Social security payment through account: Convenient, safe

In the context of national digital transformation, the application of cashless social security payment methods in Da Nang is bringing positive changes to policy beneficiaries.

Convenient for people

Every month, Mr. Dang Dinh Tan (68 years old, living in Hai Chau ward) only needs to check his phone to know that his pension has been transferred to his account. “After retiring, I moved from Dai Loc commune to Hai Chau ward to live with my children and grandchildren, so I registered to receive my pension through my account. I don’t have to move or wait in line, and it’s safe, so I’m very satisfied,” Mr. Tan said.

Not only Mr. Tan, many other elderly people in Da Nang also found it convenient to switch to this form. In the first years after quitting her job due to loss of working capacity, Ms. Nguyen Thi Nhu Y (67 years old, living in An Khe ward) still went to the payment point in Hai Chau ward every month with her familiar book.

“When I was healthy, I considered going to get my salary by bike or bus as a leisure trip. But as I get older and my health gets worse, traveling far and waiting for a long time gradually becomes a burden,” Ms. Y confided.

The decision to switch to receiving salary through an account initially made her hesitant because she was not used to using technology. However, with the dedicated support of the Da Nang City Social Insurance (SI) specialist and her children, she gradually got used to it and adapted.

Mr. Nguyen Tri Dai, Director of Da Nang Social Insurance, said that in 2025, the unit registered a breakthrough: "Promoting monthly pension and social insurance benefits payment through non-cash payment methods", striving to achieve 83% of recipients receiving payments through accounts.

By the end of July 2025, the rate of monthly pension and social insurance benefits payment via account had reached 65.4%, equivalent to 64,979 people. This figure shows a positive change in people's awareness and behavior towards modern payment methods.

Challenges and opportunities

To achieve the above results, the City Social Security has issued a document directing its affiliated units to implement the Coordination Process No. 2286/C06-TCKT dated March 22, 2024 between the Ministry of Public Security and Vietnam Social Security. The focus of the work is to strengthen the dissemination of legal documents, especially Directive No. 21/CT-TTg dated November 25, 2022 of the Prime Minister on promoting digital transformation in non-cash social security payments.

Mr. Dai emphasized the important role of exploiting data from the National Population Database in verifying information quickly and accurately.

“The effective coordination between the Social Insurance Agency, the police, banks and mass organizations has helped remove many barriers in accessing technology, while creating trust among people about the safety and convenience of the new payment method,” said Mr. Dai.

According to him, the merger of Da Nang - Quang Nam is a strategic opportunity to develop a synchronous digital welfare system, expand the scale and synchronize population data - social insurance, thereby increasing the payment rate through bank accounts.

“The city-level and local social insurance agencies in Da Nang have cleaned data by household and locality to update personal identification numbers and citizen identification cards, helping to detect information errors, duplicate subjects, and reduce errors in policy implementation,” said Mr. Dai.

However, according to Mr. Dai, the synchronous implementation of digital welfare in a large area with more than 3 million people is posing many significant challenges. “The digital gap between central areas and remote areas still exists, telecommunications infrastructure and network quality are not uniform. Many people do not have terminal devices or skills to use digital services,” Mr. Dai confided.

Regarding human resources, he said that the team of policy enforcement officers needs to be equipped with additional digital skills to meet new job requirements. At the same time, communication and guidance on using digital services in some localities are still uneven, affecting the progress of transformation.

In particular, requirements for information security, data security and electronic authentication are increasingly stringent, requiring technical systems to meet high security standards and close coordination processes between relevant units.

With initial results, the implementation of cashless social security payments in Da Nang shows that it is consistent with the general trend of the whole country, contributing to improving management efficiency and ensuring the rights of beneficiaries.
