Algerian National Assembly Chairman: Vietnamese businesses investing will enjoy special incentives

Speaker of the House of Representatives Ibrahim Boughali warmly welcomed Prime Minister Pham Minh Chinh leading a high-ranking Vietnamese delegation to visit the Democratic Republic of Algeria; highly appreciated the good traditional relations between the two countries, and affirmed that the Prime Minister's visit is an important milestone contributing to promoting cooperation between the two countries.

Recalling the history of friendly relations between the two sides, when Vietnam was one of the first countries to recognize Algeria, the President of the Algerian House of Representatives said that this is a solid foundation for cooperation between the two countries. Delegation exchanges and experience sharing between ministries, branches and localities of the two countries have been promoted; consultation and coordination mechanisms between the two sides, including two joint political consultation committees, have been effective.

On this occasion, the Chairman of the Algerian House of Representatives congratulated Vietnam on successfully organizing the signing ceremony of the United Nations Convention against Cybercrime, saying that this is a very important and meaningful event for ensuring cyber security in many countries.

Expressing his joy at his first official visit to Algeria, Prime Minister Pham Minh Chinh thanked the President of the House of Representatives and the Algerian leaders for their sincere and warm welcome to him and the high-ranking Vietnamese delegation. The Prime Minister also conveyed the regards and best wishes of General Secretary To Lam, President Luong Cuong and National Assembly Chairman Tran Thanh Man to the President and leaders of the Algerian House of Representatives.

At the meeting, Prime Minister Pham Minh Chinh informed Speaker of the House of Representatives Ibrahim Boughali about his meeting with President Abdelmadjid Tebboune and the results of his talks with Prime Minister Sifi Ghrieb, following which the two sides issued a Joint Statement on upgrading Vietnam-Algeria relations to a Strategic Partnership and signed many important documents. The Prime Minister hoped that the two sides would soon develop a specific action program to realize the new framework of relations and hoped that the Speaker of the Algerian House of Representatives would support this process.

Appreciating the fact that the two sides upgraded their relationship to a Strategic Partnership during Prime Minister Pham Minh Chinh's visit, Speaker of the House of Representatives Ibrahim Boughali expressed his joy that Algeria is Vietnam's first Strategic Partner in Africa.

The Speaker of the Algerian House of Representatives assessed that the bilateral cooperation in recent times has been unique, spanning many fields, such as politics, economics, energy, defense, telecommunications, and cooperation between localities. Believing that the above level of cooperation is thanks to the foundation of good political relations, the Speaker of the Algerian House of Representatives hopes that economic cooperation between the two countries will be more effective, contributing to fostering political relations.

Regarding parliamentary cooperation, the President of the Algerian House of Representatives expressed his gratitude to the Vietnamese National Assembly for welcoming the Algerian delegation and the Algerian friendship delegation to Vietnam. He said that the Algerian House of Representatives is reforming many legal regulations, including laws related to e-commerce, and the Algerian side wishes to exchange and learn from Vietnam's experience on this issue.

Recalling that the two countries had signed two cooperation documents on the National Assembly in 2005, the President of the Algerian House of Representatives suggested that both sides review, adjust and supplement the contents in accordance with the new development context. With its role, the Algerian House of Representatives is ready to support and advocate cooperation ideas to strengthen the relationship between the two countries, serving the interests of the people of both sides.

For his part, Prime Minister Pham Minh Chinh agreed with the initiatives of the President of the Algerian House of Representatives, saying that Vietnam and Algeria are both developing countries and have many things to exchange and learn good and effective practices from each other, especially laws on investment, land, science and technology, innovation, digital transformation, etc.

The Prime Minister hopes that the Algerian House of Representatives will support the two Governments in the process of implementing the Strategic Partnership framework; including actively and promptly ratifying signed agreements, especially those on tax, investment and trade. Informing that Vietnam will soon have investment activities in Algeria to grow bananas, tea, produce rice and seafood, etc. The Prime Minister asked the Algerian House of Representatives to support, especially in the work of handing over land and water surfaces.

The Prime Minister also requested Algeria to continue creating favorable conditions for the Vietnam National Energy and Industry Group to operate stably and effectively at the Bir Seba mine. From the symbol of success for economic cooperation between the two countries, the Prime Minister proposed expanding cooperation between the two countries in oil and gas exploitation, production, exploitation and processing of petrochemical refining, production of polymer fiber products...

Regarding this issue, the President of the Algerian House of Representatives said that Vietnamese enterprises have initially established a presence in Algeria and the Algerian legislature is ready to play a supporting role. The Algerian National Assembly has just passed an investment law, attracting foreign investment with the hope of opening up new opportunities to attract investment while the Algerian Government also has a major reform policy to diversify the economy. Based on the good relationship between the two countries, the President of the Algerian House of Representatives affirmed that Vietnamese enterprises investing will enjoy separate incentives, evaluating the economic projects that the two sides have agreed on as being in line with Algeria's economic diversification policy.
