My child has a permanent residence registration in a favorable area but is attending junior high school in an area with particularly difficult socio -economic conditions. I would like to ask if my child is eligible for the support policies for students in disadvantaged areas? (Nguyen Hai Dang, haidang***@gmail.com)

According to Article 4 of Decree 116/2016/ND-CP, the conditions for students to receive support policies are as follows: For primary and secondary school students, one of the following conditions must be met: Being a boarding student studying at an ethnic minority boarding school;

These are students whose parents or guardians have permanent residence in particularly disadvantaged communes and villages, and who are studying at primary or secondary schools in communes classified as Area III, particularly disadvantaged villages in ethnic minority and mountainous regions; or particularly disadvantaged communes in coastal and island areas.

Students live far from school, at a distance of 4 km or more for primary school students and 7 km or more for secondary school students, or in areas with difficult terrain and transportation: requiring crossing rivers or streams without bridges; crossing high mountain passes; or crossing areas prone to landslides and rockfalls;

Students whose parents or guardians have permanent residence in a commune classified as Area III, or in a particularly disadvantaged village in an ethnic minority and mountainous region, and who are studying at primary or secondary schools in a commune classified as Area II in an ethnic minority and mountainous region, and whose homes are far from the school or whose transportation is difficult due to the specific regulations in Point b, Clause 1 of this Article.

Therefore, in the case of junior high school students studying at a school in a commune classified as Area II, the student's permanent residence and that of their parents or guardians must be in a commune classified as Area III, or a particularly disadvantaged village in an ethnic minority and mountainous region, in order to be eligible for support policies as stipulated in this Decree. You can refer to the above regulations to contact the People's Committee of the commune for a satisfactory explanation.
