Quang Ninh has pioneered in issuing "golden" policies to attract doctors, develop high-quality human resources, meet the requirements of specialized medical examination and treatment and take care of people's health.
At the end of 2023 session, the Provincial People's Council passed Resolution No. 28/2023/NQ-HDND stipulating policies to attract doctors to work at public health service units and drug rehabilitation facilities in the province. The resolution aims to attract at least 298 people, including at least 10 medical doctors, specialist II; 39 masters, specialist I, resident doctors and 249 doctors. This is considered an important push to solve the "problem" of human resources that are lacking and uneven among levels, while improving the quality of medical examination and treatment for the people.
Immediately after the resolution took effect from January 1, 2024, the Department of Health advised the Provincial People's Committee to issue an implementation plan and sent documents to medical and pharmaceutical universities nationwide to promote the policy. Communication work was promoted in newspapers and social networks, and participation in job fairs was organized to reach medical students preparing to graduate.
Thanks to that, in 2024, the Quang Ninh health sector attracted 64 doctors to work at specialized hospitals, district health centers and commune health stations. In the first quarter of 2025, one more specialist I was admitted to the district level. The total cost of policy payments for this team is nearly 24 billion VND. This is an important result, creating a new force, gradually reducing the shortage of doctors in some grassroots health facilities.
Not only stopping at quantity, Quang Ninh also pays special attention to the quality of human resources. As of March 2025, the whole province has more than 8,700 medical staff , of which over 2,080 are doctors, nearly 40% have postgraduate degrees. The proportion of doctors is concentrated in provincial hospitals such as Bai Chay, Provincial General Hospital, Vietnam - Sweden Uong Bi, Obstetrics and Pediatrics, contributing to the implementation of many advanced techniques, on par with the central level. In addition, many district and commune doctors are also sent for training and development to improve their professional capacity, ensuring that people in remote areas enjoy quality medical services.
The policy of training and human resource development has also been implemented synchronously. From 2020 to present, the health sector has sent thousands of cadres to study political theory, state management, and technical expertise at home and abroad. In the period of 2022-2025 alone, 212 doctors graduated from postgraduate level and returned to work in Quang Ninh. In particular, the province also coordinated with major medical universities in the country to organize on-site training for hundreds of doctors, nurses, and pharmacists. Some cadres were sent to China to study organ transplantation, pediatrics, traditional medicine, thalassemia, etc. This is an important resource for the health sector to keep up with development trends and adopt modern techniques.
At the same time, the province focuses on supporting the grassroots level. 23 highly qualified officials from the provincial level have been transferred to take up leadership positions or directly participate in medical examination and treatment at the district and commune levels. Doctors from the district health center are also transferred to commune health stations that are lacking in human resources, ensuring that each station has a doctor to serve. This is a flexible solution, helping to improve the quality of grassroots health care, creating trust among the people.
It can be said that the policies to attract, train, use and rotate medical personnel have been creating a clear change for the Quang Ninh Health sector. Not only solving the shortage of doctors, but also improving the quality of the team, meeting the increasing demands in the work of protecting, caring for and improving people's health.
In the coming time, the province will continue to review and arrange the apparatus, develop a plan for human resource allocation when implementing the 2-level local government model, ensuring that grassroots healthcare is firmly consolidated.
