Achieved many positive, comprehensive results
Reporting to the working delegation, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thua Thien - Hue province Nguyen Van Phuong said that after 4 years of implementing the Resolution of the 16th Provincial Party Congress for the 2020 - 2025 term, the province has achieved and exceeded 11/15 targets. The average GRDP economic growth rate in the period of 2021 - 2024 reached 6.94%/year, at a fairly good level compared to the provinces and cities in the North Central and Central coastal regions. GRDP per capita reached 2,840 USD. Budget revenue increased by an average of 9.75%/year. Total social investment capital in the period of 2021 - 2024 increased by an average of 8.7%/year.
The province has focused on drastically implementing Resolution 54-NQ/TW of the Politburo, Resolution 83/NQ-CP of the Government, Resolution 1264/NQ-UBTVQH14 dated April 27, 2021 of the Standing Committee of the National Assembly, Resolution 38/2021/QH15 of the National Assembly; completing the Provincial Planning, the General Urban Planning; projects serving the goal of building a centrally-run city and many other important projects.
In particular, at the recent Eighth Session, the National Assembly passed Resolution No. 175/2024/QH15, deciding to establish Hue City directly under the Central Government. Up to now, the province has basically completed the arrangement and consolidation of the political system's organizational structure in the administrative units formed after the arrangement and merger: Phu Xuan District, Thuan Hoa District, Phong Dien Town, Phu Loc District (new) and communes, wards and towns, ensuring the stability of the organizational structure to immediately meet the requirements of tasks in the new situation, avoiding vacancies and interruptions in work; at the same time, timely preparation for Party Congresses at all levels towards the 14th National Party Congress.
The province has basically completed the arrangement and assignment of leadership and management positions, staff, civil servants, public employees, workers, and part-time workers in administrative units formed after the arrangement and resolved the regime and policies for redundant cases. Reviewed and arranged working offices, conducted statistics, inventory, prepared records and documents to serve the handover and reception between old administrative units and new administrative units formed after the arrangement; implemented the registration and use of new seals and the withdrawal of old seals; adjusted, supplemented, and managed administrative unit boundary records. Implemented the conversion of documents for individuals and organizations. Complete the review and adjustment of the staffing quota and the number of employees for agencies, organizations and units in the political system at district-level administrative units formed after the arrangement and establishment within the staffing quota assigned by competent authorities for the period 2022 - 2026 and the staffing quota of commune-level staff and civil servants, the number of non-professional workers at the commune level according to the provisions of Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government, ensuring compliance with the provisions of Article 11 of Resolution No. 35/2023/UBTVQH15 of the Standing Committee of the National Assembly...
The Hue Heritage Conservation Fund receives support from the state budget of provinces and centrally run cities, funding from domestic and foreign organizations and individuals, and other legal sources of revenue, contributing to mobilizing resources to fund projects, investing in restoration, conservation, and development of Hue heritage values, and investing in projects and items that have not been invested in or have not been invested enough by the state budget. From 2022 to present, the province has allocated 451.575 billion VND from the revenue from visiting relics to restore and embellish nearly 70 relic and heritage projects in the province.
Focus on developing to be worthy of a centrally-governed city
At the working session, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the sense of responsibility, proactiveness and creativity of the Party Committee, government and people of Thua Thien - Hue province since the beginning of the term. Especially the outstanding results in 2024; acknowledged the province's efforts in coordinating well with competent authorities to submit to the National Assembly for approval the Resolution on establishing Hue City directly under the Central Government, the Standing Committee of the National Assembly approved the Resolution on rearranging administrative units at district and commune levels of Hue City for the period 2023-2025. This event marks a new development milestone, an outstanding achievement in implementing the policy of promoting urbanization associated with urban economic development of the whole country; opening up new opportunities for the locality to continue developing.
National Assembly Chairman Tran Thanh Man said that although Hue has become a centrally-governed city, it needs to frankly recognize its true position on the country's development map in order to have more drastic solutions, especially in drafting Congress documents and goals and targets for the next term; he requested the entire political system to quickly perfect the government system at all levels after becoming a centrally-governed city and to arrange administrative units to ensure unity and connectivity in state management.
“Time is pressing, the work is heavy, but we need to focus on leadership and direction in the spirit of the Central Committee to ensure a streamlined, strong, efficient, effective and efficient apparatus. There are drastic solutions to handle the issue of headquarters and surplus assets, and there are policies for cadres after the rearrangement to create consensus in the implementation process,” the National Assembly Chairman emphasized.
According to the National Assembly Chairman, the province needs to effectively implement the Master Plan for Hue City Urban Area, complete the Plan for preservation, restoration and rehabilitation of the Complex of Hue Monuments in a systematic and synchronous manner, becoming a smart and modern city while still preserving the soul and unique identity of the ancient capital. Focus on investing in developing transport infrastructure, ensuring smooth, inter-provincial, inter-regional and international connections. Promote the development of digital transformation infrastructure. Focus on removing difficulties and obstacles to promote economic development, restructure the economy towards modernity and sustainability. Implement well the public investment plan for 2025. Accelerate the implementation of 3 National Target Programs; administrative reform, improve the investment and business environment, towards meeting international standards in economic cooperation and development. Invest in development, effectively exploit strengths, build the city. Hue becomes a major center of education - training, culture - tourism, science - technology, and healthcare. Promote the construction of civilized urban lifestyle, continue to strongly spread and deepen movements to build Hue bright - green - clean - beautiful.
“The Central Government, the National Assembly, and the Government expect 2025 to be the year to remove economic and social bottlenecks and blockages. Therefore, Hue must be proactive and take shortcuts. When the Central Government has a policy, the National Assembly has a Law, a Resolution, the Government has a Decree, and detailed regulations, the locality will immediately implement it, thereby attracting foreign investment resources, domestic investment, and public investment disbursement to stimulate private investment... to have more resources for development,” the National Assembly Chairman added.
National Assembly Chairman Tran Thanh Man assigned the National Assembly Office to synthesize the province's recommendations and send them to relevant agencies for consideration and settlement according to their authority, ensuring compliance with legal regulations, creating conditions and maximum support for the socio-economic development of Hue City. For matters under the authority of the National Assembly and the National Assembly Standing Committee, the National Assembly Committees were assigned to study and advise the National Assembly and the National Assembly Standing Committee for consideration.
On this occasion, the National Assembly Chairman and the delegation offered incense and flowers at the General Le Duc Anh Cultural House; General Nguyen Chi Thanh Museum; and presented gifts to outstanding revolutionary contributors in Hue City.
