The flood control capacity of Binh Dien reservoir is still approximately 128 million cubic meters.

The city's Civil Defense Command stated that irrigation and hydroelectric reservoirs in the area are still operating safely and are capable of completely mitigating rainfall of 400-500mm.

Specifically, the water level of Huong Dien hydropower reservoir (upstream of Bo River) is +53.74m (normal water level +58m), inflow to the reservoir is 694m3/s; outflow to the downstream is 250m3/s. The water level of Binh Dien hydropower reservoir on the Huong River is +76.45m, inflow to the reservoir is 295m3/s; outflow to the downstream is 82m3/s. The water level of Ta Trach reservoir is +28.9m, inflow to the reservoir is 354m3/s; outflow to the downstream is 290m3/s. Hydropower and irrigation reservoirs are participating in flood control for the downstream areas.

Mr. Nguyen Quang Hai, General Director of Binh Dien Hydropower Joint Stock Company, said that with the current water level, the reservoir's flood control capacity is approximately 128 million cubic meters. The reservoir is operating with one spillway gate open and has helped to reduce 73% of the flood peak for the downstream area. To cope with heavy rain, the company has inspected the project's components, prepared sufficient supplies, materials, equipment, and deployed personnel on duty to respond to any emergencies.

Similarly, the Huong Dien hydroelectric reservoir on the Bo River, with its current water level, has a remaining flood control capacity equivalent to approximately 150 million cubic meters.

The city currently has 56 irrigation reservoirs and 13 hydroelectric reservoirs. Before the annual flood season, relevant departments coordinate with local authorities to inspect the management, operation, and safety of dams and reservoirs, as well as disaster response efforts.

Currently, heavy rain is falling in the city, and water levels on the rivers are fluctuating between alarm level 1 and below alarm level 2. From tonight (October 23rd) to October 28th, a flood is likely to occur on the city's rivers. During this flood, peak water levels on the Bo and Huong rivers will reach alarm levels 2-3. The O Lau and Truoi rivers will reach 2.5-3.0m.

According to the City's Civil Defense Command, from September 28th to the present, the unit has issued five orders to operate reservoirs in the Huong River basin to gradually lower water levels, creating flood control capacity in preparation for heavy rainfall from Typhoon No. 12. The specialized agency has developed four operational scenarios for interconnected reservoirs corresponding to rainfall amounts of 600-1,000mm.
