Afternoon of September 23, General Secretary National Assembly delegates from constituency No. 1 met with voters in 11 wards of Hanoi (Dong Da, Kim Lien, Van Mieu - Quoc Tu Giam, Lang, O Cho Dua, Ba Dinh, Ngoc Ha, Giang Vo, Bach Mai, Hai Ba Trung, Vinh Tuy) before the 10th session of the 15th National Assembly.
Here, the General Secretary informed voters about issues related to job positions, staffing in the education and health sectors, salary policies for civil servants, and adjustments to pensions and social benefits.
The General Secretary emphasized that determining staffing levels and job positions is a crucial task for implementing salary reform in accordance with Resolution 27 of the Central Committee. Currently, the Politburo is directing relevant agencies to finalize the job position plan in the fourth quarter of 2025.
" This is also a very important basis for determining the staffing of agencies in the political system, and is also the basis for implementing the contents of salary reform in the spirit of Resolution 27. Currently, Resolution 27 has 6 contents, but we have only implemented 4. What salary is needed to maintain labor force, what salary is needed for retired cadres... ", said the General Secretary.
Emphasizing the "no equalization" viewpoint, the General Secretary noted the need for preferential salary policies for teachers, doctors, armed forces, or scientific and technological research staff...
" This must have a roadmap and be calculated. We are proposing that the Government manage the macro economy and prices, and not let 'prices increase before wages increase', so that people's actual lives do not meet requirements. Sometimes when we hear about the policy of increasing wages, prices in the market have already increased ," the General Secretary stated the reality.
Referring to the goal of building nursing homes to care for the elderly, the General Secretary suggested that calculations must be appropriate to pension levels, arguing that it is unacceptable for a pension of 6 million VND/month to cost 10 million VND to enter a nursing home.
" For a country to grow and develop, it must improve people's lives. That is the real result. How can one person working support another? Young couples do not want to have children because their salaries are not enough to raise them," the General Secretary emphasized, saying that if public sector salaries are increased, the salaries of workers in enterprises and workers must be increased.
Regarding the issue of improving healthcare quality, with the perspective of shifting the mindset from treatment to prevention, the General Secretary proposed strict control over factors that may affect people's health, including food safety.
" This is also a big issue that needs to be considered. Why are there whole communes and markets in Hanoi producing counterfeit goods? How can people trust them? Everyone knows that this is the center of counterfeit goods, so why don't we fight it? What profit is there in doing business over the health of others? ", the General Secretary asked.
The General Secretary also suggested that localities could utilize surplus office buildings to construct food centers that ensure food safety, invite the most famous restaurants to operate there, and offer tax exemptions for the first one to two years to gradually help people abandon the habit of eating on the sidewalks.
"The civilized world has done so much already, but we haven't. Each ward and commune must be creative and plan to create such places ," the General Secretary said.
The General Secretary also informed about the work of Party congresses at all levels leading up to the 14th National Party Congress. Accordingly, the congresses at the grassroots and upper-level levels have been basically completed, and the congresses at the central level have been held. To date, the congress organization work of about 1/4 of the ministries, branches and agencies at the central level has been completed.
According to the General Secretary, the draft documents to be submitted to the 14th National Congress will continue to be perfected in order to solicit opinions from voters and the people.
" In October, the Central Committee will approve the most complete version. The draft document will incorporate the spirit of the recently issued resolutions of the Politburo; on reforming the development model; and on the issue of the country's strategic autonomy... ", the General Secretary informed.
General Secretary To Lam shared the good news that after 9 months, many indicators have achieved positive results, notably the state budget revenue for the first 9 months has met the plan, reaching the target 3 months ahead of schedule.
According to the General Secretary, the last three months of 2025 are very important, serving as an opportunity to accelerate progress and achieve the goals of the tasks.
" By September, the national budget revenue target had been basically met, which is very encouraging. In 2024, we have a budget of over 2 trillion VND to spend. This year's estimate is around 2.5 trillion VND, so we can absolutely achieve this goal ," the General Secretary said.
