Son La is ready to operate a two-level local government.

From July 1, Son La province will officially switch to operating under a two-tier local government model. With the strong determination of the entire political system, Son La province has been doing a good job of preparing and approving the trial operation of the new system throughout the province.

Before July 1, Son La province had 12 district-level administrative units and 200 commune-level administrative units. In accordance with the Law on Organization of Local Government 2025, from July 1, all 12 district-level administrative units will cease operations and switch to a two-level local government model.

Therefore, to streamline the apparatus, Son La province has developed plans and projects to arrange administrative units in accordance with reality. 200 communes, wards and towns of Son La province will be merged into 75 units under the province.

Comrade Hoang Quoc Khanh, Secretary of the Son La Provincial Party Committee, informed: Up to this point, Son La province has completed important steps in organizing the new commune-level apparatus, in conjunction with perfecting the staff and civil servants, and ensuring conditions for the activities of Party, government, Fatherland Front and mass organizations at the commune level.

In accordance with the direction of the Central Steering Committee, the trial operation of the new commune-level administrative apparatus has been urgently deployed. The province focused on directing and requiring it to be completed before June 25 and will organize a mass inspection on June 25.

Son La province will assess the reality, draw lessons, identify difficulties in the organization and operation of the commune-level political system after the reorganization, promptly make adjustments, and ensure the new apparatus operates smoothly from July 1, 2025.

The Secretary of the Son La Provincial Party Committee emphasized: At this time, we are working with very high intensity, working day and night, implementing the plans and goals that have been set. The guiding spirit is that the People's Committees at all levels continue to operate normally, fully perform all tasks, without interruption, without delay and without gaps in direction and administration.

In recent times, to ensure progress, departments and branches have urgently updated the Government's decrees on decentralization, delegation of authority and state management authority after administrative unit arrangement. At the same time, they have promptly advised the Provincial People's Committee to announce the list of administrative procedures under the authority of the new commune-level People's Committee.

As the unit in charge of guiding districts, towns and cities to pilot the operation of the People's Committees of communes and wards, the Department of Home Affairs of Son La province is focusing on updating and advising on adjusting plans and options according to the direction of the Central Government, the Provincial Party Committee and local reality, at the same time, synthesizing, reporting results, drawing experience, and implementing in new communes and wards when they officially operate.

Comrade Luong Thi Nhu Hoa, Director of the Department of Home Affairs of Son La province, said: The departments and branches under the province will play the role of central coordinators for specialized fields, directly guiding, supervising and taking full responsibility throughout the province.

This new model also enhances power and capacity at the commune level, with specialized organizations and personnel rotated and supplemented from the province and district.

From June 21 to 23, Son La province established working groups to go to the grassroots to inspect the progress of the implementation and operation of the new model, to ensure that tasks are carried out on schedule and with quality, and to put the two-level government apparatus into operation according to the roadmap and direction of the Central Government.

In Muong La district, after listening to the Standing Committee of Muong La District Party Committee report on preparations for the pilot operation of the 2-level local government model in communes, comrade Nguyen Duc Thanh, member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee, requested Muong La district to maintain work efficiency until June 30; urgently complete preparations for the pilot operation from June 21 and officially from July 1.

Comrade Nguyen Van Bac, Secretary of Muong La District Party Committee, added: Muong La has established a Subcommittee and 5 Teams to edit documents of the Party Congress of the post-merger communes, term 2025-2030. The teams have met, assigned tasks to each member to draft the Congress documents and have developed documents, plans to prepare content, and conditions to prepare for the congress...

At this time, the Department of Science and Technology of Son La province is also urgently coordinating with relevant units to complete information technology infrastructure and transmission lines from the province to the commune level to serve trial operations.

Comrade Tong The Anh, Secretary of Yen Chau District Party Committee, said: Yen Chau district has focused on leading and directing the implementation of tasks to prepare for the handover and completion of district-level activities, the arrangement of commune-level administrative units, and the implementation of the 2-level local government model that will come into operation from July 1.

Yen Chau district has also prepared well the conditions for the trial operation of the local government of 5 new communes after the reorganization. At the same time, it has strictly implemented the preparation work for the organization of the grassroots Party Congress in accordance with Directive No. 45 of the Politburo and the Plan and direction of the Provincial Party Committee, ensuring the correct progress, quality and requirements.

These days, Son La city is also focusing all its efforts on implementing the two-level local government model. As well as the progress of implementation in districts and towns, the proactiveness and determination in each step of implementation in Son La city has created strong consensus from the entire political system and local people.

Immediately after the Central Government's policy, Son La province quickly took action, directed the review and assessment of the current status of administrative units and apparatus organization to be carried out urgently, methodically, ensuring scientific and practicality.

All 75 merged communes and wards of Son La province met the criteria, were in line with the orientation, ensured the scale, historical, cultural and development perspectives, and ensured the correct orientation of the Central Government.

With careful preparation and high determination, Son La province is determined to build a 2-level local government model that brings about clear improvements in State management, contributing to better serving the people, businesses and the sustainable development of the province.
