Digital transformation "to the village"
Thanks to the strong direction of the provincial government, many important digital platforms - including the Administrative Procedure Information System, the Document Management and Operation System, the Data Integration and Sharing Platform (LGSP) and the "Cao Bang Digital Citizen" platform - have been put into operation. These platforms are connected to the national database, ensuring the flow of information to effectively serve the direction and operation work.
After the province completed the arrangement of administrative units and organization of the apparatus according to the two-level government model, 100% of communes and wards were equipped with fiber optic infrastructure, specialized data transmission networks and online meeting systems. Most localities have computers, official digital signatures and have assigned staff in charge of one-stop-shop units.
Many digital transformation indicators have recorded remarkable progress. All qualified administrative procedures are provided online. 85% of commune-level work records are processed online, and 91.1% of units have implemented the "4 on-site" mechanism. People's satisfaction level exceeds 95%. Regarding infrastructure and digital society, the whole province currently has 1,217 BTS stations, 33 5G stations; more than 90% of villages and hamlets have mobile signals and 63% of households own broadband Internet. In the digital society sector, 97% of people have electronic health records, 95% of students have electronic transcripts, and 80% of people aged 15 and over have bank accounts. 100% of small and medium-sized enterprises apply QR codes in payments. Some communes have built a "4.0 market" model and an OCOP product introduction point associated with cashless payment, with 171 OCOP products being put on the e-commerce platform buudien.vn.
In parallel, 1,349 community digital technology groups with more than 11,300 members are operating in villages and hamlets, contributing to spreading digital skills, supporting people in using public services, installing electronic identification and making cashless payments. From here, the "Digital Education for All" movement gradually took shape, helping people in remote and isolated areas access and take advantage of technological utilities more conveniently.
Identifying the “bottlenecks” of digital transformation
The Provincial People's Council's Culture and Social Affairs Committee conducted a thematic survey on the implementation of digital transformation in communes and wards in the 2021-2025 period and found that, in addition to the achieved results, the digital transformation process in the province still has some "bottlenecks".
The province still has 138 villages and hamlets without mobile phone signal and 29 areas lacking electricity and internet. The rate of people submitting online applications is still low. The staff in charge of information technology at the commune level mostly hold multiple positions, leading to difficulties in changing manual working methods to digital.
Vision 2026 - 2030: Towards quality and sustainability
During the 2026 - 2030 period, the province's digital transformation will shift its focus from expanding infrastructure and increasing the rate of online applications to focusing on quality, efficiency and sustainability.
The strategic tasks set out include:
Complete digital infrastructure , move towards eliminating all "troughs" in mobile and Internet signals, ensuring 100% of villages and hamlets have stable broadband connections - an indispensable foundation for digital services such as education, healthcare, commerce and public administration to reach the grassroots level.
Commune-level digital government will continue to be standardized . The goal is to digitize 100% of administrative records, especially in the land sector; at the same time, integrate and synchronize data of the Public Service Portal, the "Cao Bang Digital Citizen" platform and the Intelligent Operation Center (IOC), forming a model of "one government - many services".
Digital human resources are focused on development , aiming at a team of "digital cadres" at the commune level capable of operating, analyzing and exploiting data. Community digital technology teams are oriented to shift from a "guiding" role to a "promoting" role, supporting people to apply technology to production, business, e-commerce and digital tourism, putting people at the center of the transformation process.
The province will prioritize the budget and mobilize social resources for digital infrastructure, cyber security and human resource training. At the same time, Cao Bang proposed that the Central Government develop a specific mechanism for mountainous and border provinces in comprehensively implementing digital transformation. Monitoring and evaluation work will be strengthened and digital transformation results will be linked to emulation targets, administrative rankings and responsibilities of leaders, to ensure that digital transformation takes place in a substantial, correct and effective manner, rather than in a formal manner.
