The President reports on the results of his term of office to the National Assembly.

On the afternoon of October 20, President Luong Cuong reported to the National Assembly on the results of the 2021-2026 term.

President Luong Cuong said that during the past term, the regional world has undergone complex and unpredictable changes, with many major difficulties and challenges, especially competition from major powers, war, conflict, and political instability in many regions, including ASEAN.

In the country, besides favorable opportunities, there are also many difficulties and challenges, including many unprecedented issues, many fluctuations and changes in organization, apparatus and personnel at all levels from central to local, including the personnel of the President .

In that context, the President has closely coordinated with agencies in the political system, making efforts to effectively perform tasks and powers as prescribed by the Constitution, laws and tasks assigned by the Party.

Reporting on the main results of the work in the 2021 - 2026 term, President Luong Cuong emphasized that the President, together with key leaders, the Politburo and the Party Central Committee, organized and directed the implementation of the 13th National Party Congress Resolution; resolutions, directives and conclusions of the Party Central Committee, the Politburo and the Secretariat; decided on important domestic and foreign policies and guidelines, promptly and effectively handled many important issues arising in practice.

The President has presided over and directed relevant agencies to organize the development of a number of very important major projects to submit to the Central Committee, such as the Strategic Project on building and perfecting the Socialist Rule of Law State of Vietnam until 2030 with a vision to 2045; the Project on summarizing 10 years of implementing the Resolution of the 8th Central Committee, Session XI, on the strategy for protecting the Fatherland in the new situation...

Notably, the President emphasized that the President, together with the Politburo, the Secretariat, and the Party Central Committee, led and resolutely directed the arrangement and reorganization of administrative units and the construction of a two-level local government model in the spirit of Resolution 18 of the Central Committee.

Promulgation of 99 laws and 7 ordinances

Regarding legislation, the President signed an order to promulgate the National Assembly's resolution amending and supplementing a number of articles of the 2013 Constitution, creating an important constitutional basis for the arrangement and streamlining of the political system's apparatus. At the same time, he signed an order to promulgate 99 laws and 7 ordinances, contributing to removing difficulties and obstacles in institutions, and unlocking resources for national development.

In the executive field, the President always pays close attention to all aspects of the country's situation, especially the people's lives. He regularly goes to the grassroots, visits and works in many localities to grasp the practical situation, directly inspects, directs, and suggests solutions to carry out local tasks. At the same time, he visits and encourages people with meritorious services to the revolution, compatriots in remote areas, border islands, and areas affected by natural disasters and epidemics.

The President has also seriously and responsibly implemented the signing of international treaties, contributing to creating a solid legal basis, effectively serving economic, social, defense, security and foreign affairs development.

During his term, the President signed decisions to award more than 466,600 medals and orders, more than 6,500 state honorary titles, more than 1,200 titles of Vietnamese Heroic Mother, 129 titles of People's Armed Forces Hero, 13 titles of Labor Hero; and decided to revoke, grant, and return Vietnamese nationality to more than 18,000 cases.

Amnesty for more than 31,300 people

In the judicial field, as Head of the Central Steering Committee for Judicial Reform, the President chaired meetings of the steering committee, directed the implementation of judicial reform tasks in the spirit of the Resolution of the 13th National Party Congress, Resolution No. 27 of the Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period...

The President has also closely directed the implementation of the 2018 Amnesty Law. Since the beginning of his term, the President has issued five decisions on amnesty and early release of prisoners for more than 31,300 people.

At the same time, based on the practical work of considering petitions for clemency of death sentences, the President reported to the Politburo to direct the competent authorities to review and propose additional relevant laws, and submit them to the National Assembly for approval in order to promptly remove difficulties and obstacles in the work of resolving death penalty cases that have been backlogged for many years.

In the field of national defense and security, in his capacity as Chairman of the National Defense and Security Council and Commander of the People's Armed Forces, the President chaired six meetings of the council, discussing 16 important topics of strategic significance related to Vietnam's foreign defense, security and diplomacy.

In the work of building and consolidating the great national unity bloc, the President always pays attention to and takes care of consolidating and promoting the strength of great national unity in the cause of innovation and international integration.

Regarding foreign affairs, implementing the Party's policies and guidelines, the President has proactively, flexibly and effectively deployed foreign affairs work, making an important contribution to the successful implementation of the Party and State's foreign policies.

During his term, Vietnam established new diplomatic relations with 4 countries, bringing the number of countries having diplomatic relations with Vietnam to 194. Upgrading relations to comprehensive strategic partnerships with 10 countries, bringing the total number of comprehensive strategic partners of Vietnam to 13 countries.
