The Ministry of Education and Training (MOET) has just issued Circular 22/2025 regulating advanced education programs for specialized subjects in specialized high schools.
According to the Ministry of Education and Training, this regulation aims to meet the requirements of discovering and nurturing students with talent and passion for specialized fields, while at the same time concretizing the orientation of developing key education in the spirit of Resolution No. 71 of the Politburo on breakthrough in education and training development and Resolution No. 29 on fundamental and comprehensive innovation in education and training, the 2019 Education Law and the 2018 Program. The Circular takes effect from October 15, 2025.
According to the Ministry of Education and Training, in the context of the country promoting innovation, digital transformation and deep international integration, the development of high-quality human resources, especially talented and specialized human resources, is becoming increasingly urgent. Specialized high schools are places to train students with outstanding abilities, capable of participating in domestic and international intellectual playgrounds. The issuance of advanced education programs is the foundation to ensure quality, consistency and long-term strategic orientation for key education.
Therefore, issuing an official program with clear orientation is a necessary step to standardize, improve quality and ensure equity in specialized education nationwide.

The Circular includes the advanced education program of 15 subjects taught at specialized high schools, specifically:
The advanced education program for specialized subjects is built according to the principle of improving from the subject program specified in Circular No. 32, not including expanded content beyond the subject knowledge content unit, international approach, continuous innovation according to the world's approach trend. The subject content contains topics that approach national and international content of interest, meeting the requirements of key training, talent selection, and national and international excellent student competitions.
The time for teaching advanced education content in specialized subjects is stipulated in the Circular, specifically: literature and math: 70 periods/school year; history, geography, physics, chemistry, biology and informatics: 52 periods/school year; foreign languages such as English, German, Russian, French, Chinese, Korean and Japanese: 70 periods/school year.
Advanced education programs in specialized subjects with compulsory content and compulsory elective content account for about 20% of the duration of the advanced education program.
Strengthening the content of practice and experiments for natural science subjects in each topic, promoting the exploitation of information technology and orienting students to specialize in exploiting and using artificial intelligence (AI). Strengthening the requirements for self-study guidance, creative problem-solving ability and focusing on skills aimed at developing students' thinking abilities according to the characteristics of the subject.
According to the Ministry of Education and Training, the advanced program is academically and specialized, so it requires teachers to improve their professional capacity, have broad and deep knowledge of the subject; master active teaching methods, integrated teaching, scientific research, and develop students' capacity. At the same time, it promotes the ability of the team to guide students to carry out learning projects, research, participate in excellent student competitions and international competitions.
For students, the issuance of the Circular regulating the program will create conditions for students of specialized schools to develop their logical thinking, creativity, critical thinking, self-study, research, and academic presentation skills; ensure their ability to participate in competitions for excellent students at all levels, international competitions, and scientific and technical research for high school students...
There are currently 73 specialized high schools nationwide under the management of local Departments of Education and Training. In national and international competitions, the achievements of students from specialized schools still account for the majority of the award structure.
