Gia Lai province has just "tested" the 2-level local government model.

On June 23, Mr. Nguyen Tuan Thanh, Vice Chairman of Binh Dinh Provincial People's Committee, sent a document to Gia Lai Provincial People's Committee regarding the coordination in implementing a pilot operation of the new Gia Lai provincial local government model (merged from Binh Dinh and Gia Lai) on June 25, 2025.

According to the scenario, the two localities will test two groups of administrative procedures including: processing, sending/receiving interconnected electronic documents and resolving administrative records according to the two-level government model.

77 new communes and wards will simultaneously implement the online receiving and processing procedure for "Issuing copies of household registration extracts". At the same time, 5 new communes and wards in Gia Lai province will be selected to receive "plot separation or consolidation procedures" and "procedures for registering changes in land use rights", then transferred to 5 new commune-level units in Binh Dinh province for processing. The dossiers will then be transferred to the tax authority and the Land Registration Office of Binh Dinh province for processing, approval of results and return to the Public Administration Service Center of the 5 new communes.

The trial period starts at 2:00 p.m. on June 25, completing the entire process within 1 hour (completed at 3:00 p.m. on the same day, June 25). Binh Dinh province's public administration staff support people in solving smart administrative procedures

Recently, on June 20, all 58 new communes and wards in Binh Dinh province simultaneously put into trial operation, handling 3 types of administrative procedures, including: Issuing copies of household registration extracts (non-connected procedures handled by the People's Committee at the commune level); admitting meritorious people to nursing facilities managed by the province (connected procedures, handled at multiple levels); procedures for dividing or merging plots according to the 2-level local government model.

The test was quite successful and received positive reviews from many citizens for its speed, sensitivity, openness and transparency.
