Chairman of Hanoi People's Committee Tran Sy Thanh inspected flooded areas in Trung Gia and Da Phuc communes.

On the afternoon of October 11, Chairman of the Hanoi People's Committee Tran Sy Thanh directly inspected and directed flood prevention and control work, ensuring safety for people in Da Phuc and Trung Gia communes (formerly Soc Son district). These are the two areas most severely affected by the recent floods in Hanoi.

According to the report of the Hanoi Capital Command, by noon on October 11, in Trung Gia commune, there were still two villages, An Lac and Hoa Binh, with flooding about 1.5 meters deep, forcing authorities to use boats to bring people and necessities in to support. In the remaining villages, the water has receded, and the authorities are focusing on cleaning the environment and disinfecting village roads and alleys.

In Da Phuc commune, in some villages, the water has not yet receded from people's houses. The functional forces have been reinforced, helping people move their belongings and providing food, drinking water, medicine and other essential necessities.

Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said that this area has a complex dyke system, the floodwaters rise very quickly - exceeding the historical flood level in just one day. Since October 9, the agricultural sector has mobilized forces to be on duty and prevent overflow at key dyke points. Currently, the railway through the area is eroded, many weak dyke locations need urgent reinforcement.

Mr. Dai said that during the flood, 15 villages in Trung Gia commune were flooded, with more than 4,000 households directly affected. The leaders of the Department of Agriculture and Environment proposed upgrading the dike system and pumping station, especially the 11.8 km long Huu Cau dike - which was under great water pressure during the flood. It was recommended to raise the dike surface by at least 50 cm and develop a resettlement plan for about 800 households outside the dike. "After this flood, many households want to be relocated to safer areas," Mr. Dai said.

Trung Gia Commune Party Secretary Le Huu Manh said that as of early afternoon on October 11, 7 villages were still flooded and it is expected that the water will be basically drained by tomorrow afternoon. The government and organizations will focus on distributing necessities on October 11. From October 12, the commune will shift its focus to environmental sanitation, disinfection and preparation for students to return to school.

In Da Phuc commune, Party Secretary Nguyen Hong Minh said that this year's flood has reached its peak, the water level has risen rapidly and continuously, but thanks to drastic direction, the commune has built more than 7.6 km of temporary dikes to protect residential areas in low-lying areas. By the afternoon of October 11, the water level had gradually receded, but 13 villages outside the dike were still affected.

Major General Dao Van Nhan, Commander of the Capital Command, said this was an unprecedented storm and flood. Although the situation was basically stable, he emphasized that we should not be subjective, especially at the locations at the foot of the dike where there were bubbling veins and water seepage - they needed to be patrolled and handled immediately. The Capital Command was also ready to mobilize forces to support environmental sanitation after the flood if the city requested.

Upgrading pumping stations, strengthening dike systems

Vice Chairman of the City People's Committee Nguyen Manh Quyen assessed that this was a "historic flood - storm on storm", with extremely heavy rainfall and unusual developments. "This storm and flood is a 'test' for the two-level government. The army has shown its pioneering role, effectively coordinating forces, rescuing and helping people day and night," Mr. Quyen said, adding that the relocation and resettlement of more than 800 households needs to be implemented in a roadmap to stabilize people's lives.

Speaking at the scene, Chairman of Hanoi People's Committee Tran Sy Thanh acknowledged and highly appreciated the initiative of the government, armed forces and people of Da Phuc and Trung Gia communes in responding to and rescuing the victims.

“Never before has Hanoi faced a double disaster like this – storm after storm, extremely heavy rain, putting terrible pressure on the dyke and drainage system. This is a real test for authorities at all levels,” said Chairman of the Hanoi People’s Committee Tran Sy Thanh.

According to Mr. Tran Sy Thanh, storm No. 10 showed that some places were still passive from the forecasting to the response stage. Therefore, the city's functional forces have learned from experience to be more proactive before storm No. 11. Specifically, before storm No. 11 made landfall, the locality had developed a scenario for evacuating people, ensuring electricity and water safety. When the water receded, it was necessary to clean up the environment quickly, at the same time creating conditions for students to return to school soon.

Notably, the head of the City People's Committee agreed with the plans of the Director of the Department of Agriculture Nguyen Xuan Dai and Commander of the Capital Command Dao Van Nhan on strengthening the dike and upgrading the pumping station. He requested the Department, branches and localities to make a list of urgent projects next week and submit them immediately for signing and implementation - prioritizing the inner city and suburban areas that are frequently flooded.

“Overall, I have inspected the dike system in Hanoi over the past two years and know clearly where the shortcomings are. In the near future, I will establish a master plan for the dikes and connecting roads. However, if urgent matters related to dikes and pumping stations are done immediately, people will see clear results in the rainy season next year,” said the Chairman of the Hanoi People’s Committee.
