Ho Chi Minh City - Green, creative super city - Part 3: Opening up directions to attract high-quality human resources

Ho Chi Minh City has been given the responsibility of creating an “international megacity”, pioneering digital transformation and intensive development. This has both opened up opportunities and created many challenges for the city’s human resources at all levels.

Ready to complete any assigned tasks

These days, Ms. Do Thi Minh Quan, Chief of Office of the National Assembly Delegation and People's Council of Ho Chi Minh City, has prepared herself to take on the position of head of Binh Quoi Ward. Ms. Do Thi Minh Quan shared that she is ready to bring her expertise and working experience over the past years to the ward to serve the people and businesses; she believes that she will promote her role in performing her duties. In particular, in the coming time, the ward will receive more work transferred from the district, taking on big tasks, but she believes that this is an opportunity for the staff to promote their capacity in steering the local development.

Ho Chi Minh City (new) has 168 wards, communes, and special economic zones. These days, talking to reporters of SGGP Newspaper, most local leaders have the same feelings and determination as Ms. Do Thi Minh Quan. According to the plan for arranging cadres of Ho Chi Minh City, the key positions of 168 wards and communes are carefully considered, suitable for the professional expertise of each cadre. With about 1,065 tasks of the district level assigned to the commune level, to ensure smooth leadership, direction, and operation of work, the Standing Committee of the Ho Chi Minh City Party Committee also considered and assigned cadres of departments, branches, and sectors to wards and communes. These are all cadres with solid professional expertise, trained from practice, and have a comprehensive vision.

Previously, mentioning the tasks of Ho Chi Minh City in the new requirements, at a recent working session with Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province, General Secretary To Lam requested that Ho Chi Minh City (new) strive to be an attractive place, gathering talents, "creatives", domestic and international entrepreneurs, a favorable place for startups, innovation, nurturing new trends and advanced models.

Ho Chi Minh City can also build an "open" policy for non-civil servants; attract experts, scientists, experienced people from the private sector or international organizations to work in the state apparatus through flexible work contracts and special mechanisms.

In particular, the National Assembly has just passed the Law on Science, Technology and Innovation. The newly passed law stipulates the exclusion of criminal liability under the provisions of the Penal Code for risks in research, testing, and application of scientific, technical and technological advances. Dr. Nguyen Duc Quyen commented that this new regulation adds motivation and encourages officials, civil servants and public employees to propose and test new initiatives in state management.

From a similar perspective, MSc. Nguyen Tuan Anh, Party Committee of Saigon Industry Corporation, informed that the Law on Cadres and Civil Servants, which was recently passed by the National Assembly, has very notable content. That is, it allows "signing contracts with outstanding and outstanding businessmen, good lawyers, experts, and scientists to perform one or several tasks of a leadership or management position". This policy creates a flexible mechanism to select people who are "both talented and dedicated", capable of solving complex tasks in the modern administrative system.

Paying special attention to human resource training, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc assigned the Ho Chi Minh City Department of Home Affairs to research and advise the city on improving the working environment in terms of remuneration, fair promotion opportunities, and real incentives and rewards, etc. to ensure the attractiveness and appeal of the public sector environment. In addition, the recruitment process must be innovated to find and attract talent, ensuring the recruitment of people with good capacity and qualities; innovating the training and development of cadres, strengthening cooperation with institutes and schools to substantially improve the qualifications and skills of cadres and civil servants.

Training of creative staff

According to Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, Ho Chi Minh City has set the goal of becoming a financial - high-tech industrial - marine economic megacity with the highest development density in Southeast Asia. To achieve that goal, each cadre and party member must always determine "heart, virtue, intelligence, responsibility", put the interests of the nation and people above all, first and foremost, promote the spirit of solidarity, dynamism, and creativity in performing tasks.

To specify the above requirements, Ho Chi Minh City is implementing a project to build an effective and efficient Ho Chi Minh City public service in the 2024-2030 period, with the goal of serving the people and creating development, with a team of civil servants and public employees who "want to do, can do, and are able to do". The city also enhances the training of knowledge, professional skills, and public service performance according to each position and title in the state apparatus. In particular, Ho Chi Minh City will pilot the use of outsourcing services and hiring management personnel. This policy helps public service activities in a number of areas have a new approach, ensuring more productivity, professionalism and efficiency.

Ho Chi Minh City National University plays the role of the educational center of Ho Chi Minh City. Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, stated that the unit has proactively established training models and fostered modern management capacity for officials and civil servants. Among them, the Institute for Leadership Development was established. This is where training programs are built to improve management and governance capacity for leaders, civil servants and public employees of Ho Chi Minh City in particular and the Southern region in general.

Regarding digital skills, according to Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, the Department of Science and Technology has organized artificial intelligence (AI) training courses for officials, civil servants, and public employees in the city. These training courses will be conducted continuously until all officials, civil servants, and public employees of the city can be trained, guided, and trained. The training courses both popularize modern AI tools and encourage practical application in daily work, in order to reduce processing time, improve work processes, and better serve the people.

Ho Chi Minh City is implementing a project to build an effective and efficient Ho Chi Minh City public service in the 2024-2030 period; at the same time, it continues to implement a project to train and foster leaders and managers and to train and foster professional and specialized officials in the 2026-2030 period. In 2025 alone, Ho Chi Minh City will organize 55 classes to train about 32,000 officials and civil servants, including domestic and foreign training. In addition, Ho Chi Minh City will send personnel to attend training courses organized by the Central Government and Ho Chi Minh City, giving priority to officials and civil servants taking on new tasks and transferring functions and tasks from one unit to another.

Ho Chi Minh City should build a new, international-standard competency framework for the staff operating in digital government. Ho Chi Minh City authorities can sign contracts with outstanding businessmen, lawyers, experts, scientists to perform one or several tasks of leadership and management positions; or directly accept them into civil service through a special mechanism.

Among the specific mechanisms and policies for the development of Ho Chi Minh City according to Resolution 98 of the National Assembly, perhaps one of the policies that still faces many barriers in the implementation process is attracting talented people. The urban appearance of Ho Chi Minh City (new) with the development strategies being planned is in great need of a large number of leading experts and scientists.

There was a time when great intellectuals of the country in general and Ho Chi Minh City in particular contributed their efforts and intelligence with love and responsibility to the country and the city. Now is the time to harmonize interests, including benefits from treatment. In particular, there needs to be public and transparent recruitment mechanisms with appropriate treatment; create a favorable environment for this team to work and finally have special mechanisms and policies to protect them, especially in researching topics and projects serving the development of the city.
