After 1954, the US ousted France and occupied South Vietnam, set up the puppet government of Ngo Dinh Diem and waged an increasingly large-scale and fierce one-sided war; refusing the request for a general election to unify the North and South according to the Geneva Agreement.
From May 6, 1959, the puppet government of Ngo Dinh Diem issued Law 10/59, dragging the guillotine throughout the South, executing revolutionaries without trial, causing enormous losses to the Southern revolution in general and the Tay Ninh Party Committee in particular. By the end of 1959, the entire provincial Party Committee had only about 300 party members left. The enemy's prison camps in Tay Ninh were packed with revolutionaries and patriotic masses.
Faced with that situation, in January 1959, the Party Central Committee held the 15th Conference, setting out the guidelines, tasks, and directions of the revolution in the South : "taking the strength of the masses, relying mainly on the political force of the masses, combining with the armed forces to overthrow the domination of imperialism and feudalism, establishing a revolutionary government of the People", thereby moving the revolutionary movement in the South into a period of political struggle combined with armed struggle, from the political struggle to preserve forces to the offensive, promoting the offensive and general offensive to win victory.
Tua Hai (Tour 2) - located in Trang Sup, Thai Binh commune, Chau Thanh district - was originally watchtower No. 2 on Highway 22 to Cambodia, 7km north of Tay Ninh town (now Tay Ninh city), built by the French colonialists in the "De la Tour plan". In 1956, the Ngo Dinh Diem puppet government built a military base named Lam Son citadel, where the 39th regiment of the 13th division of the puppet main force was stationed, and at the same time it was a military training center for them. At Tua Hai, the enemy placed a large weapons depot and was very strictly protected.
Implementing Resolution 15, comrade Nguyen Van Linh, Secretary of the Regional Party Committee, directed comrade Nguyen Huu Xuyen, Head of the Military Committee of the Region, to propose a plan to strike a strategic blow, causing the enemy to be discouraged, promoting the armed uprising movement, and moving the revolutionary movement in the South to a new stage.
The Tua Hai battle was organized and directly commanded by the Eastern Military Commission, but the rear-line force preparation was undertaken by Tay Ninh. The battle had important and decisive support from the secret Party cell in the Tua Hai base, which was painstakingly maintained, built and developed by the Tay Ninh Provincial Party Committee. When the Tua Hai battle took place, the province mobilized 300 laborers at the same time, mainly from Chau Thanh district and a group of more than 42 people from Duong Minh Chau district, most of whom were party members, youth union members and loyal revolutionary masses.
At exactly 0:30 a.m. on January 26, 1960, the order to attack Tua Hai base began. Led by internal forces and reconnaissance - special forces, the liberation army divided into 3 groups: one group attacked the command post of the puppet Regiment 32; one group attacked the sleeping area of enemy officers, with 100 explosives, extremely powerful artillery shells, paralyzing their command center from the beginning; the third group occupied the weapons depot, using the enemy's guns to fight back against the enemy.
Faced with our attack using explosives, hand grenades combined with infantry, the enemy quickly disintegrated. Within just 3 hours of fighting, we completely controlled the battlefield. After collecting weapons and resolving the policy towards prisoners of war, at 3:30 a.m. on January 26, 1960, our armed forces withdrew from the battlefield. In the Tua Hai battle, we killed 76 enemies, captured, educated and released on the spot more than 400, and collected nearly 1,500 guns of various types. Our forces suffered 12 wounded comrades and 7 martyrs.
With this resounding victory, it encouraged the struggle movement of the people of Tay Ninh, the Southeast and the whole South to rise up strongly, opening the period of political struggle with armed support.

Promoting the heroic spirit of the Tua Hai uprising, the Tay Ninh army and people, together with the army and people of the South and the whole country, advanced to defeat the US imperialists' strategies of Special War, Local War and Vietnamization of the war, completing the cause of liberating the South and unifying the country.
During 10 years (1975-1985), Tay Ninh Party Committee led the army and people of the province to overcome the consequences of war after 21 years of resistance against the US, fought against Pol Pot - Ieng Sary to protect the southwestern border of the Fatherland; suppressed reactionaries, maintained security and order in the country; focused on building and developing all aspects of the economy and society.
Implementing the Party's innovation policy, the Provincial Party Committee in all terms has focused its intelligence, sought leadership decisions, exploited and utilized potentials and advantages, created breakthroughs, and brought Tay Ninh to continuous development. In particular, in 2024 alone, the Provincial Party Committee (term XI) continued to innovate thinking, scientific leadership methods, closely following the grassroots, promoting solidarity of the entire Party, the entire people, and the entire army, making efforts, implementing many solutions to promote socio-economic development, achieving many positive results:
Specifically, 15/17 socio-economic development targets are estimated to be achieved and exceeded (2/17 targets are estimated to be not achieved). The total product in the province (GRDP at 2010 comparative prices) increased by 7.5%, GRDP per capita reached 4,550 USD; State budget revenue in the area reached 12,249.8 billion VND; total social development investment capital in the area was equal to 36% of GRDP; the multidimensional poverty rate was 0.07%, equivalent to 237 households; the number of employed workers increased by 17,150 workers.
The whole province has 68/71 communes meeting new rural standards (NTM), 26 communes meeting advanced NTM standards, 4 communes meeting model NTM standards and 1 district-level unit (Hoa Thanh town) completing the NTM task...
National defense and security work is carried out by party committees and authorities at all levels. Focus on directing effective implementation, associated with building defense zones, building a solid national defense posture and a solid people's security posture. The movement "All people protect national security" is promoted, many self-management models of security and order are replicated. Cooperation with border provinces of the Kingdom of Cambodia is strengthened, promptly handling complicated issues that arise, preventing "hot spots" from occurring on the border.
The work of building the Party and the political system has been comprehensively promoted, political capacity, thinking and leadership capacity have been improved. In 2024, the whole province admitted 1,315 party members, an increase of 141 party members over the same period, reaching 3.26% of the total number of party members of the provincial Party Committee; of which 20 border commune party committees admitted 134 party members, an increase of 18 party members over the same period.
The heroic victory of Tua Hai will forever be a source of pride and great encouragement for generations of Tay Ninh people and people across the country to continue to unite and strive to preserve the achievements of the revolution, contributing to building the homeland and country to become increasingly developed and prosperous.
