Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to speed up disbursement progress and remove difficulties and obstacles in the implementation of national target programs to ensure more efficiency and quality.

The Government Office has just issued Notice No. 93/TB-VPCP dated March 13, 2024, concluding the conclusion of Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee at the 5th online meeting of the Central Steering Committee for national target programs for the period 2021 - 2025 with localities on the implementation of national target programs in 2023 and the first 2 months of 2024, key tasks and solutions in the coming time.

The announcement stated: In 2023, the National Assembly , the Government and localities have been very determined and proactive in perfecting the legal framework, the system of mechanisms and policies to remove difficulties and obstacles, and speed up the disbursement of capital to implement national target programs. Specifically, the National Assembly issued 02 Resolutions; the Government and ministries and branches issued 01 Decree, 06 Circulars, and 04 guiding documents; localities have issued new or amended and supplemented many Resolutions of the People's Councils and Decisions of the People's Committees at all levels, especially Resolution No. 111/2024/QH15 on specific mechanisms and policies in implementing national target programs approved by the 15th National Assembly on January 18, 2024 at the 5th Extraordinary Session.

The progress of capital disbursement for implementing national target programs has improved and had positive changes, investment capital disbursed is about 83% of the assigned plan, career capital disbursed is about 36.3% of the assigned plan; some localities have had many good, creative, flexible ways of doing things, proactively assigning and clearly assigning tasks to departments, branches, and grassroots levels and committed to disbursing 100% of the assigned capital in 2024.

On behalf of the Prime Minister and the Central Steering Committee, the Deputy Prime Minister, Head of the Central Steering Committee, acknowledged, commended and highly appreciated the positive results and drastic actions of the ministries, branches, central agencies, Party committees, authorities at all levels and local people in implementing national target programs in the past time.

However, in practice, the implementation of national target programs still has some limitations and problems such as: Although the disbursement rate has changed positively, it is still limited, the disbursement pressure in 2024 is very large; infrastructure, especially rural transport infrastructure in some localities, shows signs of degradation, has not received attention for investment, maintenance and repair due to limited capital sources; the counterpart capital of local budgets to implement national target programs is still difficult due to the decline in revenue sources; the capacity and sense of responsibility of the staff performing tasks in some localities, agencies and units have not yet met the requirements of the task; there is a situation where some localities do not want to complete the procedures for recognition of meeting new rural standards or escaping poverty; the coordination, sharing and learning of experiences between ministries, central agencies and localities are not really effective...

In the coming time, in order to strive to achieve the highest goals and targets assigned by the National Assembly, and to be determined to disburse 100% of the planned capital assigned in 2024, the Deputy Prime Minister and Head of the Central Steering Committee requested ministries, agencies and localities to be more urgent and drastic in implementing the Resolutions of the National Assembly, Decrees, Resolutions of the Government, Directives, Official Dispatches, Notices of Conclusions and instructions of the Prime Minister, Deputy Prime Minister and Head of the Central Steering Committee on accelerating the disbursement progress, removing difficulties and obstacles in the process of implementing national target programs to ensure more efficiency, better quality, focused and key investment, avoiding fragmentation, dispersion, loss, waste, negativity and group interests.

In particular, the Deputy Prime Minister requested the Ministers, Heads of Ministries, Central agencies and Chairmen of People's Committees of provinces and centrally-run cities to uphold the sense of responsibility of the head, proactively and resolutely direct affiliated units to thoroughly study and immediately implement the specific mechanisms and policies stated in Resolution No. 111/2024/QH15 dated January 18, 2024 of the 15th National Assembly; Proactively review to promptly amend and supplement guiding documents, manage and organize the implementation of national target programs within the scope and areas of management according to authority or report to competent authorities on difficulties and problems (if any) for guidance and handling in accordance with the direction of Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee in Official Dispatch No. 1058/VPCP-QHDP dated February 19, 2024 of the Government Office.

Ministries and agencies: Planning and Investment, Finance, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Ethnic Minorities Committee, State Bank of Vietnam, according to their assigned functions and tasks, are responsible for guiding and responding to difficulties, problems and recommendations of localities related to the implementation of national target programs and Resolution No. 111/2024/QH15 dated January 18, 2024 of the 15th National Assembly, ensuring details, specificity and clarity, avoiding references to general, principled and policy-based regulations.

The Ministry of Planning and Investment shall urgently preside over and coordinate with relevant ministries, agencies and localities to fully absorb and explain the opinions of Government members to complete the draft Decree replacing Decree No. 57/2018/ND-CP dated April 17, 2018 of the Government on policies and mechanisms to encourage enterprises to invest in agriculture and rural areas, and report to the Prime Minister in March 2024.

The Ministry of Planning and Investment shall urgently preside over and coordinate with relevant ministries, agencies and localities to submit to the Prime Minister for promulgation regulations on the development of a national database and an online reporting regime on the National Target Program Monitoring and Evaluation System and complete the establishment of the National Target Program Monitoring and Evaluation System in April 2024. On that basis, the ministries and agencies: Agriculture and Rural Development, Labor - Invalids and Social Affairs, and the Ethnic Committee shall urgently develop and complete the Management System for each national target program and complete the establishment of data interconnection with the System of the Ministry of Planning and Investment in the second quarter of 2024.

Synthesize difficulties, obstacles and recommendations of localities in the process of implementing national target programs and Resolution No. 111/2024/QH15 dated January 18, 2024 of the 15th National Assembly, propose specific solutions, presiding agencies and reporting deadlines to competent authorities according to regulations; report to the Prime Minister in March 2024.

Review, synthesize, and propose solutions to handle difficulties and problems related to the assignment and adjustment of goals and tasks of each national target program for ministries, branches, and localities for the 2021-2025 period and annually; report to the Prime Minister in March 2024.

The Ministry of Agriculture and Rural Development urgently works with the Ministry of Finance and relevant ministries and agencies to unify the contents with different opinions, complete the draft Decree on a number of investment policies in forestry, and report to the Government in March 2024.

The Ministry of Labor, War Invalids and Social Affairs urgently works with the Ministries of Finance, Planning and Investment, Justice and relevant ministries and agencies to unify the contents with different opinions, propose solutions to remove difficulties and obstacles in identifying low-income workers as beneficiaries of the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 (approved in Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister), and report to the Prime Minister in March 2024.

The Ethnic Committee urgently presides over and coordinates with relevant ministries, agencies and localities to proactively prepare and implement procedures to amend and supplement Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister on investment in the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period to submit to the Prime Minister immediately after the 15th National Assembly approves the adjustment of the Program's investment policy (expected at the 7th Session); to be completed in June 2024.

At the same time, urgently complete the adjustment and supplementation of the list of extremely disadvantaged villages and approve the list of villages in ethnic minority and mountainous areas before March 15, 2024.
