
During the survey trip, the City Party Secretary visited the XL-03 package (section from Luong Ngoc Quyen Street to Vam Thuat River), located in An Nhon Ward (formerly Go Vap District) and Binh Loi Trung Ward (formerly Binh Thanh District).
Package XL-03 started construction in May 2025, and has so far only reached about 6% of the volume, expected to reach 30% by the end of the year.
According to the plan, the section through An Nhon ward will be completed before April 30, 2026, and the section through Binh Loi Trung ward will be completed before September 2, 2026; the entire contract package will be completed by November 2026.
However, there are still 29/138 households in An Nhon ward and 20 cases in Binh Hoa residential area (Binh Loi Trung ward) that have not yet handed over the premises.

Meanwhile, two large packages, XL-01 (from Nhieu Loc - Thi Nghe canal to Bui Dinh Tuy bridge, including Cau Son canal) and XL-02 (from Bui Dinh Tuy bridge to Luong Ngoc Quyen street, including Binh Loi and Binh Trieu canals), are expected to start construction in November 2025 but are currently facing many difficulties in compensation and site clearance.
These two packages involve land acquisition from a total of 2,078 households, including 314 households in Binh Loi Trung ward, 872 households in Gia Dinh ward and 892 households in Binh Thanh ward.
However, the Management Board of the Ho Chi Minh City Urban Infrastructure Construction Investment Project said that up to now, the localities have not yet handed over the land.
Xuyen Tam Canal is nearly 9 km long, connecting from Nhieu Loc - Thi Nghe Canal to Vam Thuat River, passing through An Nhon Ward (old Go Vap), Gia Dinh, Binh Thanh and Binh Loi Trung Ward (old Binh Thanh). Of which, the main route is 6.7 km long, the remaining three branches have a total length of 2.2 km.
The renovation project has a total investment of more than 17,000 billion VND, of which compensation, support and resettlement costs account for about 14,000 billion VND, recovering land from more than 2,230 households and organizations.
The Xuyen Tam canal renovation project includes the following items: dredging the canal bed to a depth of 3.5 m, widening the canal bed from 20 - 30 m, and building a synchronous wastewater and rainwater collection system.
On both sides of the canal, a 6 meter wide road (two lanes on each side) and 3-4 meter wide sidewalks will be built, along with a system of parks and trees.
The entire project is expected to be completed in 2028, not only improving the environment, forming a drainage system, canal roads and parks, but also opening up public spaces, contributing to changing the appearance of Ho Chi Minh City's inner city.
After the inspection, Secretary of the City Party Committee Tran Luu Quang and the delegation worked with the Standing Committee of the Binh Thanh Ward Party Committee on the operation of the two-level local government model; disbursement of public investment capital; compensation and site clearance for the Xuyen Tam canal project, as well as many other important issues to remove difficulties and speed up the project's progress.
