Speaking at the group discussion session on the socio-economic situation on the morning of October 24, President Vo Van Thuong emphasized that the country's economy has achieved many important results, basically achieving the set goals and continuing to become a bright spot in the global economy.

"Saying this is not to praise our country, but the results we have achieved are very impressive. Recently, I participated in a number of multilateral activities, met many leaders of countries, basically they all highly appreciated our efforts and results, and were impressed with the development of Vietnam's economy in recent times," the President stated.
However, there are still many and very large limitations and difficulties. There are many problems that need to be solved but the ability to solve them is limited, for example, the real estate market has not been able to solve any large projects in the past 2 years, the corporate bond market, handling weak credit institutions...
"Over the past 10 years, we have not been able to resolve any of the zero-dong banks. There has even been a policy to restructure zero-dong banks, but they have not been completely resolved, posing huge risks whose consequences cannot be fully assessed," the President said.
Accordingly, there are policies with great expectations but the implementation is slow. At the National Assembly forum, a delegate also said that "the longest road is the road between saying and doing".
The Party's conclusions also clearly state that implementation is still a weak link, which is also a very difficult point. For example, the program to restore socio-economic development after the Covid-19 pandemic, although expectations are very high. The National Assembly also discussed it very enthusiastically, with high determination, but the implementation was very slow.
"Public investment seems to be difficult because there is no money to spend. But even though we have money, we still cannot spend it. The report to the National Assembly also clearly stated how many ministries, branches, and localities have disbursed less than 50%," the President said.
In addition, the world and regional situation also greatly affects our difficulties. The fact that some countries have significantly reduced consumer demand, armed conflicts and wars in some places also make tourists travel less, spend less, and slow down production. The trade surplus is very impressive, but in essence it is due to the reduction in imports of input machinery components.
The President pointed out the reasons, firstly, decentralization has not achieved high results, is not clear, and has not encouraged the responsibility of agencies, organizations and individuals in the political system.
The Party's conclusion stated that it is necessary to promote decentralization and clear and transparent delegation of power in the direction that each level must clearly define its authority and responsibility, so that superiors do not have to reach down to do the work of subordinates.
"When it is necessary to ask, the answer must be clear and transparent. But each time asking, it takes at least 3 months, on average 6 months, even 9 months in some cases to receive a written response saying "following the law", the President stated. The mindset of wanting to take on everything in policy making, wanting to have power in every field, so it does not accept decentralization.
Officials must be afraid of making mistakes.
In particular, the responsibility in law-making, including laws, decrees and circulars, is not high. "In our system, we see that officials who make mistakes are severely punished, and officials who speak out against policies and resolutions are also gradually disciplined. But when officials issue a decree, circular or law, when implementing it, they encounter many obstacles and problems, and no one has been harmed," said the President.
Another issue is whether corporate bonds and the real estate market are loose from policy and if so, is anyone responsible?
The President made it clear that officials must be afraid of making mistakes in order to work more carefully and study the law more thoroughly.

The President shared his feelings when meeting some officials who work in specialized state management, specializing in only one department or district, but speak like politicians. They make general statements like this and that, all good words but the specific work is not thoroughly resolved.
"First of all, each locality must really remove obstacles. Everywhere we talk about obstacles, everyone we meet talks about obstacles. At forums like this, if we still complain about difficulties, obstacles, and slow solutions, who will the people complain to?", the President said, adding that people now think about whether they know anyone when they encounter problems.
"That mindset is dead, because this mindset reflects the negative aspects of society. People in difficult times must immediately think of the government and the law. That is the healthy mindset we must aim for," the President affirmed.
