The national criteria for new rural construction in the 2021-2025 period have many new points and are at a higher level than the reality in localities in Phu Yen province. Therefore, localities are currently actively implementing solutions to remove difficulties and obstacles, striving to complete the set goals.
Many difficulties and problems
According to the Office of New Rural Development Coordination of Phu Yen province, in the period of 2021-2025, the number and requirements of meeting the standards of new rural indicators and criteria are higher than in the period of 2016-2020. Therefore, after reviewing and re-evaluating according to the new period criteria, many localities did not maintain the new rural and advanced new rural criteria; the average criteria of new rural communes in Phu Yen province decreased. The remaining communes that have not met the new rural standards (18 communes) are mostly communes with difficult economic conditions, inadequate infrastructure; people's income is still low, the multidimensional poverty rate is still very high, so it is difficult to complete the goals according to the plan.

"Some communes and districts still have many constructions such as schools, village cultural houses, rural markets, medical stations, roads... that have not been paid attention to and have not been invested in to make the environment neat and clean and have not been fully equipped to serve the daily life and essential needs of the people. Criteria on environment , ecological landscape, collection and treatment of waste, waste, culture, security and order in the locality are not really sustainable", said Ms. Dang Thi Thuy - Deputy Director of the Department of Agriculture and Rural Development, Chief of the Office of New Rural Development Coordination of Phu Yen province.
In Tuy An district, according to the previous set of criteria for building new rural areas, the whole district has 14/14 communes meeting new rural standards. However, when reviewing and re-evaluating according to the set of criteria for the 2021-2025 period, many localities still have not met the standards (an average of 14.1 criteria/commune). Regarding the construction of new rural districts, Tuy An has only met 3/9 criteria, the rate of meeting the criteria is still low compared to the regulations.

Mr. Huynh Gia Hoang - Chairman of Tuy An District People's Committee said: To complete the task of building new rural areas, the district is facing many difficulties when according to regulations, 100% of communes must meet new rural standards in the 2021-2025 period and at least 10% of communes must meet advanced new rural standards. Currently, the District People's Committee is overcoming all the dropped criteria that were achieved in the previous period. Strive to achieve an average of over 17 new rural commune criteria/commune by the end of 2024; An Chan and An Ninh Tay communes will complete 19/19 advanced new rural commune criteria; complete 7/9 new rural district criteria.

Sharing the difficulties in the work of building new rural areas, Mr. Tran Quoc Huy - Vice Chairman of Dong Xuan District People's Committee said: The district has 6/10 communes meeting new rural standards, but currently only one commune maintains 19/19 criteria according to the new regulations. To ensure that no locality has its decision to recognize the standards revoked, and that communes complete the goal of meeting new rural standards, in addition to improving the quality of the criteria to continue to maintain and maintain the communes recognized as new rural areas in the previous period, the district has directed specialized departments to mobilize and integrate resources and develop specific investment plans for criteria that are still low and criteria that have fallen behind the new set of criteria.
Synchronous solution deployment
At the conference to evaluate the results achieved in the implementation of the National Target Program on New Rural Construction organized by the People's Committee of Phu Yen province recently, representatives of provincial departments, branches, and People's Committees of districts, towns, and cities focused on discussing and proposing solutions to remove difficulties and obstacles in the process of building new rural areas.

"To effectively implement the National Target Program on New Rural Development, especially to achieve the standards of an advanced New Rural District according to the Resolution's plan, the district is making efforts to improve management efficiency, focusing on developing a synchronous and modern basic socio-economic infrastructure, ensuring rural-urban connectivity. In addition, focusing on effectively restructuring the agricultural sector, developing the rural economy; strongly implementing the OCOP Program...", Mr. Mai Ne shared.
Mr. Nguyen Huu Chien - Head of Economic Department of Tuy Hoa city said: According to Regulations on towns and cities under provincial level to complete the task of building new rural areas and the national criteria for advanced new rural districts according to Decision No. 320 of the Prime Minister, up to now, the city has only met 1/4 of the criteria; 3 criteria have not been met. Currently, Tuy Hoa City People's Committee is focusing on effectively implementing 6 key specialized programs, rebuilding the plan to complete and maintain the criteria. Striving by 2025, the city will complete new rural areas, and communes will complete advanced new rural communes.

To better implement and complete the plans set out for the 2021-2025 period, Vice Chairman of Phu Yen Provincial People's Committee Le Tan Ho requested districts, towns and cities to focus on reviewing and evaluating the indicators and criteria for building new rural areas, thereby developing plans, roadmaps and solutions to accelerate the implementation progress to soon complete the set goals, especially for communes registering plans to meet new rural standards, advanced new rural areas, and model new rural areas in 2024.
"For departments, branches and sectors of Phu Yen province assigned to be in charge of the criteria, it is necessary to develop plans, roadmaps and solutions, and regularly grasp the implementation status of the assigned criteria. Therefore, if there are any difficulties in any criteria, they will work together to resolve them; if there are any departments or sectors involved, those departments or sectors will be proactive and join hands to find solutions to resolve them... to help localities complete the targets and criteria according to the set plan", Vice Chairman of Phu Yen Provincial People's Committee Le Tan Ho emphasized.
Based on the targets of the Resolution of the 17th Congress of Phu Yen Provincial Party Committee, term 2020-2025, Phu Yen strives to achieve by 2025: One more district meets NTM standards, towns and cities complete NTM tasks ; 80% Number of communes meeting new rural standards, of which 30% of communes meet advanced new rural standards and 5% of communes meet model new rural standards .
