On the morning of July 17, a working delegation led by Chairman of the Ho Chi Minh City People's Council Vo Van Minh inspected the Nha Be Commune Public Administration Service Center and worked with the Party Committee, People's Council, and People's Committee of Nha Be Commune.
Nha Be Commune has announced 27 projects exempted from construction permits.
According to Mr. Vo Phan Le Nguyen - Chairman of Nha Be Commune People's Committee - after more than 15 days of operation, Nha Be Commune Public Administration Service Center has been operating stably, with full facilities and equipment to receive and handle administrative procedures for people.
Mr. Le Nguyen said that the advantage is that Nha Be Commune Public Administration Service Center received the original reception and result delivery department of Nha Be District People's Committee, with an area of 158m2 , arranged with 10 reception counters ready to receive and process documents and procedures for people.
The center is staffed with 21 staff, including the center director who is concurrently the vice chairman of the commune People's Committee, creating favorable conditions for operation.
In addition, the center also established 5 working groups to handle and guide people in the process of carrying out procedures.
As of July 15, 1,424 people have come to the center to carry out administrative procedures with 3,872 applications submitted, including construction and land procedures. 100% of the procedures were resolved on time, with no late applications.
Nha Be Commune is also promoting digital transformation and applying information technology in performing tasks. Preparing personnel and conditions to perform decentralized and delegated tasks. Notably, to date, Nha Be Commune People's Committee has announced 27 projects that have been approved for detailed planning 1/500 to exempt from construction permits.
Nha Be Commune promotes early settlement of administrative non-boundary procedures
Speaking at the meeting, Mr. Vo Van Minh said that through the survey process, he highly appreciated the operation of Nha Be commune's apparatus after more than 15 days of operation. Mr. Minh noticed the exciting atmosphere, the apparatus was united, the work went smoothly, and the people were satisfied.
In the coming time, the Chairman of the Ho Chi Minh City People's Council requested Nha Be commune to continue to maintain stability and maximize the effectiveness of the new apparatus, focusing on building working regulations and coordination regulations between the People's Committee - People's Council, ensuring solidarity and connection.
At the same time, research on the establishment of public service units, ensuring better environmental sanitation, green areas, sports , public investment projects... paying attention to arranging surplus public assets, avoiding waste.
Regarding the operation of the Public Administration Service Center, Mr. Minh noted that the quality of service to the people must be improved, not only to resolve 100% of the records on time but also to try to reduce the time to resolve administrative procedures and reduce the number of records requiring additional information. At the same time, it is necessary to pay attention to the attitude of officials and civil servants in serving the people, ensuring professionalism and creating satisfaction for the people.
Nha Be Commune also needs to pay attention to promoting strong digital transformation, and promptly implementing the reception of non-territorial administrative procedures. In addition, it is necessary to pay attention to ensuring social security, policies for meritorious people, and ensuring the progress of public investment projects...
Propose a mechanism to continue signing contracts with urban order forces
Chairman of Nha Be Commune People's Committee Vo Phan Le Nguyen said that Nha Be Commune is one of 32 wards and communes selected by Ho Chi Minh City to implement administrative boundary procedures. However, Ho Chi Minh City has not yet announced administrative boundary procedures, especially land procedures and the issuance of first-time land use right certificates, so it cannot receive requests from people.
In addition, the urban order team will terminate its contract on July 30, and the construction inspection force will concentrate on the Department of Construction, which will cause many difficulties in managing local urban order.
Faced with this situation, the People's Committee of Nha Be Commune proposed that Ho Chi Minh City have a mechanism to continue signing contracts with the urban order force. At the same time, research to allow the establishment of public service units to implement public investment projects and compensation, to effectively implement investment projects and speed up disbursement progress. Ho Chi Minh City departments and branches also need to promptly advise on the announcement of non-territorial administrative procedures to resolve for the people.
