Faced with the situation of students riding large-displacement motorbikes to school, local traffic police have been deployed to inspect and strictly handle violations.

At around 6:30 a.m., when the traffic police patrol team of Thu Dau Mot City Police came to inspect the gate of NTN School in Hoa Phu Ward, many students were confused when they were signaled to stop their vehicles for inspection. Many students cried and begged not to keep their vehicles; to forgive their violations... Faced with the determination of the authorities, along with the explanation and propaganda of the dangers of traffic accidents (TNGT) when underage driving PKL motorbikes, the students admitted their violations and signed the minutes.

Captain Vu Hoang Hiep, Head of the Traffic Police Team, said that previously, the Traffic Police Team of Thu Dau Mot City Police had coordinated with schools to disseminate knowledge and skills on safe traffic participation to students; instructed students to comply with traffic rules and organized the signing of commitments to comply with traffic safety regulations between schools, families and students. However, there were still some students who violated the traffic safety regulations, so the Traffic Police force made a record, detained the vehicle and invited parents to the police station to resolve the matter in accordance with regulations. After a week of deployment, the Traffic Police force had propagated and made records of 8 violations, which helped students raise their awareness when participating in traffic.
Speaking to reporters, Mr. Tran Anh Dung, Principal of Ngo Thoi Nhiem Primary - Secondary - High School, said that at the beginning of the school year, the school invited parents to a meeting and disseminated regulations on the Road Traffic Law. In addition, the school signed a commitment to strictly comply with the regulations of the Road Traffic Law with parents, students and homeroom teachers. In case of student violations, the school will review each case and invite parents to work, reminding students in front of the class so that other students can learn from their mistakes and not violate them because this is a regulation that must be followed. If students have violated and are reminded but do not correct their mistakes, the school will take stronger measures and will affect their efforts.
“Tighten” parking lots for students
Through an exchange with reporters, Captain Nguyen Van Hung, Deputy Head of the Traffic Police Team of Ben Cat Town Police, said that in order to effectively handle the situation of underage students riding large-displacement motorbikes to school, the unit has taken the following steps: Coordinate with the Departmentof Education and Training to disseminate the Road Traffic Law to all schools; then the school will organize a commitment signing with parents to ensure traffic safety for students. In addition, the Town Traffic Police Team will arrange officers to go to high schools to secretly record students who violate the law; check students who park their motorbikes in outside parking lots and work with school leaders through the recorded images. Then the school will notify all students not to park large-displacement motorbikes in the school's parking lot. “After checking, most parents have registered their children to take the shuttle bus, some others use electric bicycles because the school does not keep students’ PKL motorbikes… As for parking lots outside the school campus, the authorities will strictly check and handle them,” Captain Hung emphasized.
Similarly, Major Phan Minh Thao, Captain of the Traffic Police Team of Tan Uyen City Police, said that tightening control to limit unfortunate accidents involving students is necessary. Being underage and not yet studying the law, students do not have the skills to drive and handle unexpected situations, which can potentially cause traffic accidents. Since the beginning of the year, Tan Uyen City Police have used many professional measures to check, confiscate vehicles and fine 14 cases of student violations; and fined vehicle owners who handed over vehicles to underage people. Currently, the number of students riding PKL motorbikes to school has decreased significantly. To continue to be effective, schools need to closely "cooperate" with the Traffic Police in controlling and handling students who violate the law when driving motorbikes without a driver's license or underage,' said Major Thao.
According to the provisions of Point a, Clause 4, Article 21, Decree 100/2019/ND-CP, a fine of VND 400,000 - VND 600,000 shall be imposed on persons aged 16 to under 18 years old driving motorbikes with a cylinder capacity of 50cm3 or more. At the same time, at Point d, Clause 5, Article 30, a fine of VND 800,000 - VND 2 million shall be imposed on vehicle owners when handing over the vehicle or allowing unqualified persons to participate in traffic as prescribed. |
