Many challenges
Although not yet in the top of Vietnam's major exporters and importers, recently, many enterprises in Hue City, especially those in industrial parks and economic zones, have attracted billions of dollars in foreign investment to expand export markets and create momentum for local socio-economic development. This result is easily seen when the traffic infrastructure in Hue City is increasingly built with synchronous connections, the logistics infrastructure is developing strongly, as well as the close coordination between management agencies and enterprises has created a dynamic economic ecosystem, increasingly integrating deeply with the international market.
According to Mr. Phan Hung Son, Deputy Director of the Department of Industry and Trade, in the first 6 months of 2025, Hue City's export turnover is estimated to reach 718.54 million USD, an increase of 27.71% over the same period in 2024 and reaching more than 50% of the 2025 plan. To date, Hue City's goods have been exported to more than 50 countries and territories, of which exports to the United States reached about 220 million USD, accounting for about 30.61% of the city's total export turnover, contributing to local economic development.
However, in the context of Vietnam's increasingly deep integration with the world, the textile, wood, seafood, steel industries... play an important role in export and job creation in Hue City in particular and the whole country in general, facing many challenges, including the risk of investigation and application of trade remedies from foreign countries. Specifically, steel is a product that the European Union (EU) prioritizes for protection, in fact the EU has applied a global self-defense tariff quota of 25%. At the end of July 2024, the Department of Trade Remedies, Ministry of Industry and Trade said that the EU had just announced that it had received a request for an anti-dumping investigation into HRC steel (hot rolled coil steel) originating from Vietnam. In addition, in the wood furniture, bicycle and spare parts industry, the Ministry of Industry and Trade has also received many requests from the EU to clarify the origin of some shipments; at the same time, it warned that this group of products entering the EU is causing damage to businesses in the bloc.
Strengthening early warning capacity
At a recent training conference organized by the Department of Industry and Trade in coordination with the Trade Remedies Authority (Ministry of Industry and Trade), Ms. Nguyen Hang Nga, Deputy Head of the Foreign Trade Remedies Handling Department, Trade Remedies Authority, shared: In the context of the trend of trade remedies investigation with Vietnam, there are many reasons, especially the recent strong increase in Vietnam's export of goods; along with the shift in supply after the COVID-19 pandemic, many international corporations have moved their production facilities to Vietnam..., strengthening the capacity for early warning and proactive response to trade remedies is very urgent. The early warning system on trade remedies approved by the Prime Minister under Decision No. 316/QD-TTg dated March 1, 2020, assigned to the Ministry of Industry and Trade to deploy and operate, is an effective support tool to help businesses improve their capacity to protect themselves in the international market.
Not only for the US export market, to have measures for trade remedies, enterprises need to monitor the early warning system regularly; check the origin of raw materials, clearly prove the origin. In addition, enterprises need to update information from import partners, related parties of importing countries about possible incidents. Be more cautious in export activities if they are on the list of warned items. Especially be more cautious when exporting items that are regularly investigated for trade remedies and partners that are regularly investigated for trade remedies.
“That is necessary information and data to help businesses operating in export goods in Hue City proactively identify risks and promptly take appropriate and timely response measures,” said Ms. Nguyen Hang Nga.
Mr. Chu Thang Trung, Deputy Director of the Trade Remedies Authority (Ministry of Industry and Trade) shared at the conference that the United States is currently a major export market for Vietnam, accounting for nearly 30% of total export turnover. At the same time, the United States accounts for nearly 50% of the total number of cases that have initiated investigations into Vietnam's export goods. Therefore, through the early warning system on trade remedies established by the Ministry of Industry and Trade, it has shared and guided enterprises in exploiting information and data for each field and production item... to proactively and effectively respond to trade remedies from other countries, minimizing risks and losses in exports. "Enterprises must always be proactive in responding to foreign trade remedies when entering the international arena, in order to limit damage to the domestic manufacturing industry and protect the legitimate interests of Vietnamese enterprises, towards sustainable exports" - Mr. Chu Thang Trung noted.
According to the Department of Trade Remedies, Ministry of Industry and Trade: Currently, Vietnam's export goods are being "scrutinized" very closely by import markets. Previously, it only stopped at goods with large export turnover and only applied to traditional goods, but now the goods being sued range from agricultural and aquatic products to processed and manufactured industrial products... even though the order size has a small export turnover value. |
