The policy aims to support people in developing livestock farming towards sustainable commodities, increasing income and forming typical local production areas.

Popular policy

According to the resolution, the province continues to apply Resolution No. 06/2022/NQ-HDND dated July 20, 2022 of the People's Council of Binh Dinh province (old) on policies to encourage free-range chicken farming in the 2022-2026 period, along with Resolution No. 32/2024/NQ-HDND dated December 12, 2024 amending and supplementing Clause 3, Article 1 of Resolution No. 06/2022/NQ-HDND.

The policy aims to support people in developing free-range chicken farming in a safe and sustainable manner, applied in 21 midland and mountainous communes including: Vinh Thanh, Vinh Thinh, Vinh Quang, Vinh Son; Van Canh, Canh Lien, Canh Vinh; Tay Son, Binh An, Binh Khe, Binh Phu, Binh Hiep; An Lao, An Hoa, An Toan, An Vinh; Hoai An, An Hao, An Tuong, Kim Son and Van Duc.

Through practical implementation, this policy has shown clear effectiveness. By the end of 2024, the program supported 36 households raising 110,400 chickens, with a cost of more than 656 million VND.

In particular, after Resolution No. 32/2024/NQ-HDND took effect from the beginning of 2025, the support level was increased, creating a strong motivation for people to participate.

Mr. Huynh Ngoc Diep - Head of the Department of Animal Husbandry and Veterinary Medicine (Department of Agriculture and Environment) said: At the end of 2024, the Provincial People's Council passed a Resolution amending and supplementing Clause 3, Article 1 of Resolution No. 06/2022/NQ-HDND dated July 20, 2022 on policies to encourage free-range chicken farming in the period 2022-2026.

Accordingly, the support level is increased from 6,000 VND to a maximum of 10,000 VND/breeding animal, applied to 2 batches/year for 2 consecutive years. The minimum scale is also reduced from 3,000 animals to 2,000 animals/batch, and the hilly land area from 3,000 m² to 1,000 m².

These adjustments are suitable for reality, helping more households have more opportunities to access policies, especially households in mountainous areas with limited capital and livestock farming area.

Thanks to proper support, people have boldly invested and formed sustainable commodity livestock areas. In 5 communes including Hoai An, An Hao, An Tuong, Kim Son and Van Duc, in 2025, 14 households participated in the program; of which, 11 households in the first phase have completed the cycle with 31,900 animals, 8 households in the second phase are taking care of 22,800 animals.

Mr. Huynh Thanh Vuong - Head of the Animal Husbandry and Veterinary Station of Region 1 - said: "This support policy is really a "fishing rod" to help people access quality chicken breeds, reduce input costs and improve economic efficiency."

People are excited to expand livestock farming.

Participating in both batches with a total herd of 6,400 chickens, Ms. Nguyen Thi Huan (An Hao commune) shared: “In the first batch, I raised 3,200 chickens. The chickens grew well and sold at a good price, and after deducting expenses, I still made a good profit. Currently, my family is raising the second batch of 3,200 chickens, expected to sell them during the Lunar New Year this year. The support policy is very practical, both helping to reduce capital pressure and creating confidence for us to expand the scale of farming.”

Mr. Huynh Ngoc Diep acknowledged: “The Provincial People's Council's approval of the resolution to continue applying the policy of encouraging free-range chicken farming is very timely. This is an important next step to help people in the midland and mountainous communes expand their scale, develop their family economy, and at the same time contribute to the formation of a specialty livestock farming area of the province.”

According to the resolution, the policy will be applied until the end of 2026. The implementation is expected to increase income for people in the midlands and mountainous areas; promote sustainable agricultural development, linking production with processing and product consumption.

These positive adjustments expand opportunities for people, and at the same time create a foundation for the free-range chicken farming industry to become a typical commodity of the province in the coming time.

“From now until the Lunar New Year of Binh Ngo-2026, the Department of Animal Husbandry and Veterinary Medicine will continue to direct regional stations to step up propaganda, guide procedures, and support people to complete documents in time to raise the first batch of chickens in 2026,” Mr. Diep emphasized.
