness and efficiency of two-level government is clear, but for this model to be truly solid and long-lasting, there needs to be a complete and synchronous legal corridor to avoid confusion for officials and disadvantages for people.

Hung Phu Ward Public Administration Service Center: An effective operating model, focusing on people

As the unit chosen by the Can Tho City Party Committee as a pilot operation point for the commune-level government organization model after the administrative unit arrangement, the Center has received investment in modern facilities and equipment; inheriting the infrastructure system from the former Cai Rang District One-Stop Department. The Center currently has 15 cadres, civil servants and public employees with clearly assigned responsibilities, working according to the one-stop, one-stop mechanism, ensuring a transparent and timely file handling process with no overdue cases.

From July 1 to October 16, 2025, the Center received and processed 2,005 administrative procedure files, of which 93.13% were submitted online, 100% of files were processed on time and before the deadline, and there were no late files. The digitization rate of file components reached over 98%, showing a strong change in the application of information technology and the construction of a modern administration.

In particular, the Center has received and returned results regardless of administrative boundaries, supporting people in other localities inside and outside the city such as Ho Chi Minh City, An Giang, Dong Thap to carry out procedures related to household registration, social protection, etc. This is a specific step forward in implementing digital government, serving people anytime, anywhere.

The center also focuses on the experience of people when they come to do procedures: the reception area is spacious, has air conditioning, drinking water, priority waiting chairs for the disadvantaged, and enthusiastic support for people who are not familiar with online operations. The staff behaves civilly and dedicatedly, contributing to building trust among the people.

Initial results show that the Hung Phu Ward Public Administration Service Center is a model suitable for the trend of local governance innovation, worthy of being a reliable address for organizations and individuals to come to resolve administrative procedures, contributing to building a friendly and serving government.

During his working trip to Can Tho city, on the morning of October 19, 2025, Prime Minister Pham Minh Chinh inspected the operation of the Public Administration Service Center of Hung Phu ward, Can Tho city, as well as the operation of the 2-level local government model in general in the area.

Inspecting the actual operation of the Center and discussing with people and officials, Prime Minister Pham Minh Chinh emphasized that the important thing when switching to a two-level local government model is to change the state to creating development and serving people and businesses.

Considering that the citizen identification card has integrated many information fields, the Prime Minister emphasized the need to continue promoting the construction, integration, and connection of databases to ensure "correctness, completeness, and cleanliness", especially in the fields of justice, land, and business.

Along with that, it is necessary to continue to strengthen and improve digital technology infrastructure, expand bandwidth, promote the digital literacy movement, guide people on digital transformation, thereby promoting the formation of digital citizens, building digital government, developing digital economy, artificial intelligence, digital society, creating trends and habits for people in digital transformation and online procedures, thereby reducing travel time and compliance costs for people, especially in remote areas.

The Prime Minister requested flexible and appropriate arrangement of staff with a high sense of responsibility, respect for the people, enthusiastic guidance, and serving the people and businesses in a more timely, thoughtful, and effective manner.

In the coming time, Can Tho city needs to continue to "review and evaluate the current situation of cadres and civil servants, especially at the commune level; urgently find solutions to overcome the situation of surplus, shortage or failure to meet task requirements", and promptly remove inadequacies, conflicts and overlaps in regulations related to the operation of the new apparatus.

The completion of the two-level local government model is not only an organizational requirement, but also a demand from development practice. With high political determination, methodical and flexible working methods and the spirit of "saying goes hand in hand with doing", Can Tho is showing the right and solid steps, laying the foundation for a modern and effective administration, aiming to serve the people better and better.
