Keep the import-export management chain smooth
2025 marks a new phase when the Regional Customs Branch XIII will restructure its organizational structure according to Decision No. 382 dated February 26, 2025 and Decision No. 2019 dated June 11, 2025 of the Ministry of Finance, merging and receiving additional areas and personnel from the Regional Customs Branch XIV and XV. From July 1, the Regional Customs Branch XIII officially adjusted its area of responsibility, including Khanh Hoa province and Lam Dong province. Accordingly, the branch currently manages 14 affiliated units, including 8 border gate and non-border gate customs units, including 3 new units in Lam Dong province: Binh Thuan Port Customs, Da Lat Customs and Bu Prang Border Gate Customs (Dak Nong). The merger helps to unify the management model of the South Central - Central Highlands region, reduce overlaps, increase connectivity in the logistics chain and intra-regional import and export, and at the same time requires the branch to quickly adapt to the structure, operations and management methods. Mr. Nguyen Trung Phong - Deputy Head of the Customs Branch of Region XIII said: "The three pillars we firmly adhere to during the transformation period are discipline - responsibility - technology. Even if the apparatus changes, all business activities must ensure smoothness, transparency and efficiency. Expanding the area is not only a challenge in terms of workload, but also an opportunity for local customs to improve management and better serve the business community."

According to Mr. Phong, through monitoring, since the beginning of the year, most import-export enterprises in Khanh Hoa province have complied well with customs laws. Some cases of procedural violations, incorrect declaration of tax rates, commodity codes, or incorrect settlement reports compared to accounting books and documents... are mainly due to enterprises not fully understanding the regulations or technical errors in declaration. The Department has provided timely guidance and reminders, and at the same time increased training for enterprises to comply with the provisions of the law.
In the spirit of accompanying and guiding enterprises, the branch has synchronously deployed the Ecus6 System (electronic customs declaration software), VNACCS/VCIS (automatic customs clearance system), applied automatic assignment of electronic records, measured the time to release import and export goods to evaluate the effectiveness of solutions to reduce customs clearance time. In the third quarter of 2025, the unit handled more than 24,000 administrative records, all processed online, quickly, correctly and transparently. The branch also promoted the public-private partnership model in the customs sector. At the cooperation signing conference in the third quarter, 13 typical enterprises participated in the Program to encourage enterprises to voluntarily comply with customs laws, helping to reduce the frequency of goods inspection and shorten customs clearance time.
Flexible business support
At the end of the third quarter of 2025, the Regional XIII Customs Branch collected 768 billion VND in budget revenue, the total state budget revenue in the area in the first 9 months was 2,499 billion VND. The Branch has proactively reviewed tax debts, implemented enforcement measures according to regulations, and as a result, handled and recovered more than 6.8 billion VND in outstanding debts, strengthened the monitoring of revenue fluctuations, and at the same time created maximum convenience for import-export enterprises with many effective solutions. Ms. Le Thi Sau - Head of Finance - Accounting Department, Taseco Danang Aviation Services Joint Stock Company Branch in Nha Trang (North Cam Ranh Ward) shared: "As a business selling goods in the international airport area, we always have to strictly comply with regulations on goods control, import and export of duty-free goods and declaration and settlement. During the operation, the Customs Branch of Region XIII always accompanies and provides specific instructions, helping businesses comply with regulations but still be convenient and flexible."
Not only focusing on budget collection, the customs force also focuses on preventing smuggling, trade fraud, and protecting economic security. In the third quarter, the department organized more than 600 patrols, handled 14 administrative violations, and collected over 52 million VND for the budget. Area control work was strictly implemented at Nha Trang and Cam Ranh seaports and cargo transportation routes to and from the Central Highlands.
Identifying technology as the key to modern customs management, the Regional Customs Branch XIII is implementing a digital transformation plan for the 2025-2030 period, in line with Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and the industry's overall plan. The unit's goal is to accelerate modernization, improve service quality and minimize customs clearance time. The branch has currently applied level 4 online public services, allowing businesses to submit documents, receive results and track progress on a digital platform, thereby reducing processing time by 30-40% compared to the traditional form. A risk management system and key business information warning system are also being built, helping to quickly classify declarations and reduce the burden on field monitoring forces. Along with improving the digital capacity of the staff and civil servants, the branch is constantly innovating its management methods, aiming to build a professional, honest and effective "electronic customs" force. Each solution and innovation aims to facilitate trade, accompany and develop with businesses. Mr. Pham Minh Hung - Head of the Professional Department of the Customs Branch of Region XIII said: "We want businesses to see customs as a development partner, not just a management agency. Each reform and each application of technology aims to serve better, more transparently and for the common benefit of the economy".
As of September 30, in Khanh Hoa province, the Regional Customs Branch XIII has received and processed over 24,000 customs declarations, including 11,991 export declarations and 12,103 import declarations, with nearly 300 enterprises participating in the procedures. The total import-export turnover reached nearly 2.5 billion USD, of which exports were over 1.3 billion USD and imports were over 1.1 billion USD. The movement of vehicles entering and exiting the area has maintained a stable pace with over 19,000 ships, aircraft, and seagoing vessels entering and exiting the area, contributing to maintaining the production, processing and export activities of key economic sectors in the South Central Coast - Central Highlands region.
