Implementing the Prime Minister's direction in Official Dispatch No. 22 on a number of key tasks and solutions to reduce administrative procedures, improve the business environment, and promote socio-economic development, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc proposed a digital transformation solution to reduce administrative procedures and improve the business environment in the transportation sector.

Old process overloads staff, wastes time for businesses

Currently, Ho Chi Minh City has issued badges and managed 215,684 vehicles with 5,384 automobile transport business units. On average, the city issues 495 badges per day, with a peak day issuing 992 badges. At the same time, it received 618 applications for granting and re-granting business licenses for automobile and four-wheeled motor vehicles.

To carry out the task, the Department of Construction has arranged a staff of 15 civil servants and some equipment to carry out the task. On some peak days, some departments have to increase support forces.

In fact, the process of printing and distributing physical stamps and seals as above has many limitations such as high printing and distribution costs. Every year, the budget has to spend a large amount on printing, storing and transporting transport business licenses and badges to transport units, and information on the stamps changes frequently and is unstable.

Along with that, the processing time is also prolonged. Normally, businesses have to wait 2-3 days to receive a transport business license and badge, affecting business operations, increasing travel costs...

In addition, receiving paper results at the one-stop result department leads to a situation where a large number of people gather at the same time (200-300 people/day), potentially posing a risk to security and order in the area.

Monitoring the status of printing and using badges and licenses faces many obstacles due to the incomplete centralized and synchronized data system of the Ministry of Construction, changes in unit information, etc. These shortcomings not only waste resources but also reduce the effectiveness of state management and the competitiveness of the transportation industry.

Digital management, businesses do paperwork at home

To overcome the above limitations, the Chairman of the Ho Chi Minh City People's Committee has proposed a digital transformation solution. Specifically, it is proposed to stop printing physical transport business badges and licenses and completely switch to digital management.

Second, the transport unit is responsible for printing and managing the transport business license and badge through the transport management system of the Ministry of Construction. At the same time, the enterprise is responsible for monitoring and updating the usage status on the system.

Third, perfect the centralized transport management system of the Ministry of Construction. The Chairman of the Ho Chi Minh City People's Committee proposed establishing a digital platform connecting state management agencies and transport units, ensuring transparency, accuracy and easy monitoring.

Implementing these solutions will achieve many benefits such as reducing printing, transportation and storage costs, saving billions of VND each year and shortening the time to process procedures. Digital transformation will also reduce travel costs for transport units. At the same time, the digital system allows state management agencies to monitor all data in real time, minimizing fraud and errors.

The Chairman of the City People's Committee proposed that the Prime Minister approve Ho Chi Minh City to deploy a comprehensive digital transformation to receive and return electronic results of transport business licenses and badges, store electronic information on the Ministry of Construction's road transport management system, monitor and look up via QR-code.

As for the badge, after the Department of Construction approves it and issues it to the Ministry of Construction's road transport management system, the transport business unit will print the badge itself and stick it on the vehicle according to the prescribed form.
