Public investment disbursement is not fundamental.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc commented that in August and the first 8 months of 2025, Ho Chi Minh City achieved many bright spots in socio -economic development. The city performed well the "dual" task, both stabilizing the organization and smoothly operating the 2-level local government model, and focusing on socio-economic recovery and development, continuing to play a key role in the country's growth.

Of which, the State budget revenue is impressive, reaching more than VND 524,000 billion (up 15.5% over the same period in 2024), attracting FDI capital reaching more than USD 6.8 billion (up 58.02% over the same period in 2024). The work of removing obstacles and handling backlog projects has been vigorously implemented, the city has removed 527/838 projects and land plots, reaching 62.9% of the total number of projects. The total investment of the removed projects reached VND 425,590 billion, with a land area of ​​about 2,130 hectares. He emphasized that this result has unlocked important resources for socio-economic development, bringing confidence to investors in the investment environment of Ho Chi Minh City, while increasing budget revenue, creating conditions for the implementation of many key infrastructure, social housing and urban service projects.

Analyzing in depth the socio-economic indicators, the Chairman of the Ho Chi Minh City People's Committee emphasized that the "color gamut" is quite clear, but there are still shortcomings and limitations. In particular, the disbursement of public investment capital is not sustainable, affecting the city's growth rate.

Specifically, as of August 29, the city has disbursed more than VND51,500 billion, reaching 43.3% of the capital plan assigned by the Prime Minister . Comrade Nguyen Van Duoc emphasized that when the city's leaders directed strongly, the disbursement rate increased to 43% in the second quarter of 2025. However, the increase in the past 2 months has been less than 1%, which shows that the disbursement work is not fundamental.

The Chairman of the People's Committee of Ho Chi Minh City pointed out that the site clearance for key projects is stuck. The reason is that the commune level is still confused, lacks staff, the coordination regulations between the site clearance compensation board under the Department of Agriculture and Environment and the People's Committees at the commune and ward levels are not clear; there is no flexibility to solve the public investment problem of the sectors and levels.

Comrade Nguyen Van Duoc requested that leaders of departments, branches, and commune-level People's Committees need to look straight at the truth, clearly analyze the causes, especially subjective causes, to overcome them. At the same time, it is necessary to promote the responsibility of leaders, the spirit of daring to do and daring to take responsibility for the common good. In addition, it is necessary to pay special attention to site clearance for projects, propose key projects on public investment in 2026 and the period up to 2030. Thereby, contributing to accelerating the disbursement of public investment capital, promoting the city's GRDP growth.

Analyzing the heavy tasks in the last months of the year, the city must increase GRDP by over 10% each quarter to achieve the growth target of 8.5% for the whole year, the Chairman of the Ho Chi Minh City People's Committee requested the leaders of departments, branches and localities to focus on implementing key tasks. In particular, pay special attention to the disbursement of public investment capital. Along with that, advise on speeding up the progress of the plan to handle and rearrange public assets; review and adjust planning; advise on proposing amendments to Resolution No. 98/2023/QH15...

Accelerate project progress

Director of the HCM City Traffic Construction Investment Project Management Board (Traffic Board) Luong Minh Phuc said that in 2025, the board was assigned more than 16,800 billion VND of public investment capital, and has so far disbursed 55%, and the board strives to disburse 100% by the end of the year. To achieve this result, the board focuses on completing procedures to start new projects with about 1,850 billion VND. At the same time, coordinate with localities to speed up compensation and site clearance with more than 2,000 billion VND; speed up construction and installation projects with more than 4,800 billion VND... Mr. Phuc also recommended that departments and branches support commune levels in adjusting planning and site clearance compensation...

Meanwhile, the leader of the Binh Duong Provincial Traffic Department (name has not changed) said that nearly 80% of the total capital of more than 22,900 billion VND assigned to the Department is for site clearance. The disbursement depends on the progress of compensation and site clearance for major projects.

Therefore, the Board closely coordinates with agencies, units, wards and communes to focus on disbursement. The leaders of the Traffic Board of Ba Ria - Vung Tau province (name not changed yet) also affirmed to focus on accelerating the progress of implementing new projects, urging contractors to speed up construction progress to speed up capital disbursement...

Chairing the meeting, Permanent Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho analyzed that the slow disbursement of public investment capital in the past had many subjective reasons. Therefore, investors need to focus on overcoming and speeding up progress. In particular, clearly distinguishing project groups to focus on, such as the group of projects preparing for investment, the group implementing compensation and site clearance, the group starting new construction, the group of transitional projects and projects in the process of payment and capital settlement need to focus on preparing documents to carry out procedures for disbursement.

Solving the problem of both surplus and shortage of staff

Comrade Nguyen Van Duoc commented that the 2-level local government model is basically operating stably and smoothly, and he requested to continue to improve and stabilize the 2-level local government apparatus. The Chairman of the Ho Chi Minh City People's Committee also pointed out that the commune-level government still has both surplus and shortage of staff. According to him, currently the number of staff and civil servants has been arranged sufficiently, but there is a lack of specialized staff in some fields, especially in land management, environment, construction, etc. This raises the requirement for training, fostering, and strengthening the team of commune-level staff. Along with that, it is necessary to focus on fundamental and systematic investment in 38 local teams that receive documents independent of public administration; invest in terminal equipment, transmission lines, network equipment, etc.

Regarding this content, Director of the Department of Home Affairs Pham Thi Thanh Hien said that she had surveyed and worked with wards, communes, and special zones to request reports on job positions lacking professional staff so that the department could synthesize and advise the Standing Committee of the Ho Chi Minh City People's Committee to direct the arrangement of staff from departments and branches to immediately take over these positions to solve work for people and businesses. In addition, the Department of Home Affairs has coordinated with the Department of Construction to establish 19 local teams in 168 communes, wards, and special zones to manage construction and urban order. At the same time, it has coordinated the dispatch of nearly 900 personnel from the local inspection team (formerly) of the Department of Construction to communes, wards, and special zones to manage construction and urban order. In addition, the department has advised the Ministry of Home Affairs to build job positions, including proposing to put the job positions of this force under the economic - urban infrastructure department of communes, wards, and special zones, as well as increasing the number of land management officers and construction order officers at the commune level...
