Proactive, early and remote preparation to prevent and combat natural disasters

On May 24, Comrade Pham Minh Chinh, Politburo member and Prime Minister chaired the first meeting of the National Civil Defense Steering Committee on natural disaster prevention, control and search and rescue in the province in 2025. The meeting was connected online from the Government headquarters to 34 provinces and centrally-run cities and some special communes and wards across the country.

Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended and directed at the Tuyen Quang bridge. Attending the meeting were leaders of relevant departments, agencies.

Before the meeting, the Government Office announced the Prime Minister's Decision on reorganizing 3 Steering Committees (including the National Civil Defense Steering Committee; the National Steering Committee for Natural Disaster Prevention and Control; the National Committee for Incident Response, Natural Disasters and Search and Rescue) into the National Civil Defense Steering Committee.

Speaking at the opening of the meeting, on behalf of General Secretary To Lam, other Party and State leaders, and with personal feelings, Prime Minister Pham Minh Chinh sent his deepest condolences to the relatives and families of victims of natural disasters, especially the relatives and families of victims who died or went missing in the sinking of the ship Blue Bay 58 (Ha Long, Quang Ninh ) and in storm No. 3 in recent days.

 

The Prime Minister also shared the pain, loss and huge property damage of the people in mountainous communes in Nghe An province who are suffering from the massive floods caused by the impact of storm No. 3 and the storm's circulation. The Prime Minister requested the provinces and localities that have just experienced natural disasters to urgently support the affected families to quickly overcome the consequences and soon stabilize their lives.

Prime Minister Pham Minh Chinh emphasized that geographical location and climate change have caused our country to continuously suffer from many types of natural disasters, especially storms, landslides, which are very unexpected, rapid, and irregular. The Prime Minister requested: Functional sectors, provinces, cities, and localities need to fully inform about all types of natural disasters; make predictions, forecasts, and provide orientation and solutions so that people can proactively grasp and minimize the damage caused.

Natural disasters cause heavy damage to people and property.

According to the report of the Office of the National Civil Defense Steering Committee in 2024 and the first months of 2025, the work of natural disaster prevention, control and search and rescue has always received special attention from the Party and the State; the work of directing, operating and responding to natural disaster situations and disasters has closely followed the actual situation; information and propaganda work on natural disaster prevention and control has been promoted, contributing significantly to raising people's awareness in proactive response.

However, global climate change has caused many types of natural disasters to appear with increasing intensity and severity, causing serious damage to people and property. Statistics from 2024 to present show that Vietnam has experienced over 10,200 accidents, incidents, and natural disasters. Of these, there were 13 storms, 3 tropical depressions, 140 heavy rains, 278 tornadoes, 409 landslides, etc. The consequences killed 1,389 people, left 398 missing, and injured over 2,800 people; many structures and properties were damaged.

In Tuyen Quang, from 2024 to now, natural disasters have also killed 46 people, injured 38 people, damaged tens of thousands of houses and many structures and properties. The total estimated damage is nearly 3.7 trillion VND.

In the coming time, the weather forecast will have many unusual developments, the level, intensity, and frequency of natural disasters are likely to be stronger. To ensure the safety of people's lives and property and constructions, localities need to increase the civil defense response regime at all levels; regularly monitor and grasp the situation in all aspects such as: Climate, weather, accidents, incidents, natural disasters, catastrophes; proactively mobilize forces and means to participate in response, recovery and search and rescue, not to be passive and surprised by any situation.

At the meeting, delegates focused on discussing and proposing solutions to respond to each natural disaster situation, especially floods, inundation, and landslides; specialized sectors also soon completed the work of building disaster risk zoning maps, flash flood and landslide risk maps at the village and hamlet level in key areas...

Proactively prevent natural disasters early, from a distance, promptly and effectively

Concluding the meeting, the Prime Minister emphasized that natural disasters are evolving very abnormally, complicatedly, and extremely. Reality shows that the damage caused by natural disasters in recent times is extremely severe. The Prime Minister also acknowledged that despite the huge damage, localities have made efforts to overcome all difficulties to rebuild production and stabilize life. He also acknowledged the unanimous support of international organizations, businesses, and the social community that has helped affected localities quickly overcome the consequences.

To minimize natural disaster damage, the Prime Minister requested localities to adhere to three basic principles in disaster prevention and control: It must be done early and from afar before an incident occurs; response must be calm, clear-headed, timely, appropriate, safe and effective; and recovery must be based on the support of the entire population, comprehensively, completely, and jointly.

The frontline forces, the Army and the Police, must actively support and mobilize people to participate in preventing, responding to, and overcoming the consequences of natural disasters. All resources of the state, localities, and the whole society must be mobilized to participate in overcoming the consequences. Improve the quality of warning, forecasting, situation monitoring, and communication to raise awareness and proactive prevention and avoidance for the people. Be decisive in leadership and direction, calm and resolute in performing tasks, and minimize possible consequences...

Natural disasters are unusual, unpredictable, and do not follow the rules, especially at this time when it is the peak of the flood season. The Prime Minister suggested that: Provinces, cities, and localities organize serious on-duty teams, closely monitor the weather situation, natural disaster developments, strengthen inspections, and urge the protection of the safety of the dyke system, important dams; promptly advise the Steering Committees and Command Committees at all levels in the localities to be ready to respond to natural disasters and minimize damage; resolutely evacuate people from dangerous areas, even by force to save people; provinces and cities closely coordinate with news agencies and newspapers from the central to local levels... to communicate and bring news about natural disaster situations, response and consequence management to authorities at all levels and people.

Regarding the work of overcoming the consequences of natural disasters, priority must be given to resources for the work of overcoming the consequences of natural disasters. In the long term, localities should focus on directing, inspecting, and urging to ensure the quality and progress of projects to arrange and stabilize residents in disaster-affected areas, protecting the safety of people's lives and property.
