On August 21, Mr. Bui Dinh Long - Vice Chairman of Nghe An Provincial People's Committee signed a document directing departments, branches, People's Committees of districts, towns, telecommunications, postal and information technology enterprises to implement the official dispatch of the Ministry of Information and Communications on promoting the activities of the Community Digital Technology Team (CNSCD).

The document clearly states that it is necessary to implement the project "Perfecting the organizational apparatus, enhancing state management capacity and law enforcement on digital transformation from the central to local levels by 2025, with a vision to 2030".

Specifically, the Department of Education and Training of Nghe An province is the host unit, coordinating with the Department of Information and Communications and related units to develop a program and plan to introduce teaching content for 5 basic digital skills, including: Using online public services; Online shopping; Online payment; Self-protection in cyberspace.

Use other digital platforms suitable to the local situation in extracurricular programs for secondary and high school students in the province to enhance understanding, support the CNSCD Team, and strive for the goal that by 2024, students will know and master basic digital skills.

The Department of Information and Communications presides over and coordinates with relevant agencies and units to research, propose, and deploy digital transformation models in villages, hamlets, residential groups, residential clusters, etc. associated with 5 basic digital skills.

Synthesize, disseminate, and share good, typical, and creative models and practices in the activities of the CSCD Team in Nghe An province.

Nghe An Provincial Youth Union directed its grassroots organizations to send members to join the core force of the CNSCĐ Team. Launched emulation movements among pioneering youth union members using digital platforms and applications, creating a spread in the community.

At the same time, Nghe An province requests digital technology enterprises, agencies and social organizations in the province to pay attention and actively send focal officers who are proficient in digital skills to participate in the activities of the CNSCĐ Team. The Team operates in the direction of mobilizing social participation; digital technology enterprises, postal services and telecommunications in the province have preferential policies on prices of digital products and services for members of the Team.

The Department of Information and Communications acts as the focal point to coordinate with the National Digital Transformation Agency - Ministry of Information and Communications to implement the training plan on digital transformation for cadres, civil servants, citizens, and members of the CNSCD Team.

In addition, the Department of Information and Communications presides over and coordinates with relevant agencies, units, and localities to launch and deploy the campaign "going to every alley, knocking on every door, guiding each person to use services and applications to develop the digital economy" of the CNSCĐ Team throughout Nghe An province. The campaign takes place for 10 days, from October 1 to 10, 2024.

The CNSCĐ Teams develop plans to deploy in the locality, go to residential areas, select and guide people to use practical services and applications to develop the digital economy.

During the implementation process, the units in charge will select and submit to the Chairman of Nghe An Provincial People's Committee for consideration of rewards for collectives and individuals with achievements, models, initiatives, and good practices in digital transformation and the activities of the CNSCD Team.

Some localities in Nghe An province said that currently, some community digital technology groups are operating spontaneously through groups and associations based on social networking platforms. Most localities do not have the funds to organize activities.
