Power lines are blocked, machinery cannot reach the construction site.
In late July, at the construction site of the Chi Thanh - Van Phong expressway component project, Phuc Loc Group Joint Stock Company deployed many construction teams to build the roadbed and treat weak soil with cement piles with a total length of 7.6km.
However, when reaching Km 20+440 - Km 20+860 through Hoa Kien commune, Tuy Hoa city ( Phu Yen ), the 220kV line crossing the highway with a length of 160m has not been relocated, making it impossible for the contractor to carry out the next steps.
Contractors encountered difficulties in constructing the highway due to high voltage electricity pylons in Dong Hoa town.
Mr. Bui Van Lanh, Commander of Phuc Loc Group Joint Stock Company in charge of the XL01 package of the project, said that the unit's construction scope is currently stuck with 1 220 kV power line and 2 110 kV power lines.
Of which, the 110kV power line is being raised to move to a temporary road, the construction unit is filling the ground in phase 1, but the 220kV power line has not been relocated. This location needs to be treated for weak ground, but the construction unit cannot bring in specialized machinery to work because it does not ensure electrical safety.
Similarly, in Dong Hoa town, there are 4 locations with technical infrastructure problems in the power grid, with a total length of 532m, causing difficulties for contractors.
Mr. Ngo Tien Ha, Deputy Director of the Executive Board of Central Construction Group Joint Stock Company, in charge of the XL02 package, shared that on the 10km long route undertaken by the construction unit, there were up to 3 locations with problems related to high-voltage power lines.
In particular, the overpass at Km37 has completed the girder casting but equipment cannot be brought in to construct bored piles and bridge piers because it is entangled with the high voltage power grid.
At Km40, the unit is handling weak ground combined with earth filling, but there are 250m that cannot be handled because of the power grid.
"The construction sites for weak soil treatment and load-bearing embankment must have a waiting period of 270-385 days for subsidence. If the power grid is not cleared before July 31, it will directly affect the overall progress of the project," said Mr. Ha.
In Tuy Hoa City, a specialized drilling machine with a boom nearly 30m high is having to "work and wait" because it cannot access a construction site under a 17m high power line.
According to the Department of Transport of Phu Yen province, by mid-July 2024, localities had basically completed the relocation of medium and low voltage power lines within the construction site of the North-South Expressway Project, the section passing through Phu Yen.
For the remaining high-voltage line locations, the contractor has only completed 99/103 110kV and 220kV pillar foundations and erected 23/103 pillars.
According to this unit, the biggest reason affecting the progress of the relocation of the 220kV and 110kV power systems is the slow supply of electrical equipment and accessories, high-voltage lines, which must be imported from abroad. By the end of July 2024, contractors will have enough line accessories at the foot of the project, which will greatly affect the progress of construction and relocation of the power grid.
Resolutely discipline contractors who are slow to relocate
According to the Tuy Hoa City Construction Investment Project Management Board, by July 20, Tuy Hoa City had completed the relocation of the information system and 0.4kV power grid. The 220kV power system had just completed the foundation excavation and was currently constructing the pole and power line installation.
As soon as all materials are available, the relocation of technical infrastructure and power grid will be accelerated to hand over the site to the construction units.
Meanwhile, in Dong Hoa town, by July 20, construction units had just transported all materials, foundations, fiber optic cables, and porcelain to the foot of the project. Local authorities are requesting units to concentrate on relocating technical infrastructure.
A section of highway cannot be constructed due to high voltage power grid in Dong Hoa town.
Mr. Pham Van Tien, Deputy Director of Phu Yen Department of Transport, said that the Provincial People's Committee has requested construction units to be determined to return the power grid in July 2024 to ensure the overall progress of the North-South expressway project.
"Following the direction, we have requested localities and units to urgently remove difficulties related to the receipt of electrical materials and equipment; carry out power cut-off procedures, payment procedures for completed volume, and resolutely discipline contractors who are behind schedule.
During this time, units and localities must establish and submit detailed progress schedules committing to completion times for items such as: erecting poles, stretching wires, and carrying out power cut-off procedures to relocate power line systems still stuck on the highway construction site; At the same time, they must be responsible to the Provincial People's Committee in case of delay in relocating technical infrastructure, affecting the project completion schedule in 2025 as required by the Government ," the leader of Phu Yen Department of Transport shared.
