WELCOME VIETNAMESE TEACHERS' DAY (November 20) Provincial Party Committee Member, Director of the Department of Education and Training Truong Thi Kim Hue: Taking care of developing the teaching staff to meet the requirements of comprehensive educational innovation

On the occasion of the 43rd anniversary of Vietnam Teachers' Day (November 20), Provincial Party Committee member, Director of the Department of Education and Training (DET) Truong Thi Kim Hue shared with reporters of Dong Nai Newspaper and Radio and Television about the implementation of Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, including the work of caring for and developing the teaching staff in the new situation.

According to the Director of the Department of Education and Training, Truong Thi Kim Hue: “The Department of Education and Training of Dong Nai has always received close leadership and direction from the Provincial Party Committee, People's Council, People's Committee and the attention of the whole society. This is very meaningful for a province with a large population, large scale of schools, teachers and students like Dong Nai. Entering a new era - the era of national development, the responsibility of the sector to improve the quality of teaching and learning, training high-quality human resources becomes even more important, contributing to the rapid and sustainable development of the province".

THE EDUCATION SECTOR CARRIES A GREAT RESPONSIBILITY

* After the merger of Binh Phuoc and Dong Nai provinces, what is the current scale of the province's education sector, madam?

Provincial Party Committee member, Director of Department of Education and Training Truong Thi Kim Hue.

- After the merger, the province's education and training sector has a very large scale, ranking in the top 5 in the country. The whole province has now formed a complete education system from preschool, general education, secondary education, college and university, including international schools. The whole province currently has over 1,240 educational institutions; the total number of managers, teachers and staff according to the assigned payroll is nearly 48,500 people (not including the number of people working at non-public educational institutions).

In terms of student size, the province currently has more than 1.2 million students at all levels, the number of students in the province accounts for more than 1/4 of the province's population. With such a large scale of the industry, especially the large number of students, in the future the province will continue to have an abundant source of human resources to serve the development. However, the large scale of the education and training industry means that the investment resources for schools, teachers and students are also very large.

* According to you, what are the difficulties and challenges of the Dong Nai education and training sector after the province's merger period?

- As shared, the education and training sector has always received close attention and direction from the provincial leaders, so the sector has the conditions to develop, constantly improve the quality of teaching and learning, and meet the human resources needs of the province. Besides the advantages, the sector still has certain difficulties after the merger. Specifically, the management of the sector according to the 2-level local government model in the initial stage inevitably leads to confusion when implementing decentralization and strong delegation of power to the commune level.

With the new development space, not only in management but also in development tasks, there are many difficulties. For example, the two provinces of Dong Nai and Binh Phuoc have had special characteristics in education development. In the past, Dong Nai province faced great pressure on schools due to its large population, especially in areas with many concentrated industrial parks, while Binh Phuoc province had many border communes, and developing the school system also encountered many difficulties. Investing resources for schools every year requires a huge amount of budget, so it must be done step by step. In addition, the industry is currently facing difficulties in ensuring enough teachers for public educational institutions. Or the work of modernizing schools, applying information technology and digital transformation in management, organizing teaching and learning...

OVERCOMING CHALLENGES, COMPETING TO TEACH WELL - LEARNING WELL

* As the head of the Dong Nai Education and Training sector, how do you expect the new policies of the Central Government in general and the province in particular to promote the continued development of the sector?

- It can be said that the current difficulties facing the province's education and training sector are quite large, however, the Provincial Party Committee, People's Council and People's Committee always pay attention and create conditions for the sector to continue to develop in the new situation. Specifically, the Resolution of the 1st Provincial Party Congress, term 2025-2030, has set a target that by 2030, the rate of national standard schools will reach 80% or more, while continuing to promote the socialization of education, attracting resources to develop more schools to reach international standards.

The development of the industry has more advantages when the Party and the State have issued many new mechanisms and policies, especially on August 22, 2025, the Politburo issued Resolution 71-NQ/TW on breakthrough development of education and training with very specific solutions. Currently, the Department of Education and Training has coordinated with relevant sectors to advise the Provincial People's Committee to complete the draft action program to implement Resolution 71-NQ/TW to submit to the Provincial Party Committee Standing Committee for approval.

Along with that, thanks to the Conclusion Notice No. 81-TB/TW, dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes, up to now, the province has built an implementation plan with resources of nearly 1,120 billion VND to invest in schools for 8 border communes. Besides, the industry also has high expectations that new policies related to the regime for teachers will create more motivation to encourage the province's teaching staff to continue to innovate, be creative, and promote the Good Teaching - Good Learning Movement.

* What solutions does the Dong Nai Department of Education and Training have to help teachers make increasingly important contributions to improving the quality of teaching and learning?

- First of all, in the past time, the Dong Nai Department of Education and Training has always attached importance to raising awareness among the province's teaching staff with the motto: Each teacher must be a shining example for students to follow. Dong Nai's teaching staff must constantly study and practice to improve their professional qualifications, skills, professional ethics, love their job, be dedicated and responsible to students, and build a friendly, safe and healthy educational environment.

Dong Nai Department of Education and Training is determined to build a team of teachers that not only meets the requirements in terms of quantity but also has the capacity, expertise, strong political ideology, pure professional ethics, a strong desire to contribute, and is dedicated to beloved students.

Recently, the Department of Education and Training has paid special attention to thoroughly studying and implementing Resolution 71-NQ/TW of the Politburo on breakthrough development of education and training in all educational institutions in the province, thereby raising awareness and action from managers, teachers and staff. In addition to proposing the Provincial People's Committee to increase the staff for the sector, the Department is also researching and developing policies to attract teachers to remote, isolated and border communes, especially in subjects that are currently lacking many teachers. The Department will also research regulations and policy mechanisms to mobilize talented people outside the teaching force to participate in teaching and training in educational institutions to create a competitive atmosphere of creative teaching and learning.

Another very important solution that is being increasingly implemented is to train and educate teachers on information technology skills, comprehensive digital transformation, and effective application of artificial intelligence (AI) in teaching and learning as well as management. Along with increasingly better policies for teachers, the assessment of the capacity and effectiveness of teachers will also be given practical attention, with specific measures to encourage the spirit of innovation and creativity in teaching and learning.
