According to monitoring by the Ministry of Public Security, the Ministry of Science and Technology, the Government Office , and reports from the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation, during the period from July 1st to July 15th, many difficulties and obstacles still arose in the implementation of administrative procedures and digital transformation, affecting the operation of the entire new system.
Therefore, the Prime Minister requested the Minister of Public Security to direct the performance of the VneID system to operate stably and smoothly 24/7 to serve the identification and electronic authentication of officials, civil servants, people and businesses in the process of implementing online public services and administrative procedures; review and promptly fix technical errors in the implementation of 2 groups of electronic public services (birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; death registration, permanent residence cancellation, burial and death benefits settlement), ensuring smooth, effective and uninterrupted implementation.
At the same time, review and promptly fix the shortcomings of the systems providing public services such as issuing criminal records, changing driver's licenses, and registering vehicles, ensuring smooth operation without interruption. Mobilize forces and coordinate with the People's Committees of provinces and cities to review and complete the issuance of seals to agencies and units after the administrative unit arrangement, ensuring that there is no impact or interruption to the implementation of public service activities and the settlement of administrative procedures for people and businesses.
The Minister of Justice, in coordination with the Ministry of Public Security and other units, will develop a system to definitively resolve software errors, ensure data updating and synchronization, and provide public services in the field of civil registration, meeting the information access requirements of agencies and officials at the commune level on the shared electronic civil registration and management system.
Chairmen of People's Committees of provinces and cities shall inspect and rectify the occurrence of "paper brokers" at provincial and commune-level public administrative service centers; rectify and strictly handle cadres, civil servants and public employees who request additional administrative procedures and documents outside of regulations, especially the requirement to have a VNeID when submitting documents directly and the requirement to confirm or commit to the match between the new administrative area information and the old information according to the documents issued by the State agency.
