From “implementing resolutions” to “leading practice”

In many places, Party branches have historically only played the role of "implementing resolutions." But the new requirement is higher: Party branches must be the "leading" force, transforming policies into concrete actions and resolutions into tangible results in real life.

Speaking at the ceremony honoring outstanding Party branch secretaries, Party members, collectives, and individuals in 2025, Comrade Nguyen Ho Hai, Member of the Central Committee of the Party, Secretary of the Ca Mau Provincial Party Committee, emphasized: “Party branches are where the Party’s resolutions are directly put into practice… Party building must begin with improving the quality of Party branch activities and promoting the role of each Party member, especially the leaders.”

This is not just a directive based on principle, but a conclusion drawn from practical experience. Because no matter how sound a policy may be, if it is not effectively implemented at the grassroots level, it will be difficult to bring about change. In that operational chain, the Party branch is the crucial "link".

A strong Party branch is not just about studying resolutions thoroughly, but more importantly, about choosing the right tasks, addressing the right issues, daring to act, and seeing things through to the end. In that case, Party branch meetings are no longer just periodic events but become forums for handling work, where Party members exchange ideas, offer constructive criticism, and reach consensus on action.

Based on the understanding that "a strong Party comes from good Party branches," many localities have concretized this with practical models. A prime example is the "Four Good Party Branches": successfully completing political tasks; conducting quality meetings; maintaining unity and discipline; and having exemplary cadres and Party members. These criteria, far from being mere slogans, have become a benchmark for self-reflection and self-correction, applied flexibly to avoid rigid adherence to formulas, thereby clearly demonstrating the leading role of Party branches at the grassroots level.
