As a mountainous and border province still facing many difficulties, Cao Bang has always identified science and technology, innovation, and digital transformation as key drivers for rapid and sustainable socio-economic development; the province is building a strategy aimed at becoming a shining example of science and technology application, innovation, and digital transformation in the northern midland and mountainous region.

Effectively implement the new laws on science and technology.

At its Ninth Session, the 15th National Assembly passed five laws in the field of science and technology, including: the Law on Science and Technology and Innovation; the Law amending and supplementing a number of articles of the Law on Product and Goods Quality; the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations; the Law on Digital Technology Industry; and the Law on Atomic Energy (amended). According to Ms. Nong Thi Thanh Huyen, Director of the Department of Science and Technology of Cao Bang province, the five draft laws contain many new and practical mechanisms and policies, so immediately upon their promulgation, the department promptly advised the Provincial People's Committee to implement them.

Typically, the Law on Science, Technology and Innovation “pilots a special mechanism to promote innovation” and “prioritizes resources for key science programs.” With this regulation, Cao Bang province can flexibly test policies to pilot new models for applying technology in agricultural and forestry production, community tourism, and preserving indigenous knowledge without being bound by traditional regulations. At the same time, people, cooperatives, and businesses can propose and implement innovative initiatives suitable to local conditions and market needs. The new regulations in the law also allow the province to invite science and technology organizations to conduct applied research locally, benefiting from favorable financial mechanisms, helping to overcome limitations in capital, technology, and scientific and technological human resources.

Besides researching new laws to proactively advise the Provincial People's Council and the Provincial People's Committee on the development of relevant legal documents, the Cao Bang Provincial Department of Science and Technology has proactively implemented Resolution No. 193/2025/QH15 of the National Assembly. Accordingly, the province has strictly managed 50 science and technology projects, while also conducting on-site inspections and evaluating the effectiveness of the models implemented since 2022. Building a practical database from these models helps the province propose solutions to maintain, expand, and disseminate the value of applying science and technology to production and daily life.

In the field of digital transformation, the province has completed its connection with the National Public Service Portal, synchronizing data with the population, justice, health, and business sectors. The "Cao Bang Digital Citizen" platform has attracted nearly 18,000 downloads, demonstrating the public's interest and readiness to access digital services. In addition, with active support from major technology corporations such as VNPT, Viettel, and Vietnam Post, the province has eliminated 31 areas with weak network coverage and upgraded information technology services. Notably, Cao Bang has ensured the stable operation of the online meeting system from the central government to 56 newly established communes and wards, contributing to improved public administration efficiency and digital governance capacity throughout the local government system.

Leveraging internal strengths and seeking cooperation through an open mindset.

Based on practical experience in implementing science and technology activities, innovation, and digital transformation, the Director of the Department of Science and Technology shared that Cao Bang, a mountainous and border province facing many difficulties, has always identified science and technology, innovation, and digital transformation as key drivers to narrow the development gap and promote rapid and sustainable socio-economic development. Therefore, the province always implements science and technology, innovation, and digital transformation tasks with an open mindset, proactively leveraging internal resources while seeking cooperation and support from external sources.

Furthermore, the province has always identified the focus on promoting science and technology development, innovation, and digital transformation as a political task requiring direct leadership from the top; shifting from a "management" mindset to a "creative" one, from passive to proactive in proposing, commissioning, and cooperating with units and organizations; always putting the people and businesses at the center, and using satisfaction as a measure of the quality of digital transformation. It boldly conducts pilot projects, dares to choose difficult tasks, and perseveres step by step with a clear roadmap and objectives.

To ensure the continued strong development of science and technology, innovation, and digital transformation in Cao Bang province and the country as a whole, the Director of the Department of Science and Technology of Cao Bang province believes that the Ministry of Science and Technology should soon develop and issue decrees and circulars guiding the implementation of the five laws on science and technology, innovation, and digital transformation, creating favorable conditions for localities to implement the laws. Attention should also be paid to organizing training, guidance, and developing materials, lectures, and digital platforms for distance learning for officials advising on and managing science and technology activities at the local level, implementing the new decentralization provisions for localities as stipulated in Decree No. 133/2025/ND-CP dated June 12, 2025.

Furthermore, support is needed to establish and provide databases and mechanisms for connecting provinces or local Departments of Science and Technology with reputable domestic and international science and technology organizations, research institutes, universities, and technology enterprises to participate in solving specific local problems using a "contract-partner-transfer" model. The Ministry of Science and Technology can design and transfer a nationwide shared digital management platform and allow localities to participate early in the design, construction, and operation of a national database system that is open and interactive for local businesses to use.

General Secretary To Lam once affirmed that developing science and technology, innovation, and digital transformation are mandatory choices and the only path to national development and improving people's lives. Therefore, despite many difficulties and challenges, with a strong determination to innovate and many new, superior mechanisms and policies recently issued, Cao Bang province is striving to become a shining example of applying science and technology, innovation, and digital transformation in the northern midland and mountainous region. This will create a strong shift in socio-economic development and improve people's lives.
