The Ministry of Education and Training (MOET) has just sent Official Dispatch 4480/2025 to the Departments of Education and Training regarding comments on revising the curriculum of a number of subjects. According to the MOET, the fact that many provinces and cities have changed their administrative boundaries and implemented a 2-level local government model directly affects the curriculum of the following subjects: history and geography from grades 4 to 9; geography grade 12; history grade 10 and civics grade 10. Therefore, it is necessary to revise the curriculum of these subjects.
Editing content of multiple subjects
The proposed revisions to the civic education subject include: Amending and supplementing the 10th grade curriculum on the topics of the political system of the Socialist Republic of Vietnam and the Constitution of the Socialist Republic of Vietnam.

For history, it is necessary to revise and supplement the optional study topic in grade 10: Vietnamese State and law in history.
With the geography subject in history and geography, it is necessary to revise and supplement the curriculum for grades 4, 5, 8, 9 and geography for grade 12.
The revisions and additions are mainly about socio- economic regions such as: regional boundaries; names and number of provinces and cities; area and population size of the region; economic development resources, development situation and distribution of economic sectors in socio-economic regions; administrative maps, population maps, maps of sectors and economic regions in Vietnam...
Minister of Education and Training Nguyen Kim Son said that the ministry has organized a review of the 2018 General Education Program, the curriculum of subjects and educational activities, and the requirements for each content and topic. In addition, the content of textbooks for each subject; educational activities at all levels - compared with the rearrangement of administrative units and the implementation of the 2-level local government model, and proposed necessary contents that need to be revised and supplemented.
"The expert council of subjects has proposed contents that need to be revised and supplemented to suit the arrangement of administrative units and the implementation of the 2-level local government model. The Ministry of Education and Training will issue revised contents of the curriculum of a number of subjects and educational activities as soon as possible," Mr. Son Nguyen Kim affirmed.
Proactive review
While waiting for the textbooks to be revised, Mr. Nguyen Cong Phuc Khanh, Vice Principal of Tran Van On Secondary School (Tan Dinh Ward - Ho Chi Minh City), said that this summer, teachers of the Social Science Group (including history, geography, and civics) proactively organized meetings to review the content and lessons in the textbooks that will change after the merger of provinces and cities. Each teacher gave specific and detailed comments, then reprinted them into personal documents, with the approval of the professional group and approved by the school's board of directors for internal circulation.
"Currently, the school's concern is the local education subject. Up to now, schools still teach content related to Ho Chi Minh City before the merger. After Ho Chi Minh City merges with the two provinces of Binh Duong and Ba Ria - Vung Tau, we still do not know how the content of this subject will be revised," Mr. Khanh wondered.
According to many teachers in Ho Chi Minh City, among the subjects that need to be revised and supplemented, the geography subject of the 12th grade program needs to change the most. This needs to be done carefully because it will have a certain impact when the 12th grade is the final year, students need to review, take the high school graduation exam and apply for university admission.
The content that needs to be edited and supplemented is in many lessons in the program with contents such as: Socio-economic regions, regional boundaries; names and number of provinces and cities; area and population of regions; types of maps... In which, many teachers proposed the contents that need to be edited and supplemented soon including: administrative map of Vietnam, population distribution map of Vietnam, agricultural map of Vietnam, names and scope of agricultural regions, distribution map of some Vietnamese industries, map of Vietnam's transportation network, tourism map of Vietnam...
Restrict content changes
Mr. Nguyen Van Tung, Deputy Editor-in-Chief of Vietnam Education Publishing House, said that the Publishing House has requested editorial boards and manuscript organizers to coordinate with authors to conduct a comprehensive review of textbook content. On that basis, the Publishing House has made a list of content that needs to be adjusted and reported to the Ministry of Education and Training. "The principle of editing textbooks is to closely follow the direction of the Ministry of Education and Training, minimizing changes in content to ensure the stability of textbooks" - Mr. Tung informed.
According to Minister Nguyen Kim Son, the revision of the subject curriculum is carried out on the principle of limiting changes to textbook content to the lowest level. In addition, guidance is strengthened so that teachers and schools can proactively implement the curriculum according to their authority, so that it is suitable for reality.
