Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc has directed the implementation of receiving and handling administrative procedures (AP) when reorganizing the two-level local government apparatus.
This is to ensure that the reception and settlement of administrative procedures are continuous, smooth, and timely, meeting the needs of people and businesses in implementing administrative procedures and in line with the Central Government's orientation on rearranging and reorganizing administrative units at all levels and implementing the 2-level local government organization model.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Science and Technology to coordinate with the Ho Chi Minh City Digital Transformation Center and related units to continue the pilot of merging the National Public Service Portal, closing the Provincial Online Public Service Portal from July 1. At the same time, urgently advise the Ho Chi Minh City People's Committee to amend and issue identification codes of affiliated agencies and units when rearranging administrative units and implementing the 2-level local government organization model.
The Department is also responsible for announcing and notifying the phone number for consultation, support, answering questions, difficulties, problems, feedback and recommendations on the implementation of administrative procedures at the Commune/Ward Public Administration Service Centers (new).
The Ho Chi Minh City Digital Transformation Center is assigned to coordinate with localities to quickly deploy solutions to ensure infrastructure connection and transmission lines to ensure the operation of the online video conferencing system. At the same time, deploy technical solutions to ensure the operation of the city's shared digital platforms. On the other hand, coordinate with departments, branches and localities to prepare scenarios to handle situations that may arise and provide technical support information.
The Department of Home Affairs urgently advises on the issuance of decisions to establish, appoint, and designate the positions of Chairman and Vice Chairman of the People's Committee of communes/wards in the city according to regulations; presides with relevant units to create administrative boundary maps of 102 wards/communes; coordinates the transfer of data for the Digital Transformation Center to update on the city's shared digital map.
The People's Committees of districts, towns and Thu Duc City proactively coordinate with the Department of Home Affairs to deploy the 2-level local government model and arrange commune-level administrative units in accordance with regulations. Review and develop plans to complete the one-stop shop at all levels (personnel, facilities, computer network infrastructure, equipment, working regulations, etc.) to ensure the implementation of administrative procedures regardless of administrative boundaries when the district-level local government ends its operations and implements the 2-level local government organization model.
Localities proactively arrange the number of counters and counter locations to ensure that they are suitable to the conditions and actual situation at the Commune/Ward Public Administration Service Center (new), but must ensure that they are reasonable and convenient for people and businesses when coming to perform administrative procedures. Proactively adjust according to the actual situation, and do not allow overload or people and businesses to wait more than 20 minutes to submit administrative procedures.
In addition, strictly implement the digitization of records, documents, and results of administrative procedure settlement during the process of receiving, processing, and returning results at the One-Stop Department. Reuse information and data that have been digitized, stored in national databases, specialized databases, and electronic connections to serve people and businesses.
Departments, branches and sectors urgently review and restructure administrative procedures, amend internal procedures and electronic procedures. This is to ensure the adjustment of authority and procedures for implementing administrative procedures according to legal documents on decentralization and delegation of authority after they are issued by competent authorities in conjunction with the termination of the operation of district-level local governments and the implementation of the 2-level local government organization model.
At the same time, it is the basis for upgrading and developing the information system for handling administrative procedures at the provincial level to meet the requirements for arranging administrative units and implementing the 2-level local government organization model. Ensuring that 100% of administrative procedures are performed regardless of administrative boundaries within the provincial level; reusing information and data that have been digitized and stored in national databases, specialized databases, and electronic interconnection to reduce and simplify administrative procedures and improve the quality of online public services.
Along with that, review and re-evaluate the online public services currently provided (full and partial online public services), especially online public services with few records to upgrade, improve to ensure convenience, practicality and integration into the National Public Service Portal.
The Office of the Ho Chi Minh City People's Committee presides over and coordinates with the Digital Transformation Center to provide temporary guidance on the framework process for receiving and handling administrative procedures for the People's Committees at the commune/ward level (new). The Office is also responsible for advising the Chairman of the Ho Chi Minh City People's Committee to announce that 100% of administrative procedures are performed regardless of administrative boundaries within the city.
