
Forces of Steering Committee 389 of Can Tho City inspected a warehouse of a business in the city.
To proactively prevent and stop the increase in smuggling and trade fraud during the Lunar New Year 2026, the National Steering Committee 389 requests ministries, branches and localities to continue to thoroughly grasp and strictly implement the Government's instructions, especially Directive 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation (Directive 13).
The urgent task is to advise the Head of the National Steering Committee 389 to issue and direct the effective implementation of the Plan for the peak period against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2026. Conduct a summary and assessment of the implementation of Directive No. 30/CT-TTg dated September 30, 2014 of the Prime Minister on strengthening the fight against cigarette smuggling; at the same time, research and develop a draft of the Prime Minister's new Directive on this work in the new situation. Provinces and cities continue to improve the local Steering Committee 389 according to the 2-level government model to effectively organize the implementation of the work against smuggling, trade fraud and counterfeit goods within the scope of management.
The National Steering Committee 389 assigned the Standing Office of the National Steering Committee 389 to monitor, inspect, urge, and summarize the results of the implementation of the directions of the Government, the Prime Minister, and the Head of the National Steering Committee 389, especially Directive 13 and the Plan for the peak period against smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year 2026 of ministries, branches, and localities.
According to the Market Management Department (QLTT) of Can Tho City, through the results of preventing, combating and handling violations, the Market Management force found that the violating goods are very diverse, from clothes, cosmetics, food, pharmaceuticals, functional foods to electronics, refrigeration... Violations include: trading in counterfeit goods, trading in smuggled goods, goods of unknown origin, trading in cosmetics that have been announced to be recalled by competent authorities... According to the inspection results, from December 15, 2024 to now, the Department has inspected 670 cases, of which 451 cases were violations, with a total fine of over 5.2 billion VND; the value of confiscated goods was nearly 800 million VND; the value of goods forced to be destroyed was over 1.3 billion VND.
Pursuant to the Action Plan to combat smuggling, trade fraud and counterfeit goods from now until the end of 2025 of Steering Committee 389 of Can Tho City, on November 12, Mr. Vuong Quoc Nam, Vice Chairman of Can Tho City People's Committee, concurrently Head of Steering Committee 389 of the city, signed and issued Plan No. 147/KH-BCĐ 389/TP. In the Plan, Head of Steering Committee 389/TP assigned specific tasks to each member according to assigned functions and tasks; directed the forces of functional agencies from now until the end of 2025 to continue strictly implementing the directions of the Government, Prime Minister, National Steering Committee 389, City People's Committee on the work of combating smuggling, trade fraud and counterfeit goods, focusing on implementing key directions. Proactively grasp the situation, increase information exchange and provision, coordinate inspection, control, arrest, and handling of smuggling, trade fraud, and counterfeit goods; contribute to ensuring price stability, preventing and repelling the trade of banned, counterfeit, and poor-quality goods, especially essential goods for the Lunar New Year 2026.
Mr. Nguyen Ngoc Hien, Head of the Market Management Department of Can Tho City, Chief of the Standing Office of the City's Steering Committee 389, said that, implementing the direction of the City's Steering Committee 389 and the Director of the City's Department of Industry and Trade on continuing to fight, prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights in the city, on October 8, the Market Management Department of Can Tho City issued Plan No. 549/KH-CCQLTT directing 13 Market Management Teams to strengthen the fight against smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights in the city, especially strictly handling acts of taking advantage of people's increased shopping needs during Tet to commit violations in order to contribute to protecting people's safety.
Market Management Teams need to properly perform their assigned functions, tasks, and powers to avoid overlaps and duplications; uphold the sense of responsibility in performing public duties, be open, transparent, and comply with legal regulations; combine inspection and violation handling activities with propaganda and dissemination of the law; the implementation of the Plan must not have a negative impact on the market, nor affect or hinder the production and business activities of organizations and individuals. At the same time, ensure synchronous and effective coordination between the Market Management force and functional agencies. Strengthen management and supervision, strictly maintain discipline and administrative order in performing public duties; assign civil servants to perform market inspection and control tasks to ensure requirements; clearly define the exemplary role and responsibility of the head in the leadership, direction, and management of agencies and units.
Along with that, the force focuses on inspecting and controlling goods at traditional markets; trading points on the routes; production and business establishments. In particular, mobilize organizations and individuals operating in the market to participate in the fight against smuggling, trade fraud, and counterfeit goods. At the same time, focus on checking price posting, selling goods at listed prices; preventing speculation, hoarding, and unreasonable price increases, especially for essential goods with high consumer demand. The Department will have plans to conduct surprise inspections of those transporting and trading prohibited goods, smuggled goods, and trade fraud; points of collection and distribution of goods; organizations and individuals operating e-commerce or business models based on digital technology applications for business, especially those advertising and trading goods publicly on websites, social networks, and online sales applications...
