Tens of thousands of people affected
Reporting at the inspection, Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said that due to the impact of storm No. 11 and floods on rivers, from October 7 to now, the whole city has recorded 11,790 households (43,202 people) affected, of which, Trung Gia commune alone has 4,042 households (16,417 people) and Da Phuc commune has 1,713 households (7,310 people). 3,751 households (19,714 people) have had to evacuate to a safe place.
Due to the impact of floods on the Cau River, many incidents occurred in the two communes. In Da Phuc commune, some embankments were eroded and tilted, about 150m of irrigation canal collapsed; 11.97km of dike and embankment outside the main dike were overflowed and flooded; the 7.5km section of the right dike of Cau (grade III dike) was overflowed; there was an erosion at location K22+700 and the phenomenon of subsidence and collapse of the dike roof in the area K25+740 - K25+830.
In Trung Gia commune, the flood has partially eroded the Hanoi - Thai Nguyen railway line, about 20m long; overflowed 7km of Do Tan dike and 1km of Vong Am dike; at the same time, caused sluice gates to be jammed at some pumping stations such as: Tien Tao, Cam Ha, Tan Hung, Tang Long...

Currently, the water level of Cau River and Ca Lo River is receding. However, due to the dike being submerged for many days, the risk of an incident is still high. The Department of Agriculture and Environment has directed the Irrigation Sub-Department and functional units to continue to be on guard 24/24 hours, regularly inspect, detect and promptly handle the phenomena of sloughing, culvert cracking, dike slope collapse, ensuring the safety of the dike system.
In the face of the emergency, the City People's Committee has allocated 10 billion VND to each commune of Trung Gia and Da Phuc to prevent, combat and overcome the consequences of natural disasters. The Department of Agriculture and Environment and the Hanoi Irrigation Development Investment Company Limited have developed a drainage plan for the downstream areas of the two communes.
The Capital Command mobilized more than 2,000 officers and soldiers for rescue.

Reporting at the inspection, the representative of the Capital Command said that the Capital Command and the Ministry of National Defense had mobilized more than 2,100 officers and soldiers along with many special vehicles such as amphibious vehicles, large boats... to participate in the rescue. By 11:00 a.m. on October 11, in Trung Gia commune, there were still 2 villages flooded more than 1 meter deep. The Command used special vehicles and boats to bring necessities and food to support the people; at the same time, increased the number of soldiers to help the villages clean up the environment and disinfect after the flood.
Representatives of Trung Gia and Da Phuc communes also reported that this was the highest flood in history, many locations were submerged 1-2m deep, some places were completely isolated. Thanks to the coordination between the government, military forces, police and people, evacuation and relief work was deployed promptly, without causing human losses. Currently, the water is receding, local authorities are focusing on mobilizing forces to support people to overcome the environment, stabilize life and production.
At the meeting, the authorities of the two communes proposed that the city soon invest in and upgrade the transportation, irrigation, dyke, and drainage systems, especially the key dyke, embankment, and culvert sections; direct the health and agricultural sectors to guide disease prevention and control after floods and support social security policies for people in disaster areas.
Commending the spirit of response and overcoming consequences after floods

Vice Chairman of the City People's Committee Nguyen Manh Quyen assessed that this was the first flood to be implemented under the new model of the Civil Defense Law, in which the Capital Command is the standing agency. The coordination between forces was deployed closely and effectively, demonstrating the spirit of proactive response to the historic flood situation.
Concluding the inspection, Chairman of the City People's Committee Tran Sy Thanh shared the difficulties and hardships with the people and local authorities during the days affected by natural disasters. He emphasized that this is a "test" for the new model of 2-level local government and the Law on Civil Defense, but also an opportunity for the city to evaluate the command and coordination capacity of all levels and sectors in responding to natural disasters.

The Chairman of the City People's Committee commended the military, police, militia and people for proactively and seriously implementing flood prevention and rescue plans, contributing to minimizing damage. He requested authorities at all levels to urgently coordinate with the armed forces, police, militia and self-defense forces to organize environmental cleaning, overcome the consequences of the flood, support people to quickly stabilize their lives and restore normal activities.
In particular, the Chairman of the City People's Committee emphasized the need to prioritize attention to policy families, poor households, the elderly, children and vulnerable groups, ensuring that all people have safe housing, enough food, clean water and essential living conditions.
Immediately after the inspection, Chairman of the City People's Committee Tran Sy Thanh and the working delegation visited and gave gifts to the evacuated people at Tan Hung Primary School (Da Phuc commune); at the same time, inspected the scene of the railway landslides through Trung Gia commune and the overflow prevention positions on the right dike of Cau.
