Green-clean-beautiful environmental landscape creates livable villages in Phu Yen

Clearly identifying the importance of environmental criteria in building new rural areas, in recent times, Phu Yen province has always paid attention to and attached importance to the task of protecting and improving environmental quality. Thanks to that, the appearance of many villages in Phu Yen province has been increasingly changed, and people's lives have been improved.

Environmental criteria are one of the difficult criteria to implement in the set of criteria for building new rural areas, so right from the beginning of the program implementation, localities in Phu Yen province have focused on propaganda work to raise awareness and responsibility of each citizen in environmental protection, creating a green - clean - beautiful rural landscape.

Efforts to implement environmental criteria

Mr. Ho Van Nhan, Deputy Chief of the Office of the New Rural Area Coordination in Phu Yen province, said: Environmental criteria are difficult criteria to implement in the set of criteria for the New Rural Area in the 2021-2025 period. According to regulations, communes that meet the New Rural Area standards must have from 15% to 20% or more of households using clean water from the centralized water supply system to be eligible to meet the New Rural Area standards and 55% for communes that meet the advanced New Rural Area standards. This is one of the criteria that causes many difficulties and confusion for localities; especially communes in the three mountainous districts of Dong Xuan, Son Hoa, and Song Hinh when building the New Rural Area.

Thanks to the synchronous and effective implementation of environmental sanitation solutions, the current rate of communes in the province meeting environmental criteria according to the set of criteria for new rural communes in the 2021-2025 period is 73% (61/83 communes meeting).

Son Phuoc Commune, Son Hoa District is the locality chosen by the district to strive to reach the NTM target by 2025. However, up to now, this commune has only achieved 11/19 NTM criteria and has not yet achieved 8 criteria, including the environmental criterion.

Mr. La Thanh Phuc - Chairman of Son Phuoc Commune People's Committee expressed: According to the national criteria for the period 2021-2025, to reach the NTM commune finish line, Son Phuoc commune must have 20% of households using centralized clean water to qualify. This criterion is causing difficulties for the commune, making it difficult for us to complete the NTM finish line goal.

According to Mr. Phuc, to solve the difficulties in clean water criteria, there must be support from the State, and if relying on local budgets to invest in centralized clean water systems is beyond the capacity. On the other hand, calling for business investment is still a long story, because businesses still consider profits and are not ready to invest in clean water treatment plants in remote areas.

Regarding the maintenance and improvement of the quality of criteria, including the rural environmental landscape criterion, Ms. Dinh Thi Kim Tuyen - Chairman of the People's Committee of Hoa Phong commune, Tay Hoa district said: Environmental criteria are not the locality's outstanding criteria, but to maintain and improve the quality of this criterion, the locality has promoted the dissemination of the Law on Environmental Protection; strengthened inspection of the implementation of environmental protection commitments of production establishments and craft villages; directed villages to regularly organize cleaning of village roads and alleys; continued to plant new and supplement flower routes on traffic routes and offices to create a green, clean and beautiful environmental landscape... to soon reach the finish line of a model new-style rural commune this year.

Many good and creative models

According to Ms. Dang Thi Thuy, Deputy Director of the Department of Agriculture and Rural Development, Chief of the Office of New Rural Area Coordination of Phu Yen province, in the process of building new rural areas, localities pay special attention to perfecting environmental criteria and consider it one of the top priorities to improve the quality of life of people. Along with propaganda work, in residential areas, self-management models were established to organize people to participate in maintaining village roads, alleys, and keeping house grounds clean and tidy, which has been effective.

To improve the quality of environmental criteria towards the goal of achieving the standards of a new rural district, the Standing Committee of Tuy An District Party Committee has implemented a project on building a self-managed road model: Bright - green - clean - beautiful in 15 communes/towns in the district in the period of 2022-2025. As a result, up to now, Tuy An district has built over 120 self-managed models.

In addition, local authorities and organizations also coordinate to propagate and mobilize people to decorate their houses, plant flowers and trees, and install lighting systems on roads to ensure people's travel and daily activities.

In Xuan Phuoc commune, Dong Xuan district, in order to join hands to protect the environment and build a green - clean - beautiful rural landscape, from 2018 to present, Xuan Phuoc Commune Farmers' Association, Dong Xuan district has organized and mobilized cadres and farmer members to participate in building a flower road model in Phu Hoi village with a length of 1km; at the same time, coordinating with the commune's socio -political organizations to plant and take care of the flower road in Phu Xuan B village with a length of 1.5km.

Mr. Le Thanh Hoi - Chairman of the Farmers' Association of Xuan Phuoc Commune, Dong Xuan District said: The results have limited the situation of littering; people often clear grass, clean in front of the alley, yard... contributing to creating a clean, airy landscape on the roads, creating an enhanced new rural appearance in the commune.

Similarly, in Duc Binh Tay commune, Song Hinh district, many good and practical environmental protection models have been implemented, contributing to creating an enhanced new rural appearance for the locality, such as: maintaining a household waste collection team; building a pit for collecting pesticide packaging; a pit for treating organic waste, etc. Thereby, raising people's awareness and responsibility for protecting the living environment in residential areas.

According to Ms. Ngo Thi Xuan Thuy, in An Hoa village, Duc Binh Tay commune, Song Hinh district, at first, when implementing these models, many households were not very interested. Local officials were enthusiastic in the mobilization work, so people actively participated. "In the afternoon, the village was very happy, every house came out to water, the trees grew well, the village roads and alleys were also cool, everyone was happy...", Ms. Thuy said excitedly.

" To sustainably maintain environmental criteria in building new rural areas, in the coming time, localities need to promote propaganda work, raise people's awareness of environmental protection in their own families and communities; at the same time, replicate good models and effective methods of environmental protection in building new rural areas. Strive to have at least 90% of new rural communes; 50% of advanced new rural communes and 25% of district-level units meet environmental criteria by 2025 ", Ms. Dang Thi Thuy - Deputy Director of the Department of Agriculture and Rural Development Phu Yen province.
