The City Civil Defense Command said that irrigation and hydroelectric reservoirs in the area are still operating safely, capable of completely cutting off rain with a flow rate of 400 - 500mm.
Specifically, the water level of Huong Dien hydroelectric reservoir (upstream of Bo river) is +53.74m (normal water level +58m), the flow to the lake is 694m3/s; the flow to the downstream is 250m3/s. The water level of Binh Dien hydroelectric reservoir on Huong river is +76.45m, the flow to the lake is 295m3/s; the flow to the downstream is 82m3/s. The water level of Ta Trach reservoir is +28.9m, the flow to the lake is 354m3/s; the flow to the downstream is 290m3/s. Hydroelectric and irrigation reservoirs are participating in flood control for the downstream area.
Mr. Nguyen Quang Hai, General Director of Binh Dien Hydropower Joint Stock Company, said that with the current water level equivalent to the reservoir's flood prevention capacity of about 128 million m3. The reservoir is operating with 1 spillway, having participated in cutting 73% of the flood peak for the downstream. To cope with heavy rain, the unit has organized inspections of the project's items, fully prepared supplies, materials, equipment and arranged on-duty personnel to respond when situations arise.
Similarly, Huong Dien hydroelectric reservoir on Bo river with current water level equivalent to the remaining flood prevention capacity of the lake is about 150 million m3.
The city currently has 56 irrigation reservoirs and 13 hydroelectric reservoirs. Before the annual storm and flood season, relevant departments and agencies coordinate with relevant localities to inspect the management, operation, safety of dams, reservoirs and response to natural disasters.
Currently, the city is experiencing heavy rain, the water level on rivers is fluctuating from above alert level 1 to below alert level 2. From tonight (October 23) to October 28, there is a possibility of a flood on the city's rivers. During this flood, the peak water level on the Bo River and Huong River will rise to alert level 2-3. The O Lau and Truoi Rivers will rise to 2.5-3.0m.
According to the City Civil Defense Command, from September 28 to now, this unit has issued 5 orders to operate reservoirs in the Huong River basin to gradually lower the water level of the reservoirs to create flood prevention capacity, preparing to welcome heavy rains caused by storm No. 12. The specialized agency has built 4 scenarios for inter-reservoir operation corresponding to rainfall of 600-1,000mm.
