'Parents want their children to read, but most parents don't read'

Although reading culture is very important in developing culture and personality, according to National Assembly delegate Nguyen Van Canh ( Binh Dinh delegation), the paradox is that parents want their children to read books to reduce the time spent using electronic devices, but most parents do not read books.
On the morning of November 1, the National Assembly discussed the National Target Program on Cultural Development in the hall. Pointing out the benefits of reading books, delegate Nguyen Van Canh said that reading books is very different from updating knowledge on the internet. Reading books helps us understand ourselves and sympathize with others. Reading information on the internet that is not complete in content can easily lead to bias, the tendency to attack others or to be overly supportive.

"The habit of reading a whole book helps form the habit of working thoroughly. Skimming the internet creates a habit of being superficial and unfocused," Mr. Canh said, adding that he had just finished reading the book " Vietnamese Bad Habits ." According to him, the weaknesses of Vietnamese people can be overcome if the habit of reading books is created throughout society. Readers will realize the value of rules of conduct in life, ethical standards, have a positive outlook, understand, share with those around them, and criticize bad habits. "Currently, parents want their children to read books to reduce the time spent using electronic devices, but most parents do not read books," said the delegate from Binh Dinh, suggesting that the education sector should have regulations for primary school children to read books at home and summarize the content. "If it can't be done, we have to take the central budget."
In the submission, the Government proposed a capital mobilization source for the 2025 - 2030 period of VND 122,250 billion to implement the National Target Program on Cultural Development. According to delegate Pham Van Hoa ( Dong Thap delegation), this number is not much, but the local budget counterpart is very difficult, especially since the provinces currently still have to subsidize from the central budget.

"The Central Government's budget subsidy is the same, so why doesn't the Central Government do it right away and leave it to the locality, making it difficult for people?" Mr. Hoa said. He suggested that the Central Government's budget rate could be higher, and the local counterpart budget lower so that this counterpart budget could be used for other target programs, not just culture. Regarding the budget rate of other capital sources, which is more than 12%, equivalent to more than 15,000 billion VND, Mr. Hoa said that this source of capital is also difficult, "not simple". "The report only talks about other capital but doesn't know what other things are included, how it is socialized, this number is large, not small. We suggest reviewing it, because if we give a number that later the organization cannot implement, it will end up being taken from the Central Government's budget," Mr. Hoa said. In the report explaining and clarifying the opinions raised by the delegates, Minister of Culture, Sports and Tourism Nguyen Van Hung said that other capital sources as in the report are only provisional, while other sources are very large social resources. The conclusion of the Politburo clearly states that social resources are mobilized along with State resources to invest in cultural development. Mr. Hung cited an example when he recently attended an investment promotion conference according to Resolution 98 of the National Assembly allowing Ho Chi Minh City to pilot cooperation in the field of culture and sports, with 300 businesses coming to work and register capital. If approved, it would be 2 billion USD, which is a very large number. "Hanoi and some other localities with this mechanism, this number is certainly not just 15,000 billion VND. This is just an estimate of social resources," the Minister of Culture, Sports and Tourism stated. Regarding local budget capital, according to Mr. Hung, when building this program, it was calculated not to equalize all localities, not all localities have 24%, but this is a general figure for the whole country.
