Focus on implementing science and technology tasks

DNO - In the last months of 2025, the Department of Science and Technology (DOST) will focus on key tasks and solutions to contribute to the implementation of resolutions and socio-economic development of Dong Nai province, with special attention to adapting to the new situation.

In particular, the department will continue to promote the spirit of responsibility, solidarity, and innovation to fulfill its assigned tasks, especially those related to the implementation of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science and technology development, innovation, and digital transformation in the province (hereinafter referred to as Resolution No. 57).

Strengthening support for localities in applying technology.

In the first six months of 2025, the Departments of Science and Technology of Dong Nai (formerly) and Binh Phuoc (formerly) provinces, prior to their reorganization and merger, implemented numerous solutions to promote science and technology activities in their respective areas. These included digitizing documents and connecting and consolidating information systems to support the reorganization of provincial-level administrative units; and expanding the acceptance and processing of administrative procedures regardless of administrative boundaries.

The science and technology sector organizes conferences and training courses to disseminate knowledge and skills in applying artificial intelligence (AI) to officials, civil servants, and police officers in the area; at the same time, it launches movements and implements digital literacy programs and digital skills training for the people.

According to Deputy Director of the Department of Science and Technology Nguyen Minh Quang, in the coming period, the department will focus on implementing tasks and solutions to promote the transfer and application of science and technology products and solutions, innovation, and digital transformation into the production and business activities of enterprises; implementing science and technology tasks for 2025, especially projects related to the health sector… The department will continue to advise on the completion and issuance of new resolutions/plans on digital transformation suitable to the specific characteristics of the locality after the merger, replacing old resolutions that are no longer appropriate after the province merger. Simultaneously, the department will continue to expand the Digital Skills Training Program for officials, civil servants, businesses, and citizens through online learning platforms and the Digital Literacy Movement; promote the digitization of documents and the connection and consolidation of shared data; upgrade and synchronize the internal network infrastructure in the newly merged communes and wards…

According to Mr. Nguyen Minh Quang, the department will continue to standardize and develop specialized databases connected to the province's digital data warehouse and open data portal; implement a campaign to issue digital signatures and popularize digital skills for citizens; and at the same time, develop a plan to ensure that each citizen has a digital identity, digital tools, digital skills, and digital accounts, thus becoming a digital citizen…

At a meeting with leaders and key officials of the Department of Science and Technology on July 1st regarding the operational situation in the first six months and tasks for the last six months of 2025, Mr. Le Truong Son, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, requested that the Department of Science and Technology continue to support localities in applying technology to operate the two-tiered local government system effectively and smoothly. In particular, for obstacles within the province's jurisdiction, the department should proactively advise the Provincial People's Committee on timely solutions and removal, ensuring compliance with regulations…

Promote solutions to concretize Resolution No. 57

According to the Department of Science and Technology, regarding the implementation of tasks under Resolution No. 57, based on the 43 main objectives set out in the province's 2025 plan, the results for the first six months of 2025 show that 17 out of 43 objectives have been completed or exceeded (accounting for 39.5%). Tasks related to guidance and institutionalization; raising awareness; digital transformation and administrative reform; development of digital infrastructure and platforms; human resource development; and cooperation have achieved many positive results.

Comrade Le Truong Son, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, stated that the Department of Science and Technology needs to consider and develop a plan to implement KPI-based evaluation of officials for key tasks and solutions of the department in the coming period. In particular, regarding the province's concentrated Information Technology Park, the department needs to coordinate with relevant departments, agencies, and units to urgently carry out procedures to ensure progress and compliance with regulations; striving to commence construction in 2025.

In the final months of 2025, the science and technology sector in the province will review, adjust, and supplement the province's regulations, plans, and action programs to suit the new situation following the merger of the two provinces and the general direction of the Central Government, especially policies aimed at removing bottlenecks for science and technology, innovation, and digital transformation.

According to Pham Van Trinh, Director of the Department of Science and Technology, the department will review and focus on implementing key tasks and objectives in the remaining months of 2025, especially those related to the implementation of Resolution No. 57 in the province. In particular, the department will prioritize stabilizing and strengthening its organizational structure; advising on and developing policies and mechanisms to attract and develop human resources. This will promote the development of science and technology, innovation, and digital transformation in the province.

Comrade Le Truong Son emphasized that the Department of Science and Technology must identify fundamental tasks and driving forces to focus on implementation. The Department needs to resolutely implement the industry's tasks as well as specific tasks and objectives under Resolution No. 57 in the province, following the motto "clear responsibilities, clear tasks, clear progress, clear results, clear accountability, clear authority." This includes promoting solutions for developing digital government, digital economy, and digital society, linking businesses and schools to foster innovation and the startup ecosystem…
