Mrs. Bui Thi Chuc, 68 years old, in Renh village, Nguyet An commune, Ngoc Lac district, no longer has to live in a house that leaks on rainy days, with wind blowing through the door fence, when she put into use a new "three-hard" house with a usable area of about 90m2 .
Struggling to find a way to escape poverty, Mrs. Chuc once borrowed money for her son to participate in the labor export program. Unfortunately, her only son died while working abroad for a limited period, leaving behind his young wife and young son Le Thanh Hien. His mother remarried and brought Hien back to Renh village to live with his grandmother Bui Thi Chuc.
Through evaluation and recommendation from the community, Ms. Bui Thi Chuc is one of 58 households in Nguyet An commune, Ngoc Lac district, receiving support to improve housing difficulties according to Directive No. 22-CT/TU dated March 30, 2024 of the Standing Committee of Thanh Hoa Provincial Party Committee on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025.
In early 2025, her family received 50 million VND in support from the Vietnam National Oil and Gas Group, now the Vietnam National Industry and Energy Group, sponsored through Nhan Dan Newspaper and 30 million VND from Ngoc Lac district's counterpart fund.
The Party Committee, government and people in the village joined hands to contribute and help Mrs. Chuc build a new house.
Putting the new house into use, Mrs. Chuc also had more joy when her grandson Le Thanh Hien found his life partner and held a wedding ceremony. Currently, Mrs. Chuc is "settling down" in the new house, cultivating about a sao of garden so that her grandson and his wife can work in Bac Ninh province with peace of mind.
Mrs. Chuc announced the good news that her daughter-in-law was pregnant and would soon be on maternity leave, and she was ready to welcome a new member to the family.
Village officials, Minh Son commune, Ngoc Lac district, rejoiced when completing the construction of a new house for Mrs. Bui Thi Nhan in Minh Thang village.
In Minh Son commune, Ngoc Lac district, two poor households received early support from the Vietnam National Oil and Gas Group through Nhan Dan Newspaper and have completed construction and put two new houses into use.
In the joyful gathering, there was the presence of commune leaders, Party cell, government, representatives of village organizations, villagers and relatives to put the new house into use; Mr. Nguyen Thanh Son in Minh Chau 1 village, Minh Son commune thanked the steering committee at all levels, Party cell, commune and village authorities, Nhan Dan Newspaper and businesses for accompanying and joining hands to help the two elderly people over 80 years old to build, complete and put the house with a construction value of nearly 190 million VND into use.
Mr. Son added that the two of them have received regular allowances for the elderly, have been granted health insurance cards, are currently living happily and healthily, and encourage their children and grandchildren to strive to excel in their studies, work, and career.
Representative of the Fatherland Front of Ngoc Lac Town presented the support from the Chairman of Thanh Hoa Provincial Business Association to Mr. Pham Van Hai in Van Hoa quarter.
Having saved a little, actively looking for a job to earn more income to support his daughter who is studying at the University of Economics and Technology; receiving support of 80 million VND according to the allocation of the Steering Committee, the Fatherland Front Committee at all levels, Mr. Pham Van Hai in Van Hoa quarter, Ngoc Lac town, Ngoc Lac district enthusiastically started building a new house.
Relatives lent them more money and provided more than 200 days of labor, so Hai and his wife built a house worth more than 300 million VND.
Chairwoman of the Fatherland Front Committee of Ngoc Lac Town Pham Thi Nga said: Many poor households and ethnic minority households in mountainous areas have been supported to improve housing difficulties under programs and policies of Thanh Hoa province and the Central Government with the motto of action "leaving no one behind".
In 2024 and 2025, Ngoc Lac Town will have 41 households supported to build new houses. With a new construction support level of 80 million VND/house, it further encourages the beneficiaries to strive to rise up.
The political system at all levels is resolute and close in directing and operating, and relatives and friends work together, so up to this point, 41 households in Ngoc Lac Town have completed construction and housing improvements, many of which are spacious and durable.
Officials of Vai village and My Tan commune discussed with households receiving support to improve housing difficulties.
Mr. Pham Van Thuong and Ms. Luong Thi Lien, both born in 1990 in Ha My village, My Tan commune, Ngoc Lac district, cultivate more than 1 sao of rice field, have been given breeding animals, and raise breeding cows, but are still struggling on the path to rise up and escape poverty.
During the off-season, Mr. Thuong works as a construction worker, while Ms. Lien goes to Hanoi to work for hire to earn more income, save money, and raise two children who are still in school age. Ms. Lien confided that the couple was both happy and worried when they started building a new house.
Then the police force and officials in the village political system helped dig the foundation, level the ground, and transport materials; brothers and friends lent them idle money.
Mr. Thuong participated in the construction with a group of workers, Ms. Lien worked as a bricklayer and his family completed the construction and happily put the new house, which cost about 130 million VND, into use.

Through screening, Ngoc Lac mountainous district has 585 households in need of support to improve housing difficulties. Implementing Directive No. 22-CT/TU dated March 30, 2024 of the Standing Committee of Thanh Hoa Provincial Party Committee on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025; cadres, party members, and people of all walks of life in the district have voluntarily supported and donated 7.6 billion VND to help households with housing difficulties.
Local resources are limited, while the number of households and the need for support to improve housing difficulties are very large. Continuing to implement Directive No. 42/CT-TTg dated November 9, 2024 of the Prime Minister "On accelerating the implementation of eliminating temporary and dilapidated houses nationwide", the business community, some lowland districts, and children living far from home all turn to Ngoc Lac to provide material support, spiritual encouragement, and encouragement for poor households to rise up and improve housing difficulties.
Up to now, 202 households in Ngoc Lac district have completed construction and put their new houses into use, of which 10 houses have the joint efforts and contributions of Nhan Dan Newspaper and Vietnam National Energy Industry Group. Adding to the joy of the owners of the new houses, businessman Cao Tien Doan, Chairman of Thanh Hoa Province Business Association, coordinated with Nhan Dan Newspaper Representative Office in Thanh Hoa to support an additional 50 million VND for 10 families in 7 communes and towns in Ngoc Lac to renovate their houses.
Officials from Cao Hoa village and Thuy Son commune talked with Mr. Pham Van Hai (standing in the middle) who now has a new house and is more determined and courageous in establishing himself and his career.
Vice Chairman of the Fatherland Front Committee of Ngoc Lac district (Thanh Hoa) Nguyen Viet Hung discussed: Along with accelerating the progress of construction and repair of houses for more than 200 remaining households; localities in Ngoc Lac district are focusing on leadership, management, accompanying, and striving to complete the construction of houses for 19 households benefiting from Decision No. 21/2024/QD-TTg dated November 22, 2024 "on the level of support for new construction or renovation and repair of houses for people with revolutionary contributions, relatives of martyrs and the rate of allocation of support capital from the central budget, the rate of counterpart support from the local budget for the period 2023-2025" and complete the elimination of thatched and dilapidated houses for poor households in all communes by August 30, 2025.
It is known that in 2024 and 2025, the Vietnam National Oil and Gas Group, now the Vietnam National Industry and Energy Group, through Nhan Dan Newspaper, deployed a support package of nearly 4 billion VND, helping 78 poor households in 11 provinces nationwide to build new houses and improve housing difficulties.
