Directive No. 40-CT/TW - "Guideline" for social policy credit activities in Ý Yên

After 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the Central Party Secretariat on strengthening the Party's leadership over social policy credit activities (Directive No. 40); 3 years of implementing Conclusion No. 06-KL/TW dated June 10, 2021 of the Secretariat on continuing to implement Directive No. 40-CT/TW (Conclusion No. 06), social policy credit activities in Ý Yên district have really promoted practical effectiveness in life, becoming an effective tool to help sustainably reduce poverty and ensure social security in the district.

In order for Directive No. 40-CT/TW and Conclusion No. 06-KL/TW to quickly come into effect, the Social Policy Bank of Ý Yên district has actively advised the District Party Committee to issue Directive No. 338-CT/HU dated December 3, 2021; The People's Committee of Ý Yên district has developed Plan No. 84/KH-UBND dated September 29, 2021 on the implementation of the plan to implement Conclusion No. 06-KL/TW. At the same time, it directs relevant departments, branches and sectors to disseminate and thoroughly grasp the contents of Directive No. 40-CT/TW, Conclusion No. 06-KL/TW and related documents of the Government, the province and the district to 100% of Party Committees and Party cells under the District Party Committee; directing Party committees and authorities at all levels to identify the leadership and direction of social credit activities as regular activities, organizing and implementing well the policy of mobilizing resources for social credit in association with the goals of socio -economic development, poverty reduction, vocational training, job creation, and ensuring social security of the locality. Since then, local Party committees and authorities have clearly recognized their responsibility for organizing and implementing social credit, regularly following the contents of Directive No. 40-CT/TW, Conclusion No. 06-KL/TW in directing the implementation of social credit at the grassroots level, including this content in the conclusion notices and resolutions of regular meetings, considering this one of the key tasks that need to be focused on and implemented to improve the quality and effectiveness of social credit implementation.

Comrade Nguyen Anh Chung, Director of the District Social Policy Bank Transaction Office, affirmed: With the extensive and drastic implementation of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW in the district, it has created a revolution in awareness and action; strongly promoted changes in thinking and responsibility of Party committees at all levels, local authorities, and socio -political organizations in implementing credit policies, creating proactive coordination and effective implementation, bringing social policy credit activities to increasingly grow and develop sustainably in both scale and quality.

In the past 10 years, although the district budget is still limited, every year the District People's Committee has submitted to the District People's Council a part of the budget to transfer to the District Social Policy Bank to supplement capital for lending to poor households and policy beneficiaries in the area. In addition, the District Party Committee and the District People's Committee have always paid attention and created all conditions for the operation of the Social Policy Bank in the area, contributing to accelerating lending programs to beneficiaries. In particular, in implementing Directive No. 40-CT/TW, since the policy of adding the Chairmen of the Commune People's Committees to participate in the Board of Directors of the District Social Policy Bank has contributed to enhancing the political strength in the leadership and management apparatus, thereby all policies of the Party and policies of the State on social policy credit have been grasped and promptly implemented to the people, effectively overcoming the shortcomings compared to before. In addition, the local government has created favorable conditions to support 31 transaction points in communes and towns in the district so that the Bank for Social Policies can organize safe transactions, ensuring the goal of 100% of the poor and policy beneficiaries in need are resolved with loans and have full access to products and services provided by the Bank for Social Policies. The government has joined with associations, unions, and borrowers to help resolve difficulties, helping bad debts and overdue debts in the district gradually decrease over the years, ensuring safety and efficiency.

Not only local authorities at all levels, but also each staff of the Social Policy Bank of Ý Yên district has thoroughly grasped the contents of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW on the clear awareness of the responsibilities and roles of each Party member and bank staff in providing social policy credit capital to each person in the district. By the end of April 30, 2024, the total source of policy credit capital in the district reached 720.4 billion VND, an increase of 418.5 billion VND compared to 2014, with an average growth rate of 13.8%/year. Of which, the district budget capital entrusted through the Social Policy Bank to lend to poor households and policy beneficiaries in the area has grown steadily over the years and by 2024 it will be 3.55 billion VND, an increase of 3.350 billion VND compared to 2015. By the end of April 2024, four socio-political organizations have been entrusted with 12 policy credit programs, managing 419 savings and loan groups; 5,109 households have borrowed capital with a total entrusted balance of 714.5 billion VND, accounting for 99.91% of the total outstanding debt of the district Social Policy Bank.

With the support of 90 million VND from the job creation loan program of the District Social Policy Bank, Mr. Le Van Thuong in Dong Phu hamlet, Yen Thanh commune bought 4 breeding cows. “Thanks to the timely capital support from the District Social Policy Bank, along with the diligence and efforts of the family, by the end of 2023, the family had sold 4 calves, earning 50 million VND, helping the family have more capital to expand the scale of the VAC integrated farm. In addition, the preferential interest rate and long loan period make it very convenient for the family to pay the principal and interest,” said Mr. Thuong.

During the 10 years of implementing Directive 40-CT/TW, policy credit capital in Ý Yên district has been disbursed to 43,799 poor households and other policy beneficiaries, with loan turnover reaching 1,454.4 billion VND, contributing to helping 2,548 households overcome the poverty line; attracting and creating jobs for 1,664 workers, 12 people who have completed their prison sentences have been able to borrow capital to integrate into the community according to Decision No. 22/2023/QD-TTg of the Prime Minister . 1,898 students in difficult circumstances have received loans for their studies, fulfilling the Government's goal of "not letting any student drop out of school because they do not have money to pay tuition fees"; 109 students in difficult family circumstances have purchased computers and equipment for online learning; 44,930 clean water and environmental sanitation works have been built, contributing to improving the green, clean, unpolluted environment, contributing to protecting the health of the community in rural areas; 64 houses for poor households and policy households, 65 houses for low-income people, actively contributing to solving social security issues. It can be said that the results achieved over 10 years of implementing Directive No. 40-CT/TW in the district of Ý Yên have clearly affirmed the attention, leadership, and direction of the Party and State in the implementation of social credit. Thereby, receiving the consensus and support of all levels, sectors and the majority of people, contributing to the effective implementation of important policies, goals and tasks set forth by the Party and State.

To promote practical effectiveness in life, in the coming time, the Transaction Office of the Social Policy Bank of Y Yen district will continue to advise the District Party Committee, People's Council, and People's Committee to effectively implement Directive 40-CT/TW, Conclusion No. 06-KL/TW and consider this an important task in the local socio-economic development program and plan. Continue to allocate local budget resources to entrust the District Social Policy Bank to provide loans to poor households and other policy beneficiaries. The District Party Committee, People's Council, People's Committee and Party committees and local authorities at all levels continue to identify social policy credit as an important solution to achieve the goal of basic and sustainable poverty reduction, actively contributing to the national target program on building advanced and exemplary new rural areas in the district. Pay attention to supporting the improvement of the operational capacity of the District Social Policy Bank to truly be an effective tool for implementing the State's credit policy to support rapid and sustainable poverty reduction in the locality, helping poor households and other policy beneficiaries use capital effectively, increase income, escape poverty sustainably and become rich legitimately./.
