Effective implementation of new laws on science and technology
At the 9th Session, the 15th National Assembly passed 5 laws in the field of science and technology, including: Law on Science, Technology and Innovation; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on Digital Technology Industry; Law on Atomic Energy (amended). According to Nong Thi Thanh Huyen, Director of the Department of Science and Technology of Cao Bang province, the 5 draft laws with many new mechanisms and policies are very practical, so as soon as they were issued, the department quickly advised the Provincial People's Committee to implement them.

Typically, the Law on Science, Technology and Innovation “pilots a special mechanism to promote innovation” and “prioritizes resources for key scientific programs”. With this provision, Cao Bang province can be flexible in its policy testing mechanism to pilot new models of technology application in agricultural and forestry production, community tourism, and indigenous knowledge preservation without being bound by traditional regulations. At the same time, people, cooperatives, and businesses can propose and implement innovation initiatives suitable to local conditions and market needs. The new provisions in the law also allow the province to call on local science and technology organizations to conduct applied research, and enjoy favorable financial mechanisms, helping to overcome limitations in capital, technology, and science and technology human resources.
In addition to researching new laws to proactively advise the Provincial People's Council and Provincial People's Committee on drafting relevant legal documents, the Department of Science and Technology of Cao Bang province has proactively implemented Resolution No. 193/2025/QH15 of the National Assembly. Accordingly, the province strictly manages 50 science and technology tasks, and at the same time inspects the reality and evaluates the application effectiveness of the models that have been accepted from 2022 to present. Building a practical database from these models helps the province propose solutions to maintain, replicate and spread the value of applying science and technology to production and life.
In the field of digital transformation, the province has completed the connection with the National Public Service Portal, synchronizing data with the sectors of population, justice, health, and enterprises. The "Cao Bang Digital Citizen" platform has attracted nearly 18,000 downloads, showing people's interest and willingness to access digital services. In addition, with the active support of large technology corporations such as VNPT, Viettel, and Vietnam Post, the province has eliminated 31 signal gaps and upgraded information technology services. In particular, Cao Bang has ensured that the online meeting system operates stably from the Central level to 56 new communes and wards, contributing to improving the effectiveness of public administration and digital management capacity in the entire local government system.
Promote internal strength, seek cooperation with open thinking
From the practical implementation of science and technology, innovation and digital transformation activities, the Director of the Department of Science and Technology shared that Cao Bang is a mountainous and border province with many difficulties, but always identifies science and technology, innovation and digital transformation as the key driving force to shorten the development gap, promote rapid and sustainable socio-economic development. Therefore, the province always implements science and technology, innovation and digital transformation tasks with an open mindset, both proactively promoting internal resources and seeking cooperation and support from outside.
In addition, the province always identifies that focusing on promoting the development of science and technology, innovation and digital transformation is a political task, requiring direct guidance from the leader; shifting from "management" to "creation" thinking, from passive to proactive in proposing, ordering, and cooperating with units and organizations; always taking people and businesses as the center, taking satisfaction as a measure for the quality of digital transformation. Boldly pilot, dare to choose difficult tasks, persevere in doing each step but with a clear roadmap and goals.
In order for the field of science and technology, innovation and digital transformation in the province in particular and the whole country to continue to develop strongly, the Director of the Department of Science and Technology of Cao Bang province said that the Ministry of Science and Technology needs to soon develop and promulgate decrees and circulars guiding the implementation of 5 laws on science and technology, innovation and digital transformation to facilitate localities to implement the law. Pay attention to organizing training, guidance and developing documents, lectures and digital platforms for remote training for staff advising on management of science and technology activities in the locality, implementing new contents of decentralization to localities in Decree No. 133/2025/ND-CP dated June 12, 2025.
In addition, it is necessary to support the establishment and provision of databases and connection mechanisms between provinces or local Departments of Science and Technology with reputable domestic and foreign science and technology organizations, research institutes, universities and technology enterprises to participate in solving specific local problems according to the "order - accompany - transfer" model. The Ministry of Science and Technology can design and transfer a nationwide shared digital management platform and allow localities to participate early in the process of designing, building and operating a national database system that is open and interactive for local businesses to use.
General Secretary To Lam once affirmed that developing science and technology, innovation and digital transformation is a mandatory choice, the only way to develop the country and improve people's lives. Therefore, despite many difficulties and challenges, with a strong determination to innovate and many new, superior mechanisms and policies that have just been issued, Cao Bang province is striving to become a bright spot in the application of science and technology, innovation and digital transformation in the midland and mountainous areas of the North. From there, creating a strong shift in socio-economic development, improving people's lives.
