Many positive results
From September 1, 2024 to February 28, 2025, the authorities and Steering Committee 389 of districts, towns and cities discovered and arrested 487 cases/485 subjects, with evidence of violations worth more than 13 billion VND.
The forces have increased patrolling and control work, grasped the situation in the area to promptly inspect, monitor, control and search shipments with signs of violations according to their functions and authority.
For post-clearance inspection and value-added tax refund, the authorities regularly collect information and look up information on the electronic tax system to select and screen high-risk records, businesses, and items for inspection, helping the inspection to be focused, key, and highly effective.
The functional sector also strictly inspects, supervises and controls activities at warehouses, gathering places, inspects and supervises import and export goods, duty-free warehouses of enterprises; import and export goods, luggage, means of transport entering and exiting the country, and transiting, focusing on subjects such as passengers entering and exiting the country, drivers, assistants, border residents, means of transport regularly passing through border gates to transport passengers and deliver goods.
In addition, regularly inspect and strictly control border gates, trails, and border openings, focusing on key routes and areas; grasp the situation and areas, clarify methods, tricks of operation, and roles of subjects to develop plans to fight and arrest people and goods, and limit "ownerless" cases.
Strengthen market inspection and control
At the meeting on anti-smuggling, trade fraud and counterfeit goods in early 2025 and the direction and tasks for the coming time, held on May 14 at the Government headquarters, Prime Minister Pham Minh Chinh requested to focus on assessing the situation, causes; organizational work, are there any overlaps or missed tasks? Are the legal documents complete? If they are not complete, who will do it, who must complete it? Coordination between ministries, branches, localities and forces to quickly prevent and end this situation because it is also related to the origin of goods.
In the coming time, the Prime Minister requires relevant agencies, localities, and forces to organize implementation, define responsibilities, avoid overlaps, omissions, etc. From there, there must be a Directive related to this work, promptly organize the dissemination of this work nationwide; must review the responsibilities of ministries, branches, and localities to handle the responsibilities of related officials.
Faced with the above situation, Tay Ninh Steering Committee 389 urgently directed forces to effectively carry out the task of inspecting and controlling the market against smuggling, counterfeit goods and trade fraud according to the direction of superiors; thereby, promptly preventing and strictly handling violations according to the provisions of the law. In particular, focusing on items such as cigarettes, electronic cigarettes, smuggled foreign alcohol, helmets, gasoline, fertilizers, agricultural supplies and chemicals, pharmaceuticals, cosmetics, functional foods, medicinal herbs, fashion, etc.
Manage each locality, grasp the developments of smuggling, trade fraud and counterfeit goods by sector to promptly detect and identify emerging issues; emerging areas and items of violations to fight and prevent; pay special attention to the areas of intellectual property, counterfeit goods, food safety, poor quality goods, and counterfeit origin in e-commerce activities.
In the coming time, Steering Committee 389 at all levels will continue to improve the effectiveness of the work against smuggling, trade fraud and counterfeit goods; proactively establish interdisciplinary teams to inspect and supervise the compliance with legal regulations of enterprises, organizations and individuals to promptly detect and handle subjects with acts of smuggling, trade fraud and counterfeit goods in the area.
According to the National Steering Committee 389, in the first 4 months of 2025, units and localities arrested and handled more than 34,000 violations, including: more than 8,200 cases of trading and transporting prohibited and smuggled goods; more than 25,100 cases of trade fraud and tax fraud; more than 1,100 cases of counterfeit goods and intellectual property violations; collected more than 4,897 billion VND for the State budget; prosecuted nearly 1,400 cases, more than 2,100 subjects. |
