Facilitate business entry into the market

(GLO)- Among the 10 component indexes of the Provincial Competitiveness Index (PCI), the market entry index is built to assess the difference in market entry costs of newly established enterprises between provinces.

This is an index that honestly reflects the attitude of enterprises towards the authorities and the government in creating conditions for enterprises to participate in the market. Regarding this index, Gia Lai has made a breakthrough, creating a bright spot in the PCI picture of the province.

Efforts to reform administrative procedures

According to the survey results of the Vietnam Federation of Industry and Commerce (VCCI), out of 10 component indexes of PCI 2024, Gia Lai has 4 indexes increasing in points. Of which, the market entry index reached 8.62 points, an increase of 1.61 points compared to 2023.

Of the 19 sub-indices of the market entry index, Gia Lai has 16 sub-indices that have increased in rank, even increased significantly. Specifically, 0% of surveyed enterprises said that they had to wait more than 1 month to complete all procedures to officially operate, ranked 3/63 provinces and cities and increased by 39 ranks compared to 2023; 0% of surveyed enterprises said that they had to wait more than 3 months to complete all procedures to officially operate, ranked 3/63 and increased by 20 ranks; 94% of surveyed enterprises said that the staff at the one-stop department were enthusiastic and friendly, ranked 5/63 and increased by 4 ranks; 2% of surveyed enterprises said that they had to amend and supplement business registration dossiers 2 times or more, ranked 18/63 and increased by 45 ranks; business registration time is 7 days, ranked 12/63 and increased by 26 ranks; 97% of surveyed enterprises said that procedures at the one-stop department are publicly listed, ranking 21/63 and increasing 26 places.

Mr. Hoang Trung Hai - Director of Hoang Hai Trading and Service One Member Co., Ltd. (Thong Nhat Ward, Pleiku City) commented: “Previously, the staff assigned to work at the one-stop department were mainly part-time, so their professional capacity had certain limitations. But now, this issue has improved a lot. In particular, the provincial leaders as well as departments and branches are closer to the business community, demonstrated by regularly organizing meetings and direct and online dialogues, and recently the business coffee model. This is an opportunity for businesses to convey their wishes and expectations.”

Currently, all administrative procedures have been made public on the Provincial Public Service Portal, with 1,617 administrative procedures eligible for full online public service provision, 143 administrative procedures eligible for partial online public service provision; 613 online public services have been integrated into the National Public Service Portal. The Public Service Portal has also piloted a virtual assistant to help look up and answer questions about the province's administrative procedures.

The result of these efforts is increased confidence in the economy and competitiveness of enterprises, and the number of enterprises entering the market is increasing. According to information from the Department of Finance, in the first 5 months of 2025, the whole province had 450 newly established enterprises (achieving 40.2% of the plan, up 7.1% over the same period in 2024), with a total registered capital of VND 4,306 billion; at the same time, 152 enterprises returned to operation, up 25.6%. The whole province currently has 10,834 operating enterprises with a registered capital of VND 160,549 billion.

Mr. Dinh Huu Hoa - Deputy Director of the Department of Finance - commented: The operation of enterprises in Gia Lai in the past time has had certain difficulties. Because enterprises in the province are mainly small and micro-sized, the investment capital for building facilities and infrastructure is still limited compared to enterprises in the whole country. Besides, Gia Lai is a mountainous province, so the quality of staff in some remote areas, ethnic minority areas is still limited, not answering the questions of enterprises. However, the province has made great efforts in simplifying administrative procedures, reducing costs in implementing administrative procedures, always standing side by side with enterprises, creating the most open investment and business environment for enterprises to operate.

Continue to enhance business confidence

Gia Lai's market entry index has made a strong breakthrough in scores, bringing certain excitement. However, some sub-indexes of this index have decreased in rank and score. That is, the time to change the content of business registration takes 6 days (according to regulations, within 3 working days from the date of receiving the dossier, the business registration agency is responsible for reviewing the validity of the dossier and issuing a new business registration certificate), ranked 24/63 and decreased 9 ranks compared to 2023; 9% of surveyed enterprises said that they had to cancel their business plans due to difficulties encountered when carrying out procedures to amend business registration, ranked 35/63 and decreased 7 ranks...

That shows that some business registration procedures are still not really clearly guided, online registration for businesses is not popular. Besides, the online business registration system is not complete, causing difficulties for businesses to submit documents.

Mr. Nguyen Tuan - Vice Chairman and General Secretary of the Provincial Business Association - said: "It is necessary to accelerate the process of removing barriers to administrative procedures and change the management mindset from prohibition to development creation. The program to reduce and simplify administrative procedures related to production and business activities in the coming time needs to set specific goals for reducing unnecessary procedures.

Along with that is avoiding overlapping inspections and checks many times. Especially focusing on supporting small and medium enterprises to access key resources, including land and production and business premises; preferential finance and credit; application of science and technology, innovation and digital transformation; training and development of high-quality human resources".

At the seminar with businesses on private economic development held on May 31, 2025, Prime Minister Pham Minh Chinh directed: “The Government, ministries, branches and localities must promote decentralization, decentralization, reduce administrative procedures, reduce time, reduce compliance costs, and reduce efforts for people and businesses. Regularly meet and discuss with businesses to find solutions to problems. In particular, requests, difficulties and proposals from businesses must be resolved within 2 weeks, whether they are successful or not, they must be stated; the resolution must be announced, not just internally, keeping it a secret is not allowed”.

In further discussion with reporters, Mr. Dinh Huu Hoa said: The province strives to review, reduce, simplify procedures, processing time, implementation costs and revise and complete to be consistent with the implementation of streamlining and restructuring the apparatus by the end of 2025, while ensuring smoothness and efficiency; 100% of administrative procedures are performed regardless of administrative boundaries within the province; at least 30% of unnecessary business conditions will be abolished; at least 30% of the time to process administrative procedures will be reduced, and 30% of the cost of complying with administrative procedures will be reduced.

“Gia Lai also strives to have 100% of eligible administrative procedures performed online throughout the process by 2026; 100% of information, papers, and documents in administrative procedures related to production and business activities provided only once to state administrative agencies; will cut and simplify 100% of unnecessary or conflicting, overlapping business conditions or general, non-specific, and unclear regulations; abolish 100% of business conditions of industries and professions not included in the list of conditional investment and business sectors and professions of the Investment Law; cut 50% of the time to handle administrative procedures; 100% of internal administrative procedures in each state administrative agency are internally managed in the electronic environment” - Deputy Director of the Department of Finance said.
